INTRODUCTION:

Cox’s Bazar, Bandarban, Rangamati and Khagrachari districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, and distorted local markets. Moreover, these districts are prone to chronic and rapid onset disasters.

In response, the USAID Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) is taking an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis.  This includes implementing livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritised districts.

ROLE

The Upazila Coordinator is responsible for program implementation, coordination, quality control, operational management, and representation in her/his assigned upazila, ensuring that project activities and related milestones are executed on time, within budget, and to a high standard. This role involves supervising Area Coordinators, technical officers, and admin/finance personnel, and coordinating with technical coordinators as well as serving as the upazila representative of the project.  The upzaila coordinator will provide oversight and guidance to the project team to ensure timely completion of program targets, address community needs, and utilize the necessary tools to perform the role effectively.

S/he will ensure that activities align with the Detailed Implementation Plan (DIP), milestones are met, data collection is accurate and timely.  S/he will also support program and impact documentation such as photos, stories, and collection of information to capture the implementation progress and highlight impacts. This leadership position involves planning, target setting, supervision, reporting, and supporting gender equality, social inclusion and protection.

Dimensions:  80% field visit, occasional trips to Dhaka/Cox’s bazar 
Staff directly indirectly reporting to this post: Area Coordinator, technical officers, admin and finance staff
Key contacts: Technical & MEL Coordinators, frontline staff and admin and finance

Main Areas of Responsibilities.

  • Provide leadership and supervision to the multi-sectorial HICRA Upazila team
  • Lead the development and continual updating and tracking of the detailed action plan (DAP) for the Upazila based on the Detailed Implementation Plan (DIP)
  • Lead the planning of HR, operational support, budgeting, etc. to implement the DAP
  • Ensure that all the finance, admin, logistics, etc. staff have required support, guidance, tools and skills necessary to implement activities following policies and procedures required for compliance
  • Facilitate monthly program progress review meetings with the Technical Officers for each Result Area, e.g., agriculture, livelihoods, income generation and market facilitation, WASH, disaster risk reduction (DRR), and natural resource management (NRM); and, develop plans to address identified needs/concerns
  • Lead the workload analysis with the technical team for logical assignation of frontline staff working (catchment) areas for maximum efficiency
  • Develop monthly work plans and track and monitor outputs (sessions and trainings conducted, market linkage events, awareness raising activities completed, etc.) for all staff within the Upazila in line with the DAP
  • Lead monthly coordination meetings to track progress, identify challenges, address bottlenecks and mobilize support
  • Supervise Area Coordinators and build their capacity to manage their areas in the same way the upazila should be managed overall
  • Supervise technical and MEL officers and coordinate with their “technical” matrix managers to jointly build their technical capacities along with planning, monitoring, facilitation, and supporting supervision skills
  • Strengthen management skills of Area Coordinators including planning, tracking and monitoring progress, facilitation, representation, reporting and supervision of frontline staff
  • Participate in District and Area coordination and other team meetings to facilitate learning and sharing, problem solving, coordination and collaboration
  • Work with finance and operations teams to ensure compliance with rules and regulations, providing guidance as necessary
  • Engage Technical Officers to increase integration and collaboration across activities in line with project requirements
  • Conduct regular field visits to monitor activities, address staff and operational issues, and ensure quality standards
  • Supervise timesheets, travel, leave, and performance appraisals according to institutional policies
  • Collaborate with local government, community leaders, and relevant stakeholders to establish emergency response protocols and resource conservation practices
  • Provide regular updates to the District Coordinator, including challenges and proposed solutions
  • Represent HICRA with local government, traditional leaders, and other stakeholders to share goals and objectives, garner support, share progress, learn from others and receive feedback
  • Collaborate with NGOs, government programs, and other organizations to enhance impacts, avoid duplication, build on existing resources and learn from each other
  • Share minutes from coordination meetings with action items and progress updates with the District Coordinator
  • Report on key findings from field visits and address issues related to non-compliance as per institutional policy

Required Qualifications

  • Bachelor’s degree in social sciences or a relevant field from a recognized institution. Equivalent field experience may be considered.
  • A minimum of five years in a coordination or supervisory role within a development program (USAID is preferred)
  • Prior experience working in CHT or Cox’s Bazar is preferred.
  • Experience  working in a multi-sectoral program is preferred
  • Experience working within a consortium management structure is preferred
  • Dependable in completing tasks independently and on time
  • Strong communication skills with a collaborative approach
  • Problem-solving skills, particularly in challenging field environments
  • Proven management and supervisory skills.
  • Proficient in computer and internet use.
  • Knowledge of financial, personnel, and process management (USAID regulations highly desired)

ACCOUNTABILITY:

The Upazila Coordinator is accountable to the District Coordinator and is evaluated on the timely completion of targets and milestones, adherence to DAP requirements, and effective administrative and financial management, leadership, representation, and coordination.
