Subaward Manager

INTRODUCTION:

Cox’s Bazar, Bandarban, Rangamati and Khagrachari districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, and distorted local markets. Moreover, these districts are prone to chronic and rapid onset disasters.

In response, the USAID Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) is taking an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis.  This includes implementing livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritized districts.

ROLE

Under the leadership of Senior Manager Finance and Subawards, the USAID HICRA“Subaward Manager”  will actively manage the estimated 14 subwards in accordance with the stipulated subaward management processes and policies for the Activity. This includes developing subawards, monitoring and tracking the subaward agreements, conducting site visits to review application of policies, procedures and expenditures against budgets, developing corrective action plans, providing on-going capacity building and technical assistance to enable the partners under HICRA to apply the findings, and follow up to verify compliance. This also includes ensuring all expenditures made under HICRA are allowable, allocable, and reasonable, and thus in line with USAID regulations.

A large part of the role of the subaward manager is to oversee budget allocations, expenditures, and financial reporting and also identify potential risks associated with subawards. To support the partner in overcoming challenges, the subaward manager will work with each partner to develop strategies to mitigate them, ensure that subrecipients adhere to the law, relevant USAID regulations and organizational policies, including financial and reporting requirements.

Main Areas of Responsibilities.
A. Major Responsibility

  • Provide day-to-day leadership for the implementation of all sub award management processes for USAID HICRA.
  • Assist in the development of subaward and grant management policies and procedures
  • Review subrecipients’ manuals and policies for compliance with USAID regulations and terms of their sub agreements for HICRA, recommend changes if needed, and follow up on implementation of recommendations;
  • Provide financial and compliance monitoring of subrecipients of funds: reviewing and monitoring budgets quarterly, reviewing monthly financial reports and supporting documentation, quarterly on-site visits for all local sub awardees to review documentation and report observations and findings to the project management;
  • Maintain all files/records in compliance with sound subaward management practices
  • Assist in conducting pre-award assessments of potential sub awardees and period organziation capacity assessments to determine capacity building needs
  • Prepare subaward approval packages for USAID for any additional subawards (six within the total of 14 anticipated)
  • Ensure timely and accurate reporting of required contractual obligations (monthly and annual VAT reports, inventory reports, accruals and budget projections reports, etc.)
  • Lead the awards management process with partner organizations, including award, modifications tracking, reporting, review and approval;
  • Provide training, as required, to build award management capacity of implementing partners;
  • Maintain files including records on monitoring visits, corrective action plans, and other quality control activities (financial, programmatic, proof of performance);
  • Coordinate with technical leads and district coordinators to assess partner programmatic performance and ensure compliance with award terms and conditions;
  • Ensure timely financial disbursements and compliance with agreements’ financial management policies, monitor all grant expenses and provide regular updates on grant status;
  • Check equipment records, conduct physical inventory of equipment during visit.
  • Ensure compliance with NGOAB annual audit requirements, and provide support as needed for any internal and external audits of partners
  • Review any/all audit reports of partners and follow up on required findings Review payment requests, transactions and supporting documentation to ensure they are allowable, allocable and reasonable
  • Review procurement processes and spot check procurements made under HICRA to ensure processes are compliant
  • Assist HR to facilitate training on Fraud, Conflict of Interest (COI), and Trafficking in Persons (TIP) to HICRA staff members according to mandatory requirement of USAID funding
  • As part of capacity building, provide training on USAID regulations in relation to travel, procurement and finance for implementing partner finance/accounts/procurement teams
  • Ensure adherence to Standards of Conduct, policy manuals and other corporate and applicable policies, procedures and schedules.
  • Perform other related duties as may be assigned.

Required Qualifications

  • Minimum 7 years’ working experience in accounting, finance, subaward management or other related area for USAID funded programs Minimum of 3 years’ experience of previously working on USAID projects in a managerial or supervisory role in relation to a Grant management, subaward management
