GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, textile and leather sector, biodiversity, as well as good governance, displacement, and migration.
For the team of our “Innovations for Climate-smart Urban Development (INCLUDE) project”, we seek applications for the position of “Urban and Regional Development Advisor”.

A. Responsibilities
The position holder is responsible for the below tasks:
- Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
- Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
- Advice supervisor on all task when implementing GIZ rules and regulation
- Advice supervisor in the field of project's planning, steering and monitoring
- Independently implement goals and requirements set by the line manager
- Make decisions which have a short-term effect within a limited project area/ unit
- Assist supervisor to identify day to day problem and suggest appropriate solution
In this context, the position holder fulfils the following tasks:
B. Tasks (Specific for Job Role)
- Coordinates the execution of project activities within a selected municipality (Sirajganj, Gaibandha, Charghat, or Chapainawabganj). For Charghat or Chapainawabganj, she or he may be stationed in Rajshahi and commute regularly to ensure close collaboration with contracted parties. For Sirajganj and Gaibandha, she or he will be stationed in the city itself.
- Coordinates and communicates with the project partners within the municipality to which she or he is assigned (e.g. paurashava, community development committees (CDCs), town level coordination committee (TLCC), ward level coordination committee (WLCC)).
- Regularly collaborates with colleagues from other projects of the German Development Cooperation (GIZ, KFW, and BGR) in Bangladesh, who are implementing projects within the same municipality. This collaboration aims to leverage synergies and ensure that the local authorities recognize the collective efforts of the German Development Cooperation.
- Supports the operational planning of the project and contributes to the continuous monitoring of the advancement and quality of the project’s activities and results, in line with GIZ requirements.
- Assists and gives feedback on local practice-oriented approaches and management models from the partner cities.
- Assists in identifying the implementation challenges and elaborates proposals on how to address them, in close cooperation with the supervisor.
- Assists the supervisor with all tasks related to implementing GIZ rules and regulations.
C. Required qualifications, competences and experience
Qualifications
- Master's degree in Urban Development, Development Studies, Public Administration, or any other relevant subject is required.
Professional experience
- Five (5) years of relevant occupational experience is required.
- Working experience with the Pourashava and with the Local Government Engineering Department (LGED) is required.
- Familiarity with working on development cooperation projects is important.
Other knowledge, additional competences
- Ability to work in an intercultural environment is important.
- Ability to work well under pressure will be an advantage.
- Excellent presentation skills will be an asset.
- Excellent interpersonal and communication skills in Bengali and English.
