For the team of our “GIZ Office Dhaka”, we seek applications for the position “Security Risk Management Advisor”.

A. Responsibilities
The position holder is responsible for:
- Co-developing and implementing the country-wide SRM strategy and GIZ corporate minimum-security standards under the technical guidance of the GIZ SRM Hub Asia and GIZ Corporate Security Unit
- Advising the country management and managers in country on risk and mitigation measures, and assisting projects/programmes to carry out their activities in the most safe and secure ways possible in an enabling approach
- Monitoring the security situation, trends, and context and advises on short-term, mid-term, and long-term changes based on developments and occurrences in the country and bordering regions and disseminating information to all staff through the appropriate channels
- Managing incidents and contributing to crisis management
In this context, the position holder fulfils the following tasks:
B. Tasks (Specific for Job Role)
The Security Risk Management Advisor plays a key role in ensuring the safety, security, and preparedness of GIZ staff, operations, and assets in Bangladesh. Their main tasks include:
1. SRM System Management
- Establishing and Maintaining Standards: Co-develops and co-maintains the SRM system for GIZ in Bangladesh, while ensuring it aligns with GIZ minimum security standards (MSS), the country security risk assessment (CSRA), risk register, and internal rules and regulations.
- Documentation and Implementation: Develops documentation and information documents for the SRM structure, making it actionable for all staff members including security focal points, Core Team, Country Risk Management Team.
- Policy Development: Develops security policies and procedures tailored to operational needs and based on GIZ and industry standards.
2. Focal Point for Security and Risk Management
- As part of a tandem, serves as contact for selected security and emergency-related matters to the Country Director and the CRMT, also on their behalf.
- Acts as security and safety focal point for all GIZ Bangladesh staff including through security briefings and security roundtables.
- Holds the 24/7 emergency phone in rotation with the other SRMA and selected office staff.
3. Information Management and Analysis
- Situational Awareness: Has, spreads, and maintains an acute awareness of developments in GIZ’s main locations through formal and informal contacts.
- Information Sharing: Collects, updates, and disseminates up-to-date security and political information, guidelines, advisories, instructions, and Standard Operating Procedures (SOPs). Proactively drafts incident reports, threat warnings, advisories, etc.
- Networking: Builds and sustains formal and informal relationships among the civil society, embassies, NGOs, INGOs, partner agencies, and government institutions to strengthen information networks.
4. Risk Mitigation and Advisory
- Develops risk mitigation strategies and security measures in advisories to the Country Director and managers in country.
- Assesses residential and office safety, security preparedness, and project implementation areas.
- Advises on the travel management and travel safety systems.
5. Crisis and Emergency Preparedness
- Planning: Develops, updates, and maintain hibernation, relocation, evacuation, and risk-specific emergency preparedness plans.
- Leadership in Emergencies: Provide leadership on the incident/crisis management team in and for
Bangladesh and further develops the crisis management system.
- Training and Awareness: Conduct workshops and tabletop exercises for relevant stakeholders, covering incident, emergency, evacuation protocols.
6. Digital and Technology Responsibilities
- Alert System: Customise and operate the country team’s Emergency Mass Notification System (EMNS), including streamlined alert templates, alert protocols, headcounts, and staff lists. Liaise with the focal point at HQ and troubleshoot user and operator problems in Bangladesh.
- Crisis Communication: Run and manage a communication system that allows staff to be reached in emergencies and crises.
- Document Management: Oversee the SRM document management both for archival and SRM-internal systems as well as the information platforms and channels to all groups of GIZ Bangladesh staff.
7. Additional Duties
- Perform other security-related tasks as assigned by the Country Director.
This comprehensive role ensures GIZ Bangladesh operates securely and effectively, fostering resilience and enabling uninterrupted project implementation even under challenging circumstances
C. Required qualifications, competences and experience
Formal Education
- Have a bachelor’s degree in one of the following subjects: International Relations, Criminal Justice, Political Science, Risk Management, or a related subject
Professional Experience
- Must have 5 years of relevant professional experience.
- Having held a commission in the Bangladesh Military up to the rank of Captain (Army) is desirable if combined with relevant practical work experience in the non-profit, humanitarian, or development sector.
- Professional experience in the development sector is required.
Additional Requirements
- Ability and readiness to travel across the country.
- Ability and readiness to be on call and available for incident/crisis management.
Other knowledge, additional competences
- Ability to work well under pressure and maintain good interpersonal and communication skills even then.
- Must be a strong team player, versed at working in a team of peers.
- Ability to work in an intercultural environment.
- Proficient in written and oral communication skills in English.
- Proficient with Information Technology including MS Office, emergency SRM systems, data and document management systems, mapping applications.
- Strong interpersonal skills, in particular in networking.
- Have the ability to think and act quickly and effectively in response to an emergency.
- Have a good understanding of the threats to information security and how to mitigate those threats.
