Manager, Finance and Administration (3) - CHT Districts

INTRODUCTION:

Cox’s Bazar, Bandarban, Rangamati and Khagrachari districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, and distorted local markets. Moreover, these districts are prone to chronic and rapid onset disasters.

In response, the USAID Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) is taking an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis.  This includes implementing livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritized districts.

ROLE
The district level Manager, Finance & Administration will oversee day to day finance functions including supporting the development and supervision of USAID HICRA and FIVDB financial policies and procedures, and their application. The Manager, Finance & Administration will ensure accurate, complete and reliable financial information is maintained in the financial system, and oversee effective and efficient control of project assets and cash flow to minimise receivables and currency revaluation losses etc. to ensure compliance with USAID HICRA and FIVDB accounting policy, donor requirements and generally accepted accounting principles.

There are five main areas of responsibility in the Manager, Finance & Administration function:

  • Proper accounting for resources received and used
  • Efficient payment and disbursement system
  • Assurance that resources are used in compliance with controlling rules and regulations (FIVDB and USAID HICRA)
  • Appropriate sharing of information with internal and external sources to document adequate safeguarding and management of resources
  • Support in preparing NGOAB related documents and reporting.

Main Areas of Responsibilities.
A. Major Responsibility

  • Set up USAID HICRA project accounting system and procedures in the district
  • Ensure to comply with  GoB financial policies ae.g. Tax Law, VAT, CHT/Cox’s Bazar specific requirement if any
  • Prepare periodic reports on the status of HICRA district-level budget highlighting changes and variances, and other necessary actions or decisions in district level
  • Supervise the HICRA banking arrangement in districts and ensure good relationships with the banks
  • Ensure the timely collection of all receivables from employees for HICRA if applicable.
  • Perform critical analysis of bank statements and bank reconciliation reports to ensure the accuracy and reasonableness of all bank charges.
  • Review for accuracy all financial reports generated from the system. Also ensure that these reports are generated on a monthly basis.
  • Review HICRA cash flow and recommend intra bank transfers.
  • Review fund request and take necessary actions.
  • Review monthly/yearly system revaluation results to ensure correctness and accuracy
  • Review monthly financial reports to ensure the correctness of information before closing the financial transaction and prepare donor financial reports as per timeline set out in the donor agreement.
  • Play a leading role in the closing of month and year-end financial reports.
  • Ensure that effective systems are put in place, and regularly reviewed, to allow adequate financial management and control
  • Monitor accurate and timely submission of financial reports and attendant schedules and attachments to government regulatory agencies.
  • Coordinate preparation of control reports, respond to findings and recommend resolutions or action plans;
  • Provide support during audits conducted by USAID HICRA internal audit, external firms or donors’ reviews/audit
  • Ensure all donor and NGOAB related audit requirements are compiled and prepare and follow up management action tracker.
  • Ensure the finance and operation district units have a clear work plan and a learning and development plan which are logically related to the program objectives. Ensure all new staff in finance and operation units are thoroughly oriented on their responsibilities and role.
  • Liaise closely  with Cox regional office Manager Finance and administration
  • Advise and update supervisor regularly, with direct coordination with Director Finance and Administration on critical financial matters.

Required Qualifications

  • Minimum 10 years’ working experience in accounting, finance, subaward management
  • Experience working in finance and accounting for donor funded programs - preferably USAID funded programs
  • Minimum of 3 years’ experience of previously working in a managerial or supervisory role in financial management
