Officer-Finance & Admin for the Feed the Future Bangladesh Nutrition Activity, FIVDB

1. Organizational Background

Friends In Village Development Bangladesh (FIVDB) is a development organization established in 1979. The basic objectives of the organization are to empower the disadvantaged women, men and children to contribute in the reduction of poverty, protection and regeneration of eco-system and environment. Approaches include education, social organization building, financial service, health, livelihood and food security, WASH etc.

2. Project Background


Feed the Future Bangladesh Nutrition Activity aims to improve nutrition outcomes of children under 5, pregnant and lactating women, and adolescents (girls and boys) by strengthening the market systems for nutritious foods and WASH products and applying integrated Market Facilitation and Social Behavior Change approaches that empower market and community actors to address underlying causes of malnutrition in Bangladesh. The Activity also aims to promote the consumption of these nutrition-enhancing products (demand side). The Activity intends to promote innovations and private sector investments in distribution techniques that include embedded services such as extension messages for improved homestead productivity or nutrition messages to enhance the quality of meals, as well as marketing practices such as courtyard information sessions and demonstrations, advertising, and the provision of other embedded services that impart information or other advantages to the consumer. Throughout five years period, The Activity will contribute to improved nutritional outcomes in selected Upazilas of Bangladesh through improvements in three results: Result 1: Consumption of nutritious, diverse, and safe diets by rural households Result: 2: Social and economic empowerment of women and adolescents Result 3: Adoption of improved water, sanitation, and hygiene (WASH) practices

Feed the Future Bangladesh nutrition activity is now following an approach that integrates social, and behaviour change and market system development to catalyze sustainable improvements in nutrition and WASH in Sunamganj & Moulvibazar. The Activity follows a market-driven approach to facilitate latrine producers, masons and other WASH market actors in selected districts (4 Upazilas) for increased consumption of nutritious, diverse, and safe diets and improve WASH behavior by rural households in the ZOI.

3. Understanding of the Assignment

The Officer-Finance & Admin will work under the supervision of a Manager-Finance & Admin where the position holder will mainly be engaged in Finance & Admin related activities of overall program. She/he will be assists Manager-Finance & Admin on various procurement and program voucher preparation guided by the Project Manager. Potential Officer-Finance & Admin will have to be permanently based in the BNA Project Office in Sylhet.

Job Location
Based in Sylhet but need frequent travel to Sunamganj, Moulvibazar, Habiganj and Cox’s Bazar

The responsibilities of the Officer-Finance & Admin include but are not limited to the descriptions below.

  • Assist to implement financial policies, procedure and requirement and ensure all financial activities are accordance with organization and donor guidelines.
  • Preparing vouchers, checking bills of District and Upazila level staffs.
  • Record keeping of all invoices and other bills, staff advance, etc. and cross check for quality ensuring 
  • Checking petty cash expenses, maintained daily cash count sheet and petty cash reimbursement
  • Ensure all donor and NGOAB related audit requirements are compiled and prepare and follow up management action tracker.
  • Perform critical analysis of bank statements and bank reconciliation reports monthly to ensure the financial reports are properly reconciled and accurate.
  • Ensure to comply with GoB financial policies e.g. Tax Law, VAT etc. specific requirement if any.
  • Close contact with bank for day to day banking including deposit Tax into government treasury as per GOB stipulated timeline.
  •  Maintain Cash Book/ Fixed Assets Register/General and subsidiary ledger/ Cheque issue register, Advance register etc.
  • Checking motorcycle log book, motorcycle running cost and maintenance cost as per policy.
  • Provide other financial support required during the project implementation.
  • S/He will maintain staffs leave register properly and monthly report submitted to Manager (Finance & Administration).
  • S/He will ensure proper inventory of resources at field level.
  • To maintain financial & resource monitoring at filed level activities he/she will need to visit project field area frequently.
  • Assist Liaison and correspondence with various Banks. Organization, NGO and other offices.

Skills and Experience

A successful Officer-Finance & Admin will have the following skills and experience and will be comfortable with the following conditions.

Education
  • At least Bachelor Degree (BBS/B. Com) or relevant subjects and experience but a Master degree holder (MBS/M.Com) will be get preferences
Work Experience
  • Minimum 4 years’ working experience in accounting, financial management.
  • Minimum of 3 years’ experience of previously working on USAID projects in financial management preferred

  • Strong analytical abilities.

  • Excellent skills on process facilitation and coordination with high standard
  • Experience to work in accounting software.
  • Hands-on computer (MS Office/Excel and power-point) operating
  • The candidate should have good knowledge on Accounting Practice, Income Tax, VAT and custom rules of our country.
  • Must be capable of handling and managing Accounts, Audit, VAT, Project Costs, Income Tax matters etc.
  • Capable of in preparation of program level budgets, budgetary control and financial reports.
