For the team of our “Socio-economic Support to Host and Displaced Communities in Cox’s Bazar District (SHADE)”, we seek applications for the position of “Gender and Equality Specialist”.

A. Responsibilities
The position holder is responsible for:
- Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
- Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
- Advice supervisor on all task when implementing GIZ rules and regulation
- Advice supervisor in the field of project's planning, steering and monitoring
- Independently implement goals and requirements set by the line manager
- Make decisions which have a short-term effect within a limited project area/ unit
- Assist supervisor to identify day to day problem and suggest appropriate solution
- Ensure that gender considerations, gender-responsive approaches and practices are mainstreamed throughout project activities and interventions.
In this context, the position holder fulfils the following tasks:
B. Tasks (Main Job Role)
- Contribute to the development of GBV training contents, manuals, and resources tailored to the needs of different target groups.
- Conducting demand driven measures (ex. awareness campaigns) to prevent GBV within target communities.
- Provide capacity building training to the state and non-state actors focusing GBV.
- Provide training and mentoring to the local women leaders to act as a changemaker/social advocate to mitigate/end GBV.
- Provide training sessions and mentoring on GBV awareness and response to the local conflict mediation groups.
- Inclusive interventions: “making the voices of women, adolescents and FDMN heard.”
- Assist to hire consultant and/or consultancy firms for implementation of GBV related survey, assessment and/or GBV interventions in the field level.
C. Tasks (Specific Job Role)
1. Technical advisory, knowledge management and learning
- Conduct research on GBV trends, best practices, and emerging issues. Analyze data and information to provide evidence-based recommendations to the supervisor.
- Contributing to the development and implementation of GBV prevention and response strategies, policies, protocols, and guidelines based on technical expertise and current research.
- Establish and maintain feedback mechanisms to gather input from beneficiaries, stakeholders, and partners to inform project/program adjustments and improvements.
- Supporting the legal research and study activities/desk research related to the justice system in Bangladesh as required focusing GBV.
- Engage in capacity development of the representatives of the local state and non-state actors in methods for preventing and dealing with gender-based violence in coordination with other outputs of the project.
- Supports the development and implementation of MEL frameworks and tools to measure the effectiveness and impact of GBV interventions.
- Contributes to knowledge management, documentation and reporting obligations.
2. Project implementation
The position holder
- Assist in the development of detailed work plans, schedules and budget for GBV prevention and response activities and measures.
- Ensure GBV programs and interventions are carried out in accordance with project timelines, budget constraints, and quality standards.
- Implement and/or support the facilitation of trainings on GBV prevention, gender responsiveness for project staff, implementing partners and relevant stakeholders.
- Conduct regular field visits and assessments to track project impact, and evaluate the effectiveness of interventions and suggest improvements as necessary.
- Prepare reports, presentations, and documentation related to project activities and outcomes.
3. Partnership management and networking
The position holder
- Organizing and facilitating events, dialogues, workshops, training and meetings at the camp, district, and national level.
- Represents and coordinates activities in the Inter Sector Coordination Group’s (ISCG) Protection Cluster and related working groups (General Protection, Gender Based Violence (GBV) and GIHA) as required.
- Foster collaborative relationships with local state and non-state actors, service providers and representatives from host and FDMN communities involved in GBV prevention and response services.
- Advocating for policies and practices that protect and support survivors of GBV.
- Networking with government agencies, NGOs, community-based organizations, and other stakeholders to coordinate responses and resources.
4. Other duties/additional tasks
The position holder
- Assist to the project’s security and risk management system through identification, communication and analysis of potential risks and security issues in the project region and related mitigation recommendations and procedures.
- Other relevant duties as assigned by the supervisor to support program implementation, including for other output of the project.
D. Required qualifications, competences, and experience
Qualifications
- Master’s degree in Social Science or relevant subjects.
Professional experience
- 5 years of relevant professional experience in the development sector.
- At least 2 years’ experience working as GBV Manager/Officer position in the Rohingya context.
- At least 2 years’ experience in capacity development of state and non-state actors.
- Strong understanding of gender issues, human rights, and GBV protection issues.
- Sound knowledge and understanding of the local justice system (e.g., village court, arbitration, mediation, etc.).
- Understanding of the conflict dynamics in the camp and adjacent host communities.
Other knowledge, additional competences
- Ability to facilitate and communicate in the local Cox’s Bazar dialect/FDMN dialect.
- Willingness to travel and work in the camps in Teknaf and Ukhiya.
- Strong writing, speaking, and reporting skills in English.
- Strong communication and interpersonal skills.
- Proven ability in self-organization, to work under pressure and deliver on time.
- Proven commitment to gender equality and disability.
- Ability to work well under pressure and must be a strong team player.
- Must have good interpersonal and communication skills.
- Ability to work in an intercultural environment.
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
