The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shaping a future worth living around the world. As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ), in implementing development projects. In Bangladesh, GIZ is implementing technical cooperation projects in the areas of energy, climate change, textile and human rights under the bilateral agreement between the Bangladesh and German Governments, signed on 15 July 1972.
This specific assignment falls under the framework of the “Sustainability in the Textile Sector in Bangladesh II (STILE II)” project, commissioned for the period July 2024 to June 2027. The STILE II project aims to support both state and private sector actors in Bangladesh’s textile and garment industry in aligning with EU sustainability requirements. The political partner is the Ministry of Commerce (MoC), with the Export Promotion Bureau (EPB) and the Department of Environment (DoE) as key implementation partners.
As part of its policy implementation work (Output 2), the project is supporting the Department of Environment in strengthening the regulatory framework for managing hazardous waste and chemicals in Bangladesh. To ensure the effectiveness, efficiency, and practicality of the proposed Hazardous Waste and Chemicals Management Rules, a comprehensive Regulatory Impact Assessment (RIA) will be conducted. The RIA will help identify potential impacts, administrative requirements, and compliance costs, as well as offer recommendations to improve regulatory design and implementation.
Scope of Work:
- Review relevant national policies, regulations, and institutional frameworks on hazardous waste and chemicals management.
- Identify and analyze gaps, overlaps, and inconsistencies between existing practices and proposed regulatory updates.
- Engage with public and private stakeholders through consultations, workshops, or key informant interviews.
- Assess the economic, environmental, social, and administrative impacts of the draft regulation.
- Provide recommendations for improving the effectiveness, efficiency, and enforceability of the draft rules.
- Support the Department of Environment in organizing inter-ministerial and multi-stakeholder dialogues to validate findings and shape final recommendations.
Commercial Eligibility:
- At least Five (5) average number of managers and employees for past three calendar years
- Average annual Turnover for the last three financial years should be at least 35,000 EURO
Technical Eligibility:
- A minimum commission value of reference projects: 20,000 EURO.
- At least Three reference projects in the field of the data-driven impact assessments and facilitate high-level consultations.
- At least one reference project in Bangladesh.
Technical Experience:
- At least 5 years of experience in providing complex legal assessments and advisory services to multinational companies or government agencies
- At least three successful contracts in the last three years, each valued at more than BDT 20,00,000.00, related to legal advisory services for institutional clients (government or corporate).
- Demonstrated capability to conduct data-driven impact assessments and facilitate consultations at policy and decision-making levels.
- Prior experience with cost-benefit analysis of legal instruments or with regulatory impact assessments is considered an advantage.
- The proposed team must include at least one international legal expert, who will be selected based on availability and relevant experience in coordination with the GIZ project team.
Consulting Firm with these pre-requisite qualifications must provide following documents:

- Last one year’s Audit Report certified by any reputed audit firm
NB: Firms unable to submit all updated legal documents will be disqualified from technical evaluation.
