GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, textile and leather sector, biodiversity, as well as good governance, displacement, and migration. 

For the team of our “Skills training and employment promotion for women workers in Bangladesh, ADVANTAGE” project, we seek applications for the position of “Gender and Equality Specialist”.

A. Responsibilities

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulations
  • Advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problem and suggest appropriate solution
  • Managing responsibly the gender transformational approach of the project in all project objectives
  • Providing gender relevant advisory services to the partners
  • Acting as liaison person for the project vis-à-vis international and national stakeholders in the gender field

In this context, the position holder fulfils the following tasks:

B. Tasks

  • Ensure strategy and conceptual development of the project and adaption to local context.
  • Carrying out the operational planning of the project
  • Coordination and communication with project stakeholders, liaison and facilitation of exchange formats, training measures and events
  • Establishing the training content and manuals/guideline development focusing on women’s economic empowerment and skills development
  • Provide guidance to external consultancy, short-term consultants to ensure the quality of gender transformative approaches in skills development
  • Support the creation of gender transformational vocational orientation approaches, as well in employment opportunities for girls and women with vulnerable background,
  • Provide training and mentoring to governmental and non-governmental partners and support technical colleagues in designing gender strategies for partners
  • Assist in identifying creative, innovative approaches to challenges and on how to address specific issues such as the inclusion of women with disabilities into skills development
  • Work closely together with the Gender Focal Point on Cluster and Country, as well as on regional level
  • Effectively cooperating with the monitoring officer, communication officer and other technical protect colleagues to make sure that gender transformative approaches are applied across all project activities and the target group

1.Technical advisory, knowledge management and learning 

  • Supporting research and study /desk research related gender transformation in qualification and employment
  • Provide technical guidance to ensure quality of project’s gender transformative activities.
  • Ensuring capacity development of the representatives of the local state and non-state actors in gender mainstreaming, advocacy and skills development for women with low educational background
  • Ensuring due consideration of GIZ core project strategies (capacity development, gender and disability, do-no-harm, beneficiary participation) in project activities.
  • Providing technical guidance and assistance to implementing partners, government entities and service providers.
  • Contributing to knowledge management, documentation and reporting obligations.

2. Project implementation
The position holder

  • Develops appropriate tools, methodologies and capacity development measures.
  • Implements and supervises project activities and support measures.
  • Ensures quality of the project implementation at the field level.
  • Develops and implements a capacity building/training plan.
  • Keeps project related necessary documents/reports and files updated.
  • Supports other activities under the outputs/components of the project.
  • Coordinates with the project manager on strategy and steering of the project
  • Supports technical staff in gender transformative approaches, give feedback and act as sparring partner

3. Partnership management and networking

The position holder

  • Facilitates interactions with key stakeholders, including high-level senior government officials.
  • Organizes and moderates events, dialogues, workshops, training and meetings
  • Represents the project in Gender-related events
  • Builds up a reliable cooperation structures in the entrusted field, involving key local state and non-state actors, service providers

4.Other duties/additional tasks

The position holder

  • Supports the project’s security and risk management system through identification, communication and analysis of potential risks and security issues in the project region and related mitigation recommendations and procedures. 
  • Other relevant duties as assigned by the supervisor to support program implementation, including for other output of the project.

 C. Required qualifications, competences and experience

Qualifications

  • Master’s degree in Social Science or relevant subjects.

Professional experience

  • At least 8 years of experience in capacity development of state and non-state  actors
  • At least 8 years of relevant professional experience in the development sector, preferably internationally
  • At least 5 years professional experience working as Gender expert
  • Sound experience of Gender transformative approaches
  • Profound experience in supporting women in skills development and employment
  • Profund experience in training, moderation, facilitation and liaison development
  • Experience in designing gender related guidelines, training content and gender mainstreaming in skills and capacity building, especially with vulnerable girls and women
  • Experience/knowledge on women empowerment methods, such as GALS
  • Experience with skills and economic development of women with disabilities is an asset

Other knowledge, additional competences

  • Ability to work well under pressure and must be a strong team player
  • Must have good interpersonal and communication skills
  • Ability to work in an intercultural environment
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Strong writing, speaking, and reporting skills in English
  • Strong communication and interpersonal skills
  • Proven ability in self-organization, to work under pressure and deliver on time
  • Proven commitment to gender equality and inclusion of disability
