The German Red Cross, member of the Red Cross Red Crescent Movement, is part of a worldwide community assisting victims of conflict, disaster and people affected by social or health-related crisis. The Red Cross Movement provides vulnerable people with assistance exclusive of discrimination of nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross intervenes in disaster preparedness, response and rehabilitation, health, social and environmental as well as capacity building projects in cooperation with international sister organisations within the movement. German Red Cross (GRC) is working in Bangladesh under the integration agreement with the International Federation of Red Cross and Red Crescent Societies (IFRC) Bangladesh Delegation. German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for an experienced “Senior Project Officer (SPO) – Disaster Risk Reduction (DRR) and Livelihood (LLH)” (male/female) for their Cox’sBazar Office.
Purpose:
Bangladesh Red Crescent Society (BDRCS) in partnership with GRC is implementing a German Federal Ministry of Economic Cooperation and Development – Transitional Development Assistance (BMZ-UH)-funded project, titled: “Strengthening the resilience of refugees and host communities through Disaster Risk Management, livelihood interventions and strengthening the emergency response capacities of the National Societies in Bangladesh”.
The overall responsibility of the SPO is to support implementation of project activities at camps, host communities and school level, as outlined in the project proposal and within the framework of the Population Movement Operation (PMO) and BDRCS Cox’s Bazar unit. In close coordination and consultation with PM/C, and BDRCS counterparts, the SPO will ensure adherence to GRC, IFRC and BDRCS standards, policies and regulations. In addition, SPO will be responsible for providing technical and procurement support to BDRCS project counterparts such as designing, organizing and facilitate workshops, meetings, trainings and drills as per project objectives.
Specific duties and responsibilities:
Overall : |
- In coordination with BDRCS counterparts and under the supervision of the PM/C, the SPO should ensure and maintain effective communication and liaison with project related counterparts and relevant stakeholders.
- Support in the planning, designing and budgeting of project activities, being directly responsible for the overall technical implementation and management of the project.
- Facilitate procurement of project-related goods and/or services together with GRC logistics while ensuring compliance to IFRC/GRC and donor policies.
- Monitor and supervise technical interventions to ensure implementation according to agreed standards and within budget and take appropriate remedial action if/when standards are not being met.
- Responsible to support coordination and operational guidance to BDRCS Coordinator, supporting the administration and capacitation of the project staff.
- Ensure the buy-in and participation of local authorities/structures, community members and beneficiaries by supporting regular coordination.
- In collaboration with PM/C and M&E Officer, develop and implement mechanisms to monitor and evaluate project performance, according workplans and project targets, and recommend necessary adjustments to PM/C, as needed.
- Support and collaborate with other BDRCS/GRC projects in internal and external coordination, as needed.
- Represent GRC in different technical meetings, seminars, workshop and maintain close relation with RCRC Movement Partners.
- Prepare regular and ad hoc reports as needed and submit to PM/C for review and finalization.
- Ensure that the project is implemented in accordance with GRC and donor policies and procedures.
Specific duties and responsibilities in coordination matters:
- Provide regular updates and reporting support to PM/C and point out actions to be taken.
- Ensure regular and effective coordination with BDRCS project counterparts and regularly participate in internal coordination meeting.
- Ensure effective communication with stakeholders, partners, local communities and beneficiaries on technical and project issues.
- Maintain open and regular coordination and communication with the involved BDRCS Departments, Unit level officers of project location and other organizations in the field.
- Coordinate efficiently with the Finance and Admin team and all field/support staff to ensure consistency of quality delivery across the identified responsibilities.
- Any other job that might deemed necessary by the management.
Lateral relationships:
- Establish and ensure effective working relationships with colleagues and partners.
- Ensure effective working relationships with involved BDRCS PMO team (e.g. DRR, LLH, Communications, CEA, M&E, etc.) and BDRCS Cox’s Bazar Unit (ULO);
Duties Applicable to All Staff:
- Actively work towards the achievement of the Federation Secretariat’s goals and the agenda for renewal.
- Abide by and work in accordance with the Red Cross and Red Crescent principles.
- Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Educational attainment and relevant experience:
- Master’s degree in Social Science, Development Planning, Disaster Management, or related field.
- Knowledge of budgeting, budget oversight, accounting principles and practical application of financial systems, experience in administrative and logistic work.
- Minimum of 5 years work experience in a related field.
- Experience of working for a humanitarian aid organisation.
- Strong project management and proven coordination skills.
Skill & Knowledge:
- Organizational skills, problem solving mind, analytical, flexible, rigorous, with common sense and autonomous.
- Mobility and flexibility, willing to work in the multi-cultural team.
- Negotiation and diplomatic qualities
- Oral and written fluency in English and Bangla.
- Good interpersonal and intercultural skills, the ability to communicate clearly and effectively and build relationships at all levels.
- Strong interpersonal skills and good understanding of the global organization
- High level of attention to details in all aspects of work responsibilities.
- Training, report writing and presentation skill.
- Ability to priority multiple tasks and meet deadlines.
- Good knowledge of the RC/RC principles, Code of Conduct, Humanitarian standards.
Disposition:
- Able to travel always and within short notice, work outside normal working hours as the situation requires and under stressful working condition.
- Ability to work independently on own initiative and also to contribute as part of a team.
