As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.

A. Project Background

Renewable Energy and Energy Efficiency is one of the priority areas of German Development Cooperation in Bangladesh. The Renewable Energy and Energy Efficiency Programme is supported by the Bangladesh Ministry of Power, Energy, and Mineral Resources and the German Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Currently, GIZ is implementing two technical cooperation (TC) projects under the priority area of Renewable Energy and Energy Efficiency in Bangladesh as briefly described below.

The project Energy Efficiency and Grid Integration of Renewable Energy – Phase II (EEGIRE II) intends to enhance energy efficiency and the share of renewable energy in the national energy mix while maintaining the criteria for safe and reliable operation of transmission and distribution grids. The project will intervene in the following three areas:

1.  Developing grid management capability of electric power distribution utilities for the integration of decentralised solar power systems, including increasing digitalisation.
2. Introducing innovative instruments, processes, or technologies at electric utilities to increase the share of decentralised solar power systems.
3.  Developing capacity of the transmission grid operator to improve grid stability for enabling the expansion of grid-connected decentralised solar power plants.

The EEGIRE II project is implemented by GIZ until May 2024 in collaboration with the Power Division, Ministry of Power, Energy and Mineral Resources and its relevant affiliated agencies including PGCB, WZPDCL, and DPDC.

The project Policy Advisory for Promoting Energy Efficiency and Renewable Energy (PAP) aims to improve the policy-level framework conditions for implementing the green energy transition in Bangladesh. It will intervene in the following four areas:

1. Improving political and regulatory framework conditions to increase the share of renewable energies and energy efficiency in the power sector.
2. Strengthening the awareness of policy makers, experts and management officials of the institutions responsible for the electricity expansion planning regarding the potentials of renewable energy for power generation.
3. Improving cooperation between public and private sector in the power sector for the development of the renewable energy and energy efficiency market.
4. Promoting dissemination of innovative renewable energy and energy efficiency technologies in Bangladesh.

The PAP project is implemented by the GIZ until 31 July 2024 in collaboration with the Power Division of the Ministry of Power, Energy and Mineral Resources and its relevant affiliated agencies including SREDA, BPDB and Power Cell.

GIZ now seeks applications from suitable candidates for an Advisor position to support the implementation of both EEGIRE II and PAP projects.

B. Responsibilities

The position holder is responsible for the following:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Advise supervisor in the field of project's planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problems and suggest appropriate solutions

C. Specific Job Responsibilities

In relation to the EEGIRE II and PAP projects, the position holder fulfils the following tasks:

  • Planning, design and implementation of the EEGIRE II and PAP interventions in consultation with the supervisor and the partner.
  • Maintaining liaison with partner ministries and the implementing agencies, including carrying out of day-to-day communications and businesses at the guidance of the supervisor.
  • Support capacity development measures for the implementing partners to improve energy efficiency and grid integration of renewable energy.
  • Support in organising and conducting technical analyses, studies, and study trips jointly with partner organisations.
  • Submission of internal reports on conducted project activities and events.
  • Developing Terms of Reference (ToR) and manage contracts under the supervision of the superiors.
  • Work closely with EEGIRE II and PAP Technical Advisors and other experts, including consultants, on project intervention areas, and provide inputs wherever needed.
  • Coordinate with EEGIRE II and PAP PR & Communication focal point in developing communication materials related to renewable energy & energy efficiency interventions.
  • Work closely with EEGIRE II and PAP M&E focal point to design M&E framework and provide inputs based on project component interventions.
  • Represent GIZ in various meetings and events as instructed by the supervisor.  
  • Conceptualise, prepare and organise workshops, seminars, and other events related to the Programme’s field of activities and submit reports on the events.

D. Required Entry Qualifications and Competencies

Formal Education

  • Bachelor’s in engineering/economics/public administration/relevant discipline with Master’s in renewable energy/ business administration/ public policy from reputed institutions.

Professional Experience

  • Minimum 5 years of relevant working experience in power and energy sector including at least 3 years in coordinating technical cooperation project activities with focus on renewable energy and energy efficiency.
  • Knowledge on Bangladesh power and energy sector including various policies, development plans, renewable energy and energy efficiency potentials, development status, market barriers, and relevant stakeholders is essential.
  • Experience in building and maintaining professional relationship with stakeholders, particularly the Government of Bangladesh (GoB) agencies as well as other development partners, including knowledge on various government protocols is an asset.

Other knowledge, additional competences

  • Ability to successfully navigate through a politically sensitive environment.
  • Ability to work well under pressure and must be a strong team player.
  • Must have good interpersonal and communication skills.
  • Fluency in English is essential.
  • Knowledge of German Language is an asset.
  • Excellent network within public and private sector organisations in energy sector.
  • Ability to work with a multi-disciplinary team in a multi-cultural environment.  
  • Strong coordination experience with multiple partner organisations, specifically in public sector.
