GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, textile and leather sector, biodiversity, as well as good governance, displacement, and migration.
GIZ is inviting the EoI from a qualified consulting firm to support the project ‘Skills Development for Sustainable Energy solutions (Skills4SE)’. The project "Skills Development for Sustainable Energy Solutions" (Skills4SE) creates the necessary conditions for an improved range of education and training opportunities in the energy sector that are adapted to the labor market requirements.
The purpose of the terms of reference for the assignment is to request proposals from a reputed Company/Firm to provide support to GIZ to successfully facilitate National Skills Development Authority (NSDA) develop Competency-Based Learning Materials (CBLMs) and validate competency standards aligned with the Bangladesh National Qualifications Framework (BNQF) and the Competency-Based Training and Assessment (CBT&A) format.
To strengthen vocational and professional training in EE and RE, the selected firm will:
- Develop CBLMs for:
- Boiler Operation & Maintenance (Levels 2, 3, 4) – Total 27 Units of Competency (UoC)
- Solar Electrical System Installation & Maintenance (Levels 1, 2, 3) – Total 23 Units of Competency (UoC)
- Create supplementary materials (Session Plans, Record Books, Skills Logbooks, Progress Charts)
- Identify and develop at least two new competency standards and their corresponding Course Accreditation Documents (CADs), followed by the development of related CBLMs and learning resources
- Validate all learning materials in close coordination with NSDA and GIZ
Commercial Eligibility:
- At least Ten (10) average number of managers and employees for past three calendar years
- Average annual Turnover for the last three financial years should be at least 150,000 EURO
Technical Eligibility:
- A minimum commission value of reference projects: 50,000 EURO.
- At least Three reference projects in the field of of Renewable Energy, Energy Efficiency, TVET, CBLM development, survey etc
- At least one reference project in Bangladesh.
Technical Experience:
- Minimum 3 years of proven experience in developing Competency Standards, CBLMs, and training materials in the TVET sector
- Demonstrated expertise in Energy Efficiency and Renewable Energy technologies
- Experience working with public institutions like NSDA, SREDA, BTEB or other national bodies
- Proven experience in facilitating stakeholder consultations and validation workshops
- Familiarity with the BNQF and CBT&A methodology
- Ability to deliver bilingual materials (Bangla and English)
Consulting Firm with these pre-requisite qualifications must provide following documents:
Expression of interest
- Company Portfolio including sample of works
- Technical -methodological concept
- All up-to-date legal documents. Such as- Trade License, TIN, BIN, Tax Certificate etc
- Last three years Audit Report certified by any reputed audit firm
NB: Firms unable to submit all updated legal documents will be disqualified from technical eligibility.
Firms that meet the prerequisites qualifications must submit the relevant documentation along with their EoI demonstrating compliance with the above mentioned minimum requirements. All submission must be sent via email by 2nd June 2025, to contract-bangladesh@giz.de.
