The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
This specific assignment is part of the implementation of a project called “Sustainability in the Textile Sector in Bangladesh II” (STILE II). Currently, the project is commissioned for three years (07/2024 – 06/2027). The STILE II project aims to support state and private actors of Bangladesh’s textile and garment industry in implementing measures in line with the sustainability requirements of the EU. This is intended to empower stakeholders in Bangladesh to steer and shape future trade relations in a sustainable manner. The political partner is the Ministry of Commerce (MoC), relevant implementation partners are the Export Promotion Bureau (EPB) and the Department of Environment (DoE).
At the political level, the project aims to support the facilitation of discussions with decision-makers on the implications of EU sustainability requirements, such as decarbonization, circular economy, or transparency in data collection processes. Furthermore, policy recommendations are supposed to be derived from these discussions under the steering of the MoC in a multi-stakeholder process. The project supports the implementation of these recommendations, including the development of coordination structures between ministries (Output 1).
- Identify the gaps between current and planned EU legislation (under the so called EU Green Deal) and the legislative and policy framework in Bangladesh
- Advice the Ministry of Commerce (with GIZ) on a format coherent with GoB practices / Rules of Business to engage in Inter-Ministerial dialogues on specific sustainability topics that are in line with global or EU sustainability requirements
- Prepare and support the Ministry of Commerce (or, for a particular topic, also other Ministry in coordination with Ministry of Commerce) in organizing 5 Inter-Ministerial dialogues.
- Draft at least 2 policy recommendations around topics that have been discussed and developed in at least 2 multi-stakeholder dialogues
- Provide research and data-based input to the development of 4 policy instruments in line with EU sustainability requirements for the textile and RMG industry with MoC, Export Promotion Bureau or Department of Environment, based on the instructions from GIZ.
Commercial Eligibility:
- At least Five (5) average number of managers and employees for past three calendar years
- Average annual Turnover for the last three financial years should be at least 80000 EURO
Technical Eligibility:
- A minimum commission value of reference projects: 20000 EURO.
- At least FIVE reference projects in the field of policy development advisory with the Government of Bangladesh
- At least TEN reference projects in Bangladesh in the last three years
