Coordinator – Ultra-Poor Graduation (2)

INTRODUCTION:

Cox’s Bazar, Bandarban, Rangamati and Khagrachari districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, and distorted local markets. Moreover, these districts are prone to chronic and rapid onset disasters.

In response, the USAID Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) is taking an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis.  This includes implementing livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritized districts.

ROLE
The Coordinator for UPG is responsible for leading the HICRA Ultra Poor Graduation  intervention including leading detailed implementation planning, tracking and reporting, along with guiding, training, supporting, and monitoring the staff involved to ensure proper implementation. The role emphasises capacity building and quality assurance for UPG implementation at the community level, ensuring that the HICRA meets the objectives around helping ultra poor graduate from poverty. 

SCOPE OF ROLE:
Reports to: Technical Lead, UPG (with an administrative line to district coordinator)
Dimensions:  At least 50% field visit, occasional trips to Dhaka

Key contacts: VSLA and Other Technical Coordinators, Field Facilitators, Community Mobilizers, MEL staff, and Result 1 Coordinators

Main Areas of Responsibilities.

  • Lead UPG detailed implementation planning and tracking with  upazila and area coordinators in his/her assigned areas
  • Coordinate with Technical Coordinator, VSLA and other technical coordinators to ensure proper and timely delivery of program activities to UPG participants
  • Organize trainer of trainer (ToT) for field facilitators in UPG guidelines and training manual, along with how to provide necessary technical support and guidance to UPG members
  • Establish partnerships with local government (GoB) line departments and other relevant stakeholders to enhance support and resources for UPG activities in assigned areas
  • Mentor Field Facilitators on UPG methodologies, ensuring consistency in selection, al education practices across groups
  • Work with all Coordinators to ensure integrated interventions for UPG
  • Conduct regular visits to UPG and VSLA groups to ensure quality implementation and adherence to established UPG goals
  • Develop and execute monthly UPG work plans by District, Upazila and Union, ensuring alignment with the HICRA DIP and program objectives
  • Support the facilitation of community sensitization sessions to promote the benefits of women’s  participation, highlighting financial empowerment, resilience-building, and self-reliance with benefits to the family
  • Ensure that UPG activities are inclusive, with special attention to increasing gender, youth, and social inclusion (GYSI)
  • Represent HICRA with local government, traditional leaders, and other stakeholders to share goals and objectives, garner support, share progress, learn from others and receive feedback
  • Collaborate with NGOs, government programs, and other organizations to enhance impacts, avoid duplication, build on existing resources and learn from each other
  • Collaborate with the Monitoring, Evaluation and Learning (MEL) team to implement tools for tracking UPG progress, identifying bottlenecks, and assessing impacts
  • Prepare accurate and detailed monthly UPG reports for submission to the district coordinator  and Technical Lead, UPG, capturing progress, challenges, and success stories.
  • Document and share lessons learned to contribute to continuous improvement and knowledge sharing within the program
  • Represent the VSLA component at various platforms and events, enhancing the visibility of HICRA’s achievements in financial inclusion and resilience-building

Required Qualifications

  • Master’s degree in Social Sciences or a related field
  • Minimum of five years’ experience providing technical support and/or leadership to increase income and resilience of extremely poor households  - ideally within a USAID-funded project
  • Proven experience in implementing integrated programing for extremely poor participants
  • Experience in detailed implementation planning (DIP), tracking and reporting program progress
  • Experience in building capacity of field agents
  • Ability to work effectively with diverse communities, local government representatives, and stakeholders
  • Experience working in Cox’s Bazar and/or Chittagong Hill Tracts (CHT) with similar programs is highly preferred

  • English and Bangla language skills required
