INTRODUCTION:
Cox’s Bazar, Bandarban, Rangamati and Khagrachari districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, and distorted local markets. Moreover, these districts are prone to chronic and rapid onset disasters.
In response, the USAID Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) is taking an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. This includes implementing livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritized districts. |
ROLE
This position is responsible for overseeing District based procurements of services and goods as needed to implement project interventions. The incumbent will follow the procurement policies and procedures. Procurements may include equipment, materials, printing, short term, contracts, venues, office supplies etc. |
SCOPE OF ROLE:
Reports to: District Coordinator Staff directly indirectly reporting to this post: N/A Functional reporting: Manager Finance & Administrative Key contacts: Technical Coordinators (who will request for procurements), Manager Finance & Administrative, Area Coordinators, Technical Officers. |
Main Areas of Responsibilities. Major Responsibility
- Responsible for district-based procurements which may include purchase orders, renting and leasing cars, venues, printing, procuring materials and supplies as per the project’s procurement policy.
- Regularly update procurement tracker. Maintain proper documentation.
- Handle all district-based tenders for procurement.
- Maintain inventory of physical property/assets. Reconcile inventory with the equipment records, at least once a year.
- Respond to requests for procurement from other project staff. Arrange for a procurement committee meeting when needed, follow up and prepare minutes.
- Follow procurement manual and delegation of authority to secure necessary approvals.
- Share quotes of items with the requestor and supervisor.
- Review budget of procured items with supervisor.
- Collect necessary bids and confirm cost reasonableness.
- Prepare necessary paperwork such as a comparative statement/bid summary secure approval.
- Manage and maintain procurement files.
- Coordinate with different field and sub offices and provide support to all FIVDB Catchment and Union level offices for procuring goods and services they need.
- Prepare Procurement Agreement and Contracts as per FIVDB Policy.
- Prepare different reports and update all the contracts as needed. Provide assistance to internal and external auditor, consultants, Researchers, Donors and other visitors with information, documents and make necessary coordination.
Required Qualifications
- Minimum 3 years’ working experience in procurement and logistics
- Experience with USAID procurement is preferred
- Graduation in any discipline. Degree/courses on procurement will be preferred.
