The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shaping a future worth living around the world.

As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.

For the team of our “Climate Cluster”, we seek applications from suitable candidates for the position of Finance Manager”.

A. Responsibilities

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problem and suggest appropriate solution

The finance specialist / finance manager performs the following tasks:

B. Tasks

  • Advises his/her superior on topics that are relevant to project activities.
  • Supports on request the preparation of reports from OnSITE/SAP and other GIZ and EU-Systems to finance and assist to project calculation/revise offer calculation.
  • Supporting and preparation of KOMP and EU/KoFi reporting/CPE.
  • Updating and assisting supervisor and Cluster in implementing GIZ rules and regulations.

C. Core scope of tasks

The finance manager:

  • Technical and strategic advice on the commercial planning, management and implementation of the projects in the cluster in close coordination with AV/DV and with the management of the finance and administration team of the cluster.
  • Advising programme coordinator and team leaders on commercial decisions.
  • Advising co-financed projects on how to ensure the deductibility of costs vis-à-vis co-financing bodies (primarily the EU).
  • Follow up of the procurement and payment processes, especially in the international procurement of material goods and services together with admin team
  • Follow up with the final financial accounts of the predecessor projects.
  • Support in the commercial qualification / competence development of partner organizations and for the financial and administration team of the cluster
  • Support the HoF to ensure the correct implementation of KOMP (cost-output monitoring and forecasting) including specific financial reporting.
  • Be responsible for maintenance and quality management of the systems (project processing system, document management system, onSITE operations, onSITE reporting).
  • Close networking, coordination and communication with the Country Office and the corresponding units of GIZ HQ.
  • Answering higher-level inquiries from the country office and the head office on financial management and business processes.
  • Support in preparation of financial forecasting and reporting
  • Supports HoF and project team leaders in expenditure planning, following up and adjusting expenditure plans (Annual Planning matrix).
  • Supports HoF in the preparation of monthly financial reports for project team leaders.
  • Assists in the preparation of internal and external audits.
  • Assist to counterpart partner/ERD (AIMS) reporting.

Content-related tasks

  • Ensures smooth communication and cooperation with Finance Unit and the Service Unit, the Programme Coordination, the cluster projects, GIZ country Office Dhaka and GIZ HQ.
  • Thinks and acts outside the boundaries of the immediate team.
  • Further develops themes and instruments in his/her working area and incorporates these into the overall context

Other duties/additional tasks

  • Organizes financial meetings, workshops, sharing sessions etc. as necessary.
  • Updating the cluster financial cost information as required.
  • Performs other duties and tasks at the request of management.

D. Required qualifications, competences and experience

Qualification

  • Master of Business Administration (MBA) major in Finance or Master’s degree in Finance or in the fields of Finance.
  • Chartered Accountancy/ equivalent professional qualification completed from a reputed firm/ institute will be preferred

Professional Experience

  • 5 years professional experience in a comparable position is required.

Other knowledge, additional competences

  • Ability to work well under pressure and must be a strong team player
  • Must have good interpersonal and communication skills
  • Fluency in English is essential
  • Knowledge of German Language is an asset
  • Ability to work in an intercultural environment
  • Good self-organization skills and customer and service-oriented attitude.
  • Keen on details within pre-checking of financial reports and statements.
  • Good working knowledge of ITC technologies and computer applications, particularly EXCEL and other MS Office applications; Very good experiences with IT applications such as SAP, PBS, WINPACCS, Excel.
  • Good knowledge of Bangladesh legislation and financial requirements.
  • Willingness to upskill as required by the task to be performed.
