Applications are invited from Bangladeshi Nationals to fill up the position of Executive Director (CEO) for Family Planning Association of Bangladesh a national NGO engaged in Primary Health, Reproductive Health & FP/MCH services since 1953.

The Family Planning Association of Bangladesh (FPAB) aims to improve the quality of lives of individuals by campaigning for sexual and reproductive health & rights through advocacy and services, especially for the poor and vulnerable people. International Planned Parenthood Federation (IPPF) is a global network of member associations in 172 countries and the world’s foremost non-government general provider and advocate of sexual and reproductive health and rights. IPPF considers the spirit of volunteerism to be central in every aspect of its functioning. FPAB is a member association of IPPF. IPPF and its member associations (FPAB is one of them) envisage a world in which every women, man and young person has access to the information and services they need, in which sexuality is recognized both as a natural and precious aspects of our lives and as a fundamental human rights, and a world in which choices are fully respected and where stigma and discrimination has no place.

To strengthen the functioning of FPAB the position of Executive Director is required to be filled up.

Position: The Executive Director

Would be a person essentially driven by the need to make a significant contribution to a social cause. The Executive Director would be entrusted with the responsibility for translating FPAB’s vision into objectives, strategies and plans; enthusing the staff in the organization with FPAB’s mission; monitoring performance, proactively engage in advocacy initiatives; develop a well-knit senior management team; provide feedback to relevant bodies/agencies and network with external agencies like government, donors, NGOs etc.

Job Description/Responsibility

  • The Executive Director (ED) shall report to the National Executive Committee (NEC) and work in close liaison with the Office Bearers, members of the NEC.
  • To advice on and implement policies approved by the National Executive Committee (NEC) and National Council (NC).
  • The ED shall have to develop the long term, medium term and short term strategy and plan and programme for accomplishing the overall objectives and goals and submit to NEC for approval. 
  • The ED shall have to formulate the annual plan and budget and submit to the NEC for approval. 
  • The ED shall be responsible to implement the approved policy, programmes and decisions made through NEC and NC.
  • The ED shall ensure effective human resource management, including recruitment, placement, promotion, training, transfer, separation and other HR components, as specified through the FPAB Constitution and Human Resource Manual approved by the NEC.
  • The ED shall have to introduce new innovations and good practices for overall development and management of FPAB within the specified scope of services.
  • The ED shall supervise  the performance  of  the  subordinate staff members  and provide  necessary guidance  for enhancing  efficiency ,  if so  required. 
  • The ED shall supervise and manage all staff members employed at all levels under FPAB's network and carry out performance appraisal and provide incentive, promotion or dismissal.
  • The ED shall appoint appropriate staff and consultants in compliance to existing regulations and procedures within the framework of HR Manual as required for FPAB programs and projects approved by NEC.
  • The ED shall ensure good governance in the overall performance of FPAB through sufficient transparency, accountability, integrity and fair practices.
  • The ED shall do the needful within the approved framework to mobilize resources from government agencies, and development partners (both internal and external). 
  • The ED shall ensure compliance to FPAB Human Resource Manual/Regulation, and Financial Manual/Regulations and systems in place.
  • The ED shall take necessary actions for mitigating and safeguarding the possible fiduciary risks.
  • The ED shall liaison with IPPF and other international agencies within the jurisdiction as agreed by the NEC.  
  • The ED shall work closely under the overall supervision of the NEC while dealing with strategic issues, policy, and plan and budget formulation.
  • The ED shall make periodic reporting on monthly basis to the President and quarterly basis to the NEC through the President.
  • The ED shall submit a six monthly report to the NEC through the President on his/her individual performance.

Academic Qualification/Experience

  • PhD in public health/ population studies/ management/ social science/ medicines with at least 5 years of experiences in the relevant field or master’s degree in public health/population studies/management/social science/doctor in medicine with at least 10  years of experiences in the relevant field,
  • Demonstrated experiences in modern approaches to change  management,
  • Highly experienced in developing policy framework, restructuring and structural options, action plans, guidelines and management of sexual and reproductive health and rights,
  • Highly experienced in management of donor funded projects, network building and resource mobilization, experienced working with Ministry of Health and Population (MoHP) and familiar with Department of Health Services (DoHS).
  • Excellent presentation, interpersonal and communication
  • Excellent knowledge of English, Bangla and local languages. Knowledge of other international language would be an added advantage,
  • Required knowledge in computer skills,

Age limit:

35 years to 62 years.

Desirable

Proven professional tract record in management and sufficient publication in national and international journals.
