ABOUT YOU
To be successful in this role, you will need to possess excellent project management skills, with the ability to meet deadlines and juggle several projects concurrently. You will also need to have strong English communication skills, including documentation, speaking, and report writing. Additionally, you should have experience working with marginalized communities, as well as a sound knowledge of Policy level, local-level administrative structures and power balances. You should also have an understanding of the concepts of system mapping, system strengthening, system leadership approach, gender equity and disability inclusion in programming, and the proven ability to influence and work collaboratively with policy makers, government administrators, partners and stakeholders.

THE OPPORTUNITY
The Consultant – Systems Leadership, is the systems leadership focal point in the Bangladesh program and is accountable for building a systems leadership approach and program managing a range of systems leadership projects aligned to the Country strategy and the Foundation’s strategic framework.

KEY RESPONSIBILITIES

The Consultant will own the outcomes of:

  1. People Centred Sustainable Eye care Project at Sylhet Division
    1. Lead the development, planning, coordination, and implementation of the People Centred Sustainable Eye care Project at Sylhet Division in line with strategic objectives and internal systems that include accountability and evidence-based outcomes. 
    2. Undertake advocacy and build relationships with stakeholders, including government officials and other NGOs that lead to outcomes that contribute to the ending of avoidable blindness in the local context.
    3. Advocacy and networking with Government counterpart in developing project implementation modalities.
    4. Manage partner relationships within the agreed governance frameworks of FHF, Australia and Bangladesh.
    5. Collaborate across the country team to develop and maintain strong relationships internally and with all partners.
    6. Build capability within the team to drive a culture of engagement and collaboration within The Foundation.
    7. Accountable for budget and variance management of the program implemented.
    8. Response duly on the information requirement from relevant references, studies, statistics for the piloting in Sylhet division as well as produce summary as required.
    9. Maintain coordinated approach with country office program and establish bridge of information flow sharing with the relevant team members.
    10. Maintain channel with relevant stakeholders and ensure upholding of FHF values and branding
    11. Identify conflicts between Sylhet piloting and BD country program for resolving in early stages and ensuring smooth operation of the project.
    12. Prepare and submit high quality program report and submit on time to the relevant person within and outside the organization.
    13. Organize Seminar, Workshops, Coordination meetings with stakeholders and partners.
  2. Support the UNDP Network Weaver role.
  3. Engage with key stakeholders outside of eye health such as BGMEA, ILO and support development of a shared program of work.
  4. Facilitate a cross functional Fred Hollows team on systems leadership to help guide and inform the development and implementation of these projects.
  5. Contribute to the Foundation’s work and leadership in systems thinking.
  6. Other tasks as requested by your Line Manager

WHAT YOU’LL NEED TO SUCCEED

  • Management, International / Community Development, Public Administration, Sociology, Public health
  • Minimum 6 years of progressive work experience, preferably in the development sector with a local or international development organization.
  • Minimum of 4 years of experience in Program Manager position/ supervisory role
  • Demonstrated experience in Project Design and development
  • Experience in dealing with a variety of Government ministries, local and international donor organizations, and other partners both in and outside of the eye health sector
  • Knowledge of health development issues, especially in health systems reforms and advocacy issues is an asset
