Job Context:

FM Consulting International is currently recruiting a Program Officer for a reputable international organization to work on a USAID funded family planning project. The project is a five-year USAID funded project that aims to accelerate universal access to family planning in Bangladesh.  The Program Officer will support both programs and administration functions to ensure the operational excellence of the project’s capacity-building activities. The Program Officer will provide support for planning, implementation and documentation of approved workplan activities ensuring budget approvals, procurement of materials for program activities, and making required logistical arrangements. He/She will liaise with the capacity building officers at the district level for activity planning and reporting, and with training institutes at national level and other partners as required by the Manager of Capacity Building and the Manager of Management Information Systems (MIS). This position will be supervised by and report to the Senior Technical Advisor for Human Resources for Health and Capacity Building.

Job Responsibilities:

  • Coordinates with administration, finance, and logistic managers and staff to complete arrangements and ensure smooth logistics of events and activities, including trainings and workshops.
  • Works collaboratively with external project stakeholders’ and represents the project team while preparing trainings, workshops and other events.
  • Prepares budgets and program related expenditures and secures the required approval according to project guidelines.
  • Facilitates travel preparation for staff as needed as well as ensuring timely submission of travel expense reports.
  • Ensures availability of and maintains an inventory of supplies and equipment for the project’s capacity building team.
  • Supports program-related communications with internal and external stakeholders. 
  • Coordinates finalization of program documents, ensuring quality and dissemination of program materials under the guidance of Capacity Building Manager. 
  • Maintains a record of meeting notes, follows up on agreed actions as well as other key documents.
  • Provides program documentation and report writing support, including analyzing training or other program activity reports and data against the approved work plan, as well as drafting program briefs and blogs and other expected deliverables.
  • Works with organization headquarters and local capacity building team to process benefits reimbursements
  • Supports human resources and payroll functions in compliance with project policies and local laws.
  • Reviews invoices and processes the same in a timely manner as per the terms and conditions of the contracts or sub-awards and in compliance with organizational policies and local laws.

Academic Qualifications:

  • Master’s in Business Administration, Masters in Public Health, Anthropology or Social Sciences.
Experience Required:

  • At least five years of experience working in a supporting administration and/or coordination of health programs, preferably for a USAID-funded project

Additional Job Requirements:

  • Excels at detailed planning and logistics support with strong documentation skills
  • Knowledge of USAID regulations related to financial management desired
  • Excellent verbal and writing skills in English and Bengali
  • Computer literacy in MS Office applications including Word, Excel, PowerPoint, and Outlook (with Bengali typing skills).
  • Willingness to travel within country periodically.
