The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

For the team of our “GIZ Office Dhaka”, we seek applications for the position “Human Resources Specialist”.

Contract Duration: 1 (One) Year

A. Responsibilities

The position holder is responsible for the below tasks:

  • managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • advice supervisor on all task when implementing GIZ rules and regulation
  • advice supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • make decisions which have a short-term effect within a limited project area/ unit
  • assist supervisor to identify day to day problem and suggest appropriate solution

In this context, the position holder fulfils the following tasks:

B. Tasks (Specific for Job Role)

Recruitment and Selection

  • Organises and directs the recruitment process in accordance with GIZ standards
  • Edit/collect/guide to write appropriate job description for new recruits for projects and office
  • Formulate vacancy announcement based on the job description and place them in online job site / newspapers and GIZ job portal and circulate them internally
  • Evaluate applications and sort them on the basis of the requirements and send the CVs to the hiring manager
  • Organize interviews, prepare assessment materials (scoring matrix, interview questions etc.)  
  • Advise line managers on recruitment and selection process
  • Conduct interviews / carry out the selection procedure along with the hiring manager
  • Notifies unsuccessful applicants by sending emails

Contract management, Onboarding and SAP maintenance

  • Prepare appropriate remuneration levels in individual cases of selection
  • Prepare job offers and carry out reference check of the selected candidate
  • Draws up the employment contract on the basis of the standard GIZ contract, local hiring conditions and the contents of the advertisement
  • Complete the onboarding procedure with the new recruit
  • Update and maintain SAP personnel database

HR Administration

  • Act as the focal person to deal with issues related to health insurance for local and Head Office insurance providers
  • Send any inclusion or exclusion of employees and dependents to the insurance company
  • Prepare monthly and annual cost distribution list for insurance bill processing
  • Act as the focal person for GIZ BD’s internal leave management system
  • Monitor and arrange for drivers' medical fitness test
  • Maintain and update the casual workers’ pool
  • Maintain and update documents both in digital (DMS, sharepoint etc.) and hard format
  • Support in the facilitation of induction events
  • Arrange necessary trainings for employees as and when required

General Service

  • Draft employee certificate/letter as and when required
  • Handle HR related queries
  • Support in the process of service contracts implementation related to HR in coordination with the HoU 
  • Assist in and/or carries out other activities and tasks, as assigned

C. Required qualifications, competences and experience

Qualifications

  • Bachelor’s / Master’s degree with major in HRM

Professional experience / knowledge

  • 5 years of professional experience in HR
  • Has experience working in SAP
  • Extensive knowledge on Bangladesh labour law
  • Knowledge on data protection and data confidentiality

Other knowledge, additional competences

  • Ability to work well under pressure and must be a strong team player
  • Must have good interpersonal and communication skills
  • Fluency in English and Bangla is essential
  • Ability to work in an intercultural environment
  • Excellent command of MS-Office
  • Good working knowledge of modern telecommunication systems
