The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party, but we also work with the private sector, fostering successful interaction between development policy and foreign trade. The current German Development Cooperation (GDC) priority aims to increase the resilience of particularly vulnerable population groups to the consequences of climate change.  It is imperative that, the consequences of the climate change impact and associated vulnerability aspects shall be forecasted and addressed aiming for at least for the next 10 years. With this background a technical cooperation (TC) module “Urban Management of Internal Migration due to Climate Change” (UMIMCC)/ “Urban Management of Migration and Livelihood” (UMML) project has the objective to improve the living conditions of climate migrants in selected cities of Bangladesh by providing sustainable livelihood options. The German Federal Ministry for Economic Cooperation and Development (BMZ) is funding the project with 5.5 Mio. EUR and the European Union (EU) is contributing 11 Mio. EUR in the period from 2018 to 2022.

In all cities, information hubs (IH) have been established at the concerned UCD offices, that aim to improve the access of slum communities to public social services. These information hubs are run by the Department of Social Services (DSS) and their respective social welfare officers are the main actors from side of the DSS. In the information hubs, slum dwellers as well as other interested public receives hands on information on available public social services as well as support in applying for social services. In order to improve the provision of quality information to the customers, a database shall be set up to store, manage and make accessible all relevant information, eligibility criteria and application procedures of public social services offered by the DSS and other relevant agencies in that regard.  

GIZ invites Expression of Interest (EOI) from the reputable national consulting firm for (1) setting up a comprehensive database (or using and updating an existing one) on information, eligibility, terms of service, and application procedures on public social services provided by the DSS and other relevant agencies in five information hubs in Satkhira, Barishal, Khulna, Sirajganj, and Rajshahi. This database is to be designed according to the specific needs of the five information hubs and then made available for them to use. Furthermore, (2) the concerned IH staff shall be trained on the proper usage of this database. In addition, (3) the already existing databases on training institutions in the five cities are to be updated and potentially integrated into the information database.

  • The tenderer is required to assign qualified consultants for the positions (‘experts’) referred to and described herein contractor work/service and qualifications based on their CVs. The qualifications listed below are the requirements for the assignment experts to achieve the maximum number of points in the specialist assessment.
  • As the consulting entity, the entity must have proven expertise and experience to work within international development cooperation frameworks. The firm of consultants shall conduct initial focus group discussions with concerned social welfare officers of the information Hubs. Once these needs are identified, the consultant or firm of consultants shall inquire, collect, prepare, and compile all relevant information; the concerned staff using the database in their day-to-day work shall be trained.  
  • Expert-1: Database Developer (Duration: 3 months, total working days: 35 days) must have a University degree in Computer science with a minimum of 5 years related program management experience in database development & maintenance, should have experience in training module/guideline development and work as a trainer, knowledge of various applications and programs (PHP, MS SQL, My SQL Server, MS Access, web hosting, MIS). Working experience with MoSW, DSS, or any other organization working as a service provider in the field of social services is highly preferable.
  • Expert 2: Data collectors cum data entry operator (Duration: 3 months, total working days-50 days) must have a Diploma in Computer Science or another relevant subject with proficiency in relevant computer applications such as MS Office, MS Access, advanced MS Excel. In addition, working experience with MoSW, DSS, or any other organizations in the social services field in Bangladesh is highly preferable.
