The International Federation of Red Cross and Red Crescent Societies (The Federation) is the world’s largest humanitarian organisation. The Federation has been working with Bangladesh Red Crescent Society (BDRCS) for more than 30 years and also with other Participating National Societies in humanitarian fields mainly disaster response and management, cyclone preparedness, disaster relief, recovery & rehabilitation, Health, community based disaster preparedness, risk reduction and mitigation, etc.

The German Red Cross, member of the Red Cross Red Crescent movement, is part of a worldwide community assisting victims of conflict, disaster and people affected by social or health-related crisis. The Red Cross movement provides vulnerable people with assistance exclusive of discrimination of nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross intervenes in disaster preparedness, response and rehabilitation, health, social and environmental as well as capacity building projects in cooperation with international sister organisations within the movement. German Red Cross (GRC) is working in Bangladesh under the integration agreement with the International Federation of Red Cross and Red Crescent Societies (IFRC) Bangladesh Delegation. German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for an experienced “Project Manager- WASH” (male/female) for their Cox’sBazer Office. The duration of the contract is planning for twelve months with possible extension starting from as soon as possible.

Project Overview:

This WASH centric project for the guest population living in the camps of Cox’s Bazar is in synergy with other Red Cross Red Crescent Movement wide multi-sectorial project interventions which target both host and guest populations of Cox’s Bazar. The integrated components of the project include WASH preparedness, response and organisational capacity building that also lay the foundation and direction for a holistic humanitarian response planning. WASH components of the project include operation, extension and maintenance of established water supply systems, rehabilitation and construction of community WASH facilities, Hygiene Promotion in the camps, advocacy, awareness raising and community activities related to WASH preparedness. Within the RCRC movement operation in Cox’s Bazar, the project actively contributes towards systematic learning and strategic development. While implementing the project activities the objective is to enhance the capacity of BDRCS in the specific areas of humanitarian response.

Purpose:  

The Project Manager will lead the project and its Project Cycle Management (e.g. planning, implementation, monitoring, reporting, budget control etc.) and provide oversight and technical support on all programme activities implemented at the field level. In doing so, s/he has to adhere to GRC, IFRC/FFO standards, policies and regulations and will assure the highest standards of service and accountability, thus contributing to the overall efficient and effective running of the project activities under the overall supervision of the Project Delegate.

Specific duties and responsibilities:
Overall :

  • Supervise and lead the WASH project on high-quality project implementation in accordance with objectives, strategies, standards and approved project proposals;
  • Coordinate and work together with the counterpart at Bangladesh Red Crescent Society to develop, implement, and monitor project activities;
  • Act as a focal point and representation of BDRCS/GRC WASH project activities with the stakeholders (including RCRC partners, IFRC, Government ministries and departments, local stakeholders and others);
  • Develop and regularly review implementation plan and budget;
  • Deliver bills of quantities, drawings and necessary technical documents for the project activities;
  • Organize and facilitate trainings, workshops, and meetings at different levels;
  • Provide WASH technical support across the project and wider GRC WASH technical engagement as required;
  • Draft project reports, budget overviews, proposals, information/knowledge products, and IEC materials;
  • Provide technical support to the logistics department for all project related procurement needs, including but not limited to review of tender and contract documents, participation in bid committees and technical assessments for received bids;
  • Ensure quality contract tracking and management;
  • Accurately deliver regular and ad-hoc reports of project activities;
  • Manage the project inventory;
  • Perform other duties and responsibilities as required.

Finance and Administration:

  • Monitor and review project budget and prepare monthly budget overview in consultation with the finance department;
  • Review vouchers and financial documentations;
  • Support and facilitate project related procurements and financial documentation.

Human Resources:

  • Line manage project staff;
  • Identify training needs and provide training and coaching for staff and local counterparts;
  • Undertake staff appraisals with the guidance of line manager and HR-Admin Officer;
  • Abide by and work in accordance with the Red Cross/Red Crescent principles and values;
  • Maintain an efficient and harmonious working environment among employees, partners and mangers;
  • Strictly adhere to security rules and ensure security compliance for line managed staff.

  • Work towards the achievement of the IFRC/GRC goals in Bangladesh, operating through effective coordination and lateral relations and teamwork;
  • Abide by and work in accordance with the Red Cross/Red Crescent principles and values;

Educational attainment and relevant experience:

  • Project management professional with Bachelor’s degree in WASH related discipline with strong project management and coordination skills;
  • Proven working experience in WASH project management;
  • Minimum 5 years of working experience in a similar position;
  • Strong working knowledge of Microsoft Office (Word, Excel and Power Point)
  • Strong project management and coordination skills;

Skill & Knowledge:

  • Prior knowledge of KoBo, RANAS and similar tools and approaches is an asset;
  • Good interpersonal and intercultural skills, ability to communicate clearly and effectively and build relationships at all levels;
