The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
GIZ Bangladesh is currently seeking applications for the position of “Communications Specialist” from candidates under Portfolio Management and Communications (PMC) Unit of GIZ Bangladesh.

A. Responsibilities
- Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.
- Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
- Advise supervisor on all tasks when implementing GIZ rules and regulations.
- Advise supervisor in the field of project planning, steering and monitoring.
- Independently implement goals and requirements set by the line manager.
- Make decisions which have a short-term effect within a limited project area/ unit.
- Assist supervisor to identify day to day problem and suggest appropriate solution
B. The position holder is responsible for the following tasks
Internal Communications:
- Develop and manage a comprehensive Communication Strategy, including associated budget and procurement plans for GIZ Bangladesh in accordance with the strategic priorities established by the GIZ Corporate Strategy.
- Provide substantial professional services for the development and delivery of quality, timely and widely accessible communication and information products and services using a range of multimedia and communication platforms (incl. IDA).
- Play the main contact point for advising managers, staff and external partners on all issues related to communication.
- Advise Cluster and Project PR focal persons in setting up and executing their communication plan. Ensure GIZ’s corporate communication guidelines are adhered to and corporate principles are respected across the organisation.
- Develop a Communications handbook for GIZ Bangladesh, review and update it annually.
- Lead the planning, development and distribution of year-end materials in compliance with the GIZ and BMZ corporate design guidelines.
- Develop presentation for internal and external clients.
- Manage GIZ Bangladesh’s photo and video archive in coordination with projects’ PR focal persons.
External Communications
- Develop, update, advise and provide editorial support to PR focal persons in producing and updating PR materials (e.g. country brochures, factsheets, publications etc.) for external audience in accordance with GIZ standards.
- Manage GIZ Bangladesh’s webpage and LinkedIn Page and make sure GIZ has a strong and coherent presence in social media landscape.
- Manage media relations (e.g. incl. organising press conference and press trips, writing and editing press release, and preparing press kits).
- Coordinate international media activities in the country in collaboration with the Corporate Communications Unit.
- Manage vendors and consultants for a variety of outsourcing activities including translation, editing, writing and photography. Also support and coordinate with consultants or agencies assigned with event management and development of communications materials such as AV, print materials, event materials, year-end materials, gift items, etc., ensuring the integrity of GIZ’s branding identity.
- Provide support to the management of crisis communication.
Knowledge Management
- Play the role of DMS focal person for GIZ Bangladesh.
- Establish and roll out the knowledge management strategy for GIZ Bangladesh.
- Organise orientation/sharing sessions on knowledge management for relevant staff members and available tools for mutual self-learning.
- Coordinate the working team on knowledge management.
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
C. Required qualifications, competencies and experience
Academic qualifications
- Master’s in Communications, Mass Communication and Journalism, Public Relations or related field.
Professional experience
- 5-7 years’ professional experience in the field of Communication or Public Relations.
- Familiarity with the principles and practices of effective communication, including message development, audience targeting, and strategic communication planning, innovative and proactive mindset.
- Knowledge of media relations and experience in building relationships with media outlets and journalists.
Other knowledge, additional competences
- Excellent command of English and Bangla. Knowledge of German language is an asset.
- Proficient in basic computer software (Microsoft PowerPoint, Adobe Reader, Adobe Illustarator). Knowledge of design software is an asset
- Proficiency in digital marketing and social media strategies
- Understanding of digital and social media platforms
- Experience with content management systems and web analytics
- Ability to prepare result-based annual workplan, budget, procurement of communication services and implement in conformity with GIZ guidelines
- Proven track record of managing successful communication campaigns
- Ability to work under pressure and meet tight deadlines
- Possess integrity and transparency; sensitivity to diversity; orientation to learning and knowledge sharing; client orientation; communication; orientation to change
- Experience with content creation and editing
- Ability to think strategically and creatively
- Ability to analyze and interpret data for decision-making.
