GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, textile and leather sector, biodiversity, as well as good governance, displacement, and migration. 

For the team of our “Strengthening Institutions for Climate-Adapted Drinking Water Resources Management in Dhaka, SAIDABAD”, we seek applications for the position of “Environmental Policy and Resource Efficiency Advisor” focuses the area of Water Pollution.

A. Responsibilities

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the project objectives, team agreements and/or agreements with the superior
  • Assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all tasks when implementing GIZ rules and regulation
  • Advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problems and suggest appropriate solutions

In this context, the position holder fulfils the following tasks:

B. Tasks (Main Job Role)

In relation to the Water projects, the position holder fulfils the following tasks

  • Planning, design and implementation of the output 3 (water pollution) interventions of the project in consultation with the supervisor including planning the yearly budgeting and supervising timely expenditures
  • Participate in the preparation of the project implementation (meetings, workshops)
  • Maintain liaison with the Dhaka Water Supply and Sewerage Authority (DWASA), Ministry of Local Government, Rural Development and Cooperatives (MoLGRDC), Department of Environment (DoE), Ministry of Environment, Forests and Climate Change (MoEFCC), BEZA, ministry of Industry and other relevant ministries/ agencies on the water pollution of the Meghna River and update supervisor timely.
  • Assisting the AV in providing professional advisory service to governmental institutions to facilitating a process on water pollution.
  • Support in organising and conducting technical analyses, studies, and study trips jointly with partner organisations.
  • Developing Terms of Reference (ToR) and manage contracts of output 3 related tasks under the supervision of the superiors.
  • Conceptualise, prepare and organise workshops, seminars, and other events related to the Project’s field of activities and submit reports on the events.
  • Steer consultant to support the project team in developing tailor-made measures on water pollution for the target group of the project
  • Assist supervisor on all task when implementing GIZ rules and regulation

Core scope of tasks (Specific Job Role)
The position holder should

  • Support the project on survey of industrial enterprises and SMEs, detailing and providing evidence of specific measures initiated to reduce pollutant emissions in the project area.
  • Support the project on advisory services to entrepreneurs and competent authorities on the identification, commissioning and use of wastewater treatment plants for SMEs and industrial enterprises.
  • Support the project on the application of new skills to reduce pollutant emissions (e.g. creation of maintenance plans, use of alternative, environmentally friendly chemicals, storage and handling of water-polluting chemicals and operating materials.
  • Support the project taking necessary measures on handling chemicals, occupational health and safety, reuse of auxiliary materials, technical solutions to reduce pollutant emissions into water, wastewater treatment and training for employees and managers
  • Support the project regarding identification of measures and advisory services for implementation in SMEs, taking into account lessons learned from TC modules on environmental and social standards in the textile cluster and similar initiatives
  • Support the project to improve staff and operational capacities at industrial enterprises and SMEs in the project area to reduce pollutant emissions in surface waters
  • Support the project regarding development of training opportunities for the DoE, the DWASA and relevant actors
  • Support the project in awareness raising campaign on environmental protection and water pollution reduction
  • Takes part in the formulation of project action plans and synchronization of the planning and budgeting system concerning project-team
  • Work in close cooperation with Output 1 and Output 2 of the project
  • Take part in international events, together with GIZ staffs and/or national experts, related to adaptation to climate change in urban areas and represents and presents the project’s insights and positions

Other duties/additional tasks

  • Supports the knowledge management of the project.
  • Performs other duties and tasks at the request of management

C. Required qualifications, competences and experience

Qualifications

  • Master’s in Environmental Engineering/ Environmental Science/ Natural science/ Water Resources Management or any relevant subjects

Professional experience

  • 5 years in occupational experience on organization and capacity development on water sector is required.
  • Substantial working experience in water sector, environment standard, private sector are required.
  • Previous job experience in GIZ will be an asset.
  • Knowledge in the field of Bangladesh water sector and relevant government institutions is required.
  • Knowledge of GIZ's instruments and procedures as well as experience in communication with federal ministries/ policy advice and in cooperation with other donors would be an asset.
  • Substantial knowledge on common international requirements for water quality management.

Other knowledge, additional competences

  • Ability to work well under pressure and must be a strong team player
  • Must have good interpersonal and communication skills
  • Fluency in English is essential
  • Knowledge of German Language is an asset
  • Ability to work in an intercultural environment
  • Good organizational skills and management expertise
  • Strong quantitative skills
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
