The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shaping a future worth living around the world.

As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.

For the team of our “Promoting Sustainability in the Textile and Garment Industry in Asia, FABRIC”, we seek applications from suitable candidates for the position of “Economic Cooperation and Private Sector Development Advisor”.

Project Background:

The project Promoting Sustainability in the Textile and Garment Industry in Asia (FABRIC identifies common interests between the partner countries and promotes cooperation and a common understanding among the producer countries of the social and ecological framework conditions necessary for the sector. National and regional stakeholder dialogues are supported, which help to promote the introduction and recognition of environmental and social standards in the partner countries. In dialogue with the partners, the regional project will identify thematic priority areas and concentrate the regional dialogue and the imparting of knowledge essentially on these thematic areas.

The project uses synergies between German development cooperation measures, multi-stakeholder initiatives such as the German Partnership for Sustainable Textiles, local authorities and private sector stakeholder such as producer or brands. The project promotes the transfer of knowledge gained from approaches that have been implemented successfully in one of the participating countries and fosters their implementation on a regional level. In the context of German developmental cooperation in the Asian textile sector, the regional project thus enables the scale-up of approaches successfully piloted and implemented in bilateral projects and thus increases their impact.

The textile and garment industry is known as one of the most polluting industries by the discharge of insufficient waste water and counts overall for 10% of the global emissions of CO². In strategic cooperation with brands the project provides technical assistance to the industry sector to improve the sustainable of producer’s performance. Thus, producer will be supported to comply with stringent requirements, for social and for environmental.

The Advisor contributes on the regional knowledge exchange and manage the country related activities included networking communication with national stakeholders and connect them relevant stakeholders on the regional level.

A. Responsibilities

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager and regional project manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problem and suggest appropriate solution

In this context, the position holder fulfils the following tasks:

B. Tasks

  • Coordinating and implementing activities in Bangladesh
  • Identifying and connecting with local stakeholders to involve in the regional dialogue
  • Support for the implementation of all activities in Bangladesh and coordinate regional with FABRIC country components
  • Develop concepts for regional knowledge exchange formats (virtually and live events)
  • Coordinate the project activities with bilateral projects in the textile cluster of GIZ Bangladesh to make use of synergies
  • Identify and follow-up of innovative solutions to scale solutions for a sustainable production.
  • Support on implementing regional knowledge exchange formats monitoring and reporting

Other duties/additional tasks

The position holder is responsible for

  • Supporting the implementation of the project “Fostering and Advancing Sustainable
    Business and Responsible Industrial Practices in the Clothing Industry in Asia (FABRIC I+II) by developing and implementing solutions to improve the environmental performance of textile manufacturers in the Asian region
  • Ensuring cooperation, regular contact and dialogue with project partners and relevant stakeholders; developing, establishing and maintaining new partnerships.
  • Supporting public relations work and cooperating with relevant organisations, non-governmental agencies and individuals
  • Supports on the documentation and monitoring about activities and outcomes,
  • Coordinate regional the factory cooperations with focus on environmental improvement
  • Compiling evaluation findings, lessons learnt and best practices, and ensures knowledge transfer among partners, different GIZ project scoping mission
  • Supporting the programme coordination and component leader with reporting and knowledge management
  • Advise and recommend alternative project adaptions if necessary
  • Perform other duties and tasks at the request of the management

C. Required qualifications, competences and experience

Qualifications

  • Postgraduate degree in international cooperation, economics, communication, textile engineering or other for the position relevant profession
  • Well versed in local and regional rules/act/codes/standards/guidelines on due diligence of the textile and garment sector
  • Substantial knowledge on common international requirements for environmental management

Professional experience

  • 5 years in relevant occupational experience

Other knowledge, additional competences

  • Ability to work well under pressure and must be a strong team player, as well working independent in an international team
  • Must have good interpersonal and communication skills
  • Fluency in English is essential
  • Knowledge of German Language is an asset
  • Ability to work in an intercultural environment
  • Fluent written and oral knowledge of English and Bangali
  • Good organizational skills and management expertise
  • Diplomatic approach in communication with stakeholders
