GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

GIZ Bangladesh is currently seeking applications for the position of “Vocational Training and Labour Market Advisor’ from candidates under Professional Education in Industrial and Environmental Safety (PRECISE)’’ Project of GIZ Bangladesh.

A. Responsibilities

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
  • Advise supervisor on all tasks when implementing GIZ rules and regulations.
  • Advise supervisor in the field of project planning, steering and monitoring.
  • Independently implement goals and requirements set by the line manager.
  • Make decisions which have a short-term effect within a limited project area/ unit.
  • Assist supervisor to identify day to day problem and suggest appropriate solution.

B. The position holder is responsible for the following tasks

Tasks

  • Implementation of Outputs 1 of the two bilateral projects “Professional Education in Industrial and Environmental Safety” (PRECISE) and “Vocational Training in the Field of Renewable Energy” (TVET4RE), where capacities of the political partner institutions are built up in emerging TVET and sustainability related areas like (dual) public-private cooperation, just transition, green transformation, gender/inclusion, didactics and labour market trend observation
  • Analysing and advising on capacity development needs of partner institutions, their management and teaching staff including the planning, design and implementation of identified tailor-made capacity development measures, combined with progress monitoring
  • Maintain liaison and networks with partner ministries, implementing agencies, private companies, associations and international doners including day-to-day communications in consultation with the respective GIZ project managers
  • Coordinate and support the development of occupational standards, curricula and certification processes in line with labour market needs.
  • Interlinking capacity development activities with further Outputs of PRECISE and TVET4RE, with other education projects of GIZ-BD/other donors and within the region
  • Conceptualize, prepare and organize workshops, seminars, and other events related to the projects’ field of activities and submit reports on the events
  • Support awareness raising and sensitization measures linked to the two projects focusing on opportunities and potentials of TVET education and actively contribute to technical discussion within GIZ’s TVET portfolio and represent GIZ in various meetings and events as instructed by the supervisor
  • Support in organizing and conducting technical analyses, studies, and study trips jointly with partner organizations, including developing Terms of Reference (ToR), contract management and monitoring under the supervision of the GIZ project managers.
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

C. Required qualifications, competencies and experience

Academic qualifications

  • Master’s in Education, Social/Political Sciences, Engineering, Economics or any other related field.

Professional experience

  • Minimum 5 years of experience in vocational training (TVET), including years of working experience in industries like Green Energy or Industrial and Environmental Safety.

Other knowledge, additional competences

  • Deep understanding of the Bangladeshi education and TVET system, including its government policies and relevant stakeholders
  • Solid understanding of local labour market potentials and experience in linking the private sector with public stakeholders as well as experience in collaboration with private sector associations and other industry players
  • Excellent command of English and Bangla.
  • Knowledge of German language is an asset.
  • Ability to work under pressure and meet tight deadlines
  • Ability to analyze and interpret data for decision-making.
  • Strong interpersonal skills should be a team player with commitment to collaboration and cooperation.
