Project Background:
Bangladesh continues to be amongst the 30 high TB and drug-resistant TB burden countries in the world.
The TB laboratory infrastructure of Bangladesh includes 1 National TB Reference Laboratory, 5 Regional TB Reference Laboratories, 619 GeneXpert sites with 735 Xpert machines (another 105 will be added by 2024), 150 Truenat sites, 1120 designated microscopy centres and 277 X-ray sites.
FIND is providing technical assistance to NTP Bangladesh to strengthen TB Lab quality management systems under The Global Fund grant.
Brief objectives of the project:
- To mentor NTRL and 5 RTRLs to prepare, apply and achieve 1SO 15189 accreditation through Sustainable TB Laboratory Management Towards Accreditation(TB SLMTA) approach.
- To build up capacity of NTP to scale up NAAT EQA implementation including in country manufacturing of PT panels.
Strengthening Laboratory Information Management System and its integration with E-TB Manager.
- To provide technical assistance to NTP for
- Strengthening monitoring of mWRD implementation.
- Bio Medical Engineering capacity building.
- Equipment maintenance management.
- Strengthening implementation of lab QMS and biosafety framework
Location: Dhaka, Bangladesh
Job Description:
- Coordinate, manage and monitor implementation of IT solutions including B-LIMS, mWRD EQA portal.
- Update and upgrade the software as per needs.
- Maintenance of Software’s (B-LIMS, and mWRD EQA portals).
- Coordination and monitoring of Server and its service providers for smooth functioning of application.
- Coordinate for conducting Audit trails/Third party as per National guidelines.
- Data Management:
- Monitor and optimize infrastructure performance and backup management.
- Monitor data migration across application and ensure data consistency and integrity.
- Review and finalize the training materials and manuals for various IT solutions to be used by labs.
- Finalize the training plans and monitor and support their implementation.
- Conduct need assessment for various IT solutions and integration between E TB Manager and B-LIMS in the project period.
- Coordinate pilot testing of various software to be developed under project.
- Provide technical assistance.
- Any assignment including new development work, which may be assigned to him/her from time to time by the supervisor or as per the needs of the project or NTP.
Qualifications, Skills and Experience required:
- Master of Computer Applications and Engineering or equivalent in the field of Information Technology from a recognized University, with a minimum of 7 years of experience in Information Systems, software designing, website management, and related e-Governance activities. Applicant must have knowledge in Information Systems, and software designing, including the development of source code in Asp.net Core using C#, CSS, XML, AJAX, HTML5, database management, MySQL, PostgreSQL, Laravel, API Development, and integrations with various software’s and REACT.
OR
- Bachelor of Computer applications and Engineering or equivalent in the field of Information Technology from a recognized University, with a minimum of 10 years of computer software development experience and application integration using service- oriented architecture. Applicant must have knowledge in Information Systems, and software designing including the development of source code in Asp.net Core using C#, CSS, XML, AJAX, HTML5, database management, MySQL, PostgreSQL, Laravel, API Development and integrations with various software’s and REACT.
Desirable Experience:
- Experience in IT documentation development SRS, Data Architecture, server management, Network designs.
- Experience on Application development, DW platforms and databases (MySQL MS-SQL database).
- Experience in data analysis, data cleansing, and data transformation and migration using ETL tools.
- Database designing, Data Architecture, Change management.
- Prior experience in managing health information systems development cycle.
- Experience in IT Security and Other Policies.
- Prior experience in working with the Government of Bangladesh health applications.
- Experience in development and maintenance of E TB manager or ASPECT or LIMS.
- Excellent verbal and written communication skills.
- Ability to travel extensively within the project area.
Nature of Appointment:
The selected candidate shall be initially offered a fixed-term employment contract through a third-party agency until 31st December 2025.
Compensation offered:
The annual salary (CTC) will commensurate with the available skills and experience of the incumbent as per the selection process.
