Senior Officer, Finance and Administration

INTRODUCTION:

Cox’s Bazar, Bandarban, Rangamati and Khagrachari districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, and distorted local markets. Moreover, these districts are prone to chronic and rapid onset disasters.

In response, the USAID Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) is taking an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis.  This includes implementing livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritized districts.

ROLE
The Senior Officer Finance & Administration will oversee day to day finance functions including treasury functions, He/ She will ensure accurate, complete and reliable financial information and system for Cox regional and district office.  Will close liaison with sub district offices, and oversee financial transactions are efficiently maintained and also oversee the control of project assets and cash flow. Assist Manager Finance and Administration to ensure compliance with USAID HICRA and FIVDB accounting policy, donor requirements and generally accepted accounting principles are properly followed.

Main Areas of Responsibilities.
A. Major Responsibility

  • Responsible for the entire payable functions of regional office including treasury functions.
  • Operate accounting software and provide financial reports as applicable.
  • Perform critical analysis of bank statements and bank reconciliation reports monthly to ensure the financial reports are properly reconciled and accurate.
  • Ensure to comply with GoB financial policies ae.g. Tax Law, VAT, CHT/Cox’s Bazar specific requirement if any.
  • Supervise the HICRA banking arrangement in districts and ensure good relationships with the banks.
  • Ensure the timely collection of all receivables from employees for HICRA project if applicable.
  • Close liaison with subdistrict offices to ensure the finance functions are properly executing as per USAID and FIVDB compliance.
  • Review for accuracy all financial reports generated from the accounting system. Also ensure that these reports are generated on a monthly basis.
  • Compile monthly VAT report for Cox’s region and share with Dhaka Finance team.
  • Review fund requests for regional office, district offices and sub districts offices in Cox’s Bazar and take necessary actions to ensure adequate fund flow.
  • Review monthly financial reports of districts and subdistricts offices and confirm all reports are reconciled with accounting software tally to ensure the correctness of report.
  • Play a leading role in the closing of month and year-end financial reports.
  • Provide support during audits conducted by USAID HICRA internal audit, external firms or donors’ reviews/audit.
  • Ensure all donor and NGOAB related audit requirements are compiled and prepare and follow up management action tracker.

Required Qualifications

  • Minimum 6 years’ working experience in accounting, financial management.
  • Minimum of 3 years’ experience of previously working on USAID projects in financial management.
