GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, textile and leather sector, biodiversity, as well as good governance, displacement, and migration.

For the team of our “GIZ Office Dhaka”, we seek applications for the position of “Information Technology Specialist”.

A. Responsibilities

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problem and suggest appropriate solution

B. Tasks

The Information Technology Specialist will perform the following major duties:

  • IT Strategic planning and implementation to ensure that IT systems operates correctly
  • Coordination of Infrastructure (systems & networks) and Application (software) Development
  • Technical support/Management Team including Helpdesk by dealing with questions and problems relating to IT systems
  • Implement and comply with GIZ IT standards
  • Provide Technical support and evaluation of any IT service/products procurement
  • Back up and restore data
  • Administrate and support GIZ Internal Management Information System (Common Portal)

1. Work with Head of Unit- Contracts, Procurement and IT to review and update the existing strategy for IT to operate correctly

2. Knowledge and Implementation of the IT infrastructure and strategy in GIZ BD

  • Strategic implications (incl. Impact Analysis)
  • Overall System Planning and Integration
  • Resource requirements & bench-marking
  • Knows basic data protection concept of GIZ as well as the data protection regulations on site and communicating this comprehensibly to colleagues in the office and projects
  • with support of the DIGITS data protection management handling personal data in the GIZ information management systems, the DMV network for organizing, on-site coordination in the event of loss of IT equipment and event-related adjustments of authorizations and personal data in the GIZ information management systems
  • provision of advice to the responsible persons in the country office.
  • know the IT guidelines and, in cooperation with the IT professionals (i.S. v. IT support), check them for completeness and topicality and provide feedback to DIGITS;

3. Management and administration of GIZ IT BD to achieve the standards and KPls:

  • Objectives/Task assignment and direction
  • Monitoring and reporting of overall progress
  • Management of the Division and other IT resources and receive guidance from HoD2-as appropriate
  • implements IT security measures in country offices and projects
  • know and support the country office in complying with PuR;
  • know the IT applications and IT systems in use and thus the supported office processes;
  • are aware of information security risks and report unrecognized risks in collaboration with IT professionals;
  • report IT security incidents after consultation with the IT professionals;
  • act as Service point of contact for the LFA and IT Professional on information security and digitization
  • act as Service point of contact for digitization projects such as "Digital Country Office" and contact for certification topics such as information security

4. Ensure delivery of smooth operational support:

  • Installation, Configuration, upgrade and maintenance of IT-Equipment. (e.g. client computer, printers, CCTV, network equipment, scanners, servers, peripheral devices)Develop Service Level Agreements to cover Helpdesk, System Performance & Utilization and Software Applications, Suppliers
  • Perform the roles of System and Network administrator to update and maintain existing infrastructure and troubleshoot any critical issues.
  • safeguards the system against hackers
  • resolves all technical and connectivity issues, prepares all the necessary information, and provides phone support

5. Overall co-ordination of IT Infrastructure (systems & networks) and Application(software) Development:

  • Ensure that that project and systems dependencies are managed at the planning, implementation and support stages
  • Ensure that planning, end-user impact, change management, training, quality management etc. are properly addressed and progress monitored to ensure that project deadlines are met and results delivered to time and cost
  • Keep abreast of developments in the field of IT ensuring that the work of the IT Division reflects current thinking and new developments, and can anticipate GIZ's changing needs.
  • consults and assist management level regarding the procurement of IT related equipment and licences
  • review audit Logs
  • ensures and executes of patch management for all hardware devices.

6. Other duties/additional tasks:

  • Performs other duties and tasks at the request of management.
  • Offer regular training sessions in IDA/Microsoft 365 apps, Common Portal and other platforms.

C. Required qualifications, competences and experience

Qualifications

  • B.Sc in Computer Science
  • Master's degree on Information Technology is preferred.
  • Certification for Microsoft Windows Server 2012/2016, Windows 10 and MS Office 2016/365 or equivalent experience.
  • Outstanding knowledge of IT hardware and software used, computer network systems, database software, network security.

Professional experience

  • At least 5 years' of work experience
  • Knowledge and experience in Incident and Escalation Management

Required Technical Skills:

  • Outstanding working knowledge of ITC technologies (eg, Software, computer applications, telecommunications, networks)
  • Computer Network designing and Security Mechanism
  • System Design and Architecture
  • Database Management System (MySQL, MS SQL Server 2019 or 2022
  • Web Server: IIS, Apache
  • Programming Language: JAVA, PHP, C#/ASP.Net
  • Scripting language: Windows PowerShell, Perl
  • Windows Server 2019 or 2022 Roles and features
  • Linux
  • Cisco Meraki Network Appliances, MicroTik, Firewall and Security, VPN, VLAN, Wireless Network
  • Asterisk
  • Microsoft Azure Cloud Infrastructure Management.
