The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ has been Bangladesh's development partner since 1972 under bilateral agreements. Currently, we are working in renewable energy, adaptation to climate change, the textile and leather sector, biodiversity, good governance, displacement, and migration.
Since 2023, GIZ Bangladesh has been implementing “Access to Justice for Women” project, co-funded by the German Federal Ministry of Economic Cooperation and Development and the European Union. The project is a flagship initiative aimed at enhancing access to justice for women and other vulnerable groups in Bangladesh. The project operates under three primary strategies (Outputs): strengthening of legal assistance for poor and vulnerable, especially women; enhancing the legal and policy framework for gender-sensitive resolution and mediation; and supporting evidence-based case management.
To support the communication and visibility of its approaches and increase public’s awareness on legal aid, the project requires the services of reputed and well-experienced organization to work on the following core areas:
Support to the promotion of the project’s visibility
- Review and revise existing project communication and visibility materials and develop branding materials following the GIZ Corporate Design guidelines, and EU visibility guidelines,
- Develop a project communications plan outlining strategies, activities, modes and means of implementation and impacts to increase the project’s visibility to different target groups, including project donors, its partners, and the public at large
- Develop and disseminate video clips on the work and results of the project, as agreed in the communications and visibility plan
- Collect and draft a series of compelling success stories depicting the work of the project, and its impact, including feedback from national and district-level partners.
Media and public engagement activities:
- Ensure visibility of the project’s events in the national online media outlets by disseminating press releases, in coordination with GIZ Bangladesh communication team.
- Feature radio interviews, and podcasts with project partners, for example with paralegals, restorative justice facilitators, and project beneficiaries discussing diverse perspectives of accessing justice with the support of the project.
- Organize an “Essay/Stories Competition” among Law Schools in target districts, focusing on the challenges and strategies to enhance access to justice for vulnerable persons, especially women.
Enhancing awareness of the work of NLASO and legal aid
- Support the NLASO in developing its institutional communication strategy to increase public awareness of the availability of legal aid and the organization’s work building on its existing awareness strategies.
To implement the aforementioned activities, GIZ invites Expression of Interest (EOI) from reputable organizations for a two-year 2025-2026 engagement. Interested and eligible organizations meeting the following minimum qualifications are encouraged to submit their EOI.
- Evidence of commercial register entry:
- Must be registered d with the Ministry of Information and Broadcasting or any other relevant government authority
- Possession of up-to-date Tax Identification Number (TIN) and Value Added Tax (VAT) certificate
- The service provider must have an average annual turnover for the last three financial years (the last but four-year financial year can be included in case of tenders held within six months of the end of the last financial year), the turnover shall include operating profit, equity capital and outside capital for at least 150,000 Euro.
- The service provider must have an average number of employees in different competence areas of visibility design, videographers, content writers, TV and Radio broadcasting and managers for the past three calendar years At least 15 persons.
- The technical assessment of the service provider is only based on at least 10 reference projects with a minimum commission value of 50,000 euros.
- At least 10 reference projects in their field of expertise with specific information of project title and client, the scope of work, region, period, and order value and at least 5 reference projects in Bangladesh in the last 3 years must be submitted by the service provider.
