The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

For the team of our “Policy Advisory for Promoting Energy Efficiency and Renewable Energy II, PAP II”, we seek applications for the position of “Communication Specialist”.

A. Responsibilities

The position holder is responsible for the below tasks:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problem and suggest appropriate solution

B. Tasks
In this context, the position holder fulfils the following tasks:

Coordination / communication / participation:
The position holder’s task is to maintain a close coordination with:

  • Supervisor, regarding the implementation progress
  • Other team colleagues, to allow an efficient implementation
  • Communication experts of other projects in the climate cluster of GIZ Bangladesh to generate synergies
  • PR and Communication structures of GIZ Bangladesh on country level as well as with GIZ structures in the region and in headquarters
  • Government partner institutions and development partners who are active in the region and work on similar issues

Implementation
The position holder has the following technical tasks:

a) Project

  • Ensure the knowledge management through Microsoft Teams, the GIZ internal data management system and physical and online events (support the transfer of experience and technical knowledge and establish and expand networks with internal and external cooperation partners such as partner ministries, international donors, NGOs and academia)
  • Plan and implement the internal and external communication on the project as the Communication and PR focal person – including production of update of high-quality communication and knowledge products (e.g. fact sheets, brochures, videos, written and graphic content for website, IDA and other purposes), in close coordination with the supervisor and the communication unit of GIZ Bangladesh
  • Support the design and implementation of high-level events as well as regional and national workshops, including follow-up
  • Support the set-up and implementation of a results-based monitoring system, including project impact, results, indicator targets, lessons learned, best practices and cross-cutting issues, in line with GIZ requirements
  • Support in reporting, drafting regular monitoring reports and annual project reports to the national partner ministries, and to the Federal Ministry of Economic Cooperation and Development (BMZ)
  • Prepare Terms of Reference, select and manage national and international short-term experts and ensure the quality of their work results

b) Cluster

  • Ensure the knowledge management within the cluster through Microsoft Team, the GIZ internal data management system and physical and online events (support the transfer of experience and technical knowledge and to establish and expand networks with internal and external cooperation partners such as partner ministries, international donors, NGOs and academia)
  • Plan and implement the internal and external communication on the cluster as the Communication and PR focal person – including production of update of high-quality communication and knowledge products (e.g. fact sheets, brochures, videos, written and graphic content for website, IDA and other purposes), in close coordination with the supervisor and the communication unit of GIZ Bangladesh
  • Support the quality assurance of communication materials from all projects in the cluster
  • Support the design and implementation of high-level events as well as regional and national workshops, including follow-up
  • Support in reporting, drafting regular monitoring reports and annual project reports to the national partner ministries, European Union (EU), Federal Ministry of Economic Cooperation and Development (BMZ) and to regional project partners

 C. Required qualifications, competences and experience

Educational Qualifications

  • Master’s degree or higher in Communications/Public Relations, Sociology, Political Sciences, or other relevant subjects in connection with professional work experience as communication and monitoring specialist in the field of development cooperation.

Professional experience

  • At least 5 years of professional experience with a focus on communication and knowledge management
  • Proven knowledge and expertise in at least two of the following areas: (i) communication/PR, (ii) knowledge management, (iii) graphic design, (iv) monitoring
  • Excellent writing and communication skills
  • Sound knowledge of international development, national planning and climate or urban development agendas.
  • Digital Communication: Familiarity with digital marketing, social media strategy, and online content management, with experience in using relevant tools and platforms.
  • Crisis Communication: Experience in developing and implementing crisis communication strategies.
  • Content Creation: Experience in writing, editing, and producing content for various platforms, including websites, social media, newsletters, and reports.
  • Stakeholder Engagement: Experience in building and maintaining relationships with various stakeholders, including internal teams, clients, and the media.

Other knowledge, additional competences

  • Good interpersonal and communication skills are essential
  • Ability to work in an intercultural environment
  • Business-Fluency in English is essential (written and spoken), fluency in German is an asset
  • Knowledge of common graphics programs
  • Familiarity with monitoring and evaluation mechanisms is desired
  • Ability to work well under pressure and must be a strong team player
  • Ability to plan and prioritize work in line with agreed strategies and workplans and to adjust priorities and plans
  • Familiarity with development cooperation, bilateral or multilateral organizations is an asset
  • Knowledge of and ability to work with different IT platforms like GIS and/or Atingi would be an asset
