The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shaping a future worth living around the world. As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.

GIZ was commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the project “Sustainability in the Textile and Leather Sector in Bangladesh II” (STILE II). It is a joint project of the Governments of Bangladesh and Germany. Moreover, the project is integrated in a cluster with a total of currently six ongoing technical cooperation projects that are implemented by GIZ to improve compliance with social, labour and environmental standards in Bangladesh’s textile, garment and leather sector.  The STILE II project aims to support state and private actors of Bangladesh’s textile and garment industry in implementing measures in line with the sustainability requirements of the EU. The output No. 4 among the four outputs of this project is- workers in the textile and RMG industry have engaged for gender equality in their working and living environments. GIZ is inviting request for bids from consultancy firms to conduct baseline, midline and endline evaluation to measure achievements and relevant indicators of output no. 4. 

Objectives and scope of the assignment: 

The general purpose of the assignment is twofold. First, the objective is to develop a survey methodology for a base line, midline and end line assessment of the workers' knowledge, attitude, practice and behaviour (KAPB) in regard to the output indicator 4.2 of STILE II and in line with the M&E framework that is followed for this project component.

Besides developing the methodology, the contractor is also expected to conduct the base line, midline and end line surveys based on the method proposed. Thus, the objective of this assignment is to conduct a statistically representative base line, midline and end line assessment of their KAPB and utilise the results to measure output indicator 4.2. The survey should, in general, follow the methodology of a KAPB survey. Generally defined as a quantitative method (predefined questions formatted in standardised questionnaires) that provides information, which shall- in this assignment- help to understand the knowledge, attitudes, practices and behaviour of the textile and garment sector workers.  

Against this context, GIZ is seeking to commission the services of a Firm of Consultants for the above-mentioned assignment. The consulting firm must meet the following requirements:  

  • 6 years of experience in quantitative and qualitative surveys in the area of knowledge assessments, e.g. KAPB surveys, including a proven record of completing survey projects involving statistical analysis with a sample size above 1000. 
  • At least 3 permanent staff members. 
  • Thorough understanding of the Bangladesh Labour Act 2006 (2013) and rules 2015. 
  • Proven record of having worked for 3 projects in the garment sector (focus on factory committees, trade unions and/or labour representatives) with a clearly defined role and responsibility. 
  • Proven record of having completed 2 projects for international organisations in the field of development cooperation. 
  • Ability to use innovative, participatory methodology for conducting the survey.  
  • To ensure the quality of the outputs, the organisation must consider the following:  
  • GIZ honours intellectual copyrights and strictly prohibits any copyright violations and plagiarism. 
  • GIZ will not be providing any fund to be used to create assets on the ground. The bidder must keep this checked while preparing the technical as well as financial proposals. 
  • Reports or documents pertaining to the project and prepared by the organisation need to be thoroughly verified prior to submission. Sub-quality deliverables would not be accepted. 
  • It is expected that all documents will undergo a final proofread by the team leader. 
  • The organisation ensures that GIZ staff is briefed continuously on the progress of the project and informed immediately on any changes whatsoever (e.g. delays, availability of information etc.). 
  • All meetings will be documented by the organisation. The minutes of meetings need to be approved by the staff of GIZ. 
  • The organisation should have the facilities to conduct digital meetings.  
  • Companies working towards sustainability to the environment will get added advantages. (please provide documents if any)
