In partnership with the Government of Bangladesh, civil society, academia, and the private sector, FHI 360 Bangladesh delivers integrated programs across critical sectors. Our initiatives have spanned essential health services—including HIV and nutrition, tuberculosis, global health security, and economic participation.

1. Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development U.S Department of State, Government (Former USAID)), with a period of performance from April 15, 2019, to December 30, 2027. EpiC provides strategic technical assistance and direct delivery of life-saving services to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis (TB) detection and treatment, improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management. EpiC is led by FHI 360 with core partners Population Services International (PSI), Palladium Group, and Right to Care and implemented by over 250 regional, resource, and local partners.

2. Purpose of the Assignment
The purpose of this short-term assignment is to provide comprehensive strategic and technical guidance to ensure the effective rapid scale-up of EpiC Bangladesh activities within the limited 80-day project period (September–December 2025). It is critical that activities are started up with urgency, technical rigor, and strong alignment with USAID priorities and Government of Bangladesh health strategies. Within this context, the Senior Technical Advisor (STA) will serve as a central driver of program acceleration, ensuring that all technical areas under EpiC—Global Health Security (GHS), Maternal, Newborn and Child Health (MNCH), and Nutrition—are activated and implemented to the highest standards of quality and accountability. The STA will be responsible for providing strategic guidance and technical oversight and engage with partners and government counterparts to guarantee that interventions are well-coordinated, evidence-based, and results-oriented. This role requires not only technical expertise but also the ability to quickly build momentum, troubleshoot challenges, and facilitate effective collaboration across stakeholders. By integrating outbreak preparedness and response mechanisms, strengthening MCH services, and promoting nutrition-sensitive interventions, the STA will ensure that EpiC Bangladesh achieves tangible outcomes within the short timeframe while simultaneously laying the groundwork for longer-term sustainability and impact.

3. Duties and Responsibilities

  • Provide technical oversight for activity implementation across GHS, MCH, and nutrition.
  • Guide national and sub-national planning workshops, sensitization meetings, and simulation exercises.
  • Lead capacity-building support for line ministries, district health authorities, and frontline workers.
  • Provide technical input to risk communication, service utilization campaigns, and outbreak preparedness measures.
  • Review and ensure the technical quality of key project outputs (guidelines, training materials, technical briefs, communication products).
  • Support integration of community feedback and behavioral data into program decision-making.
  • Serve as a technical liaison with USAID/Bangladesh, government ministries, and other partners.
  • Contribute program reporting, documentation, and donor deliverables.

4. Deliverables
The STA is expected to deliver the following within September to December tentatively 80 business days assignment:

5. Reporting and Supervision

  • The Senior Technical Advisor will report directly to the Project Director, EpiC Bangladesh.
  • She/he will collaborate closely with technical advisors (GHS, MNCH, Nutrition), the RCCE Manager, Strategic Information Advisor, and sub-partners.
  • She/he will provide bi-weekly updates to the Project Director and contribute to routine technical review meetings.

6. Qualifications

  • Advanced degrees (MBBS, MPH, MD, PhD, or equivalent) in public health, epidemiology, nutrition, or related field.
  • At least 12-14 years of senior-level technical experience in GHS, MNCH, or nutrition.
  • Demonstrated expertise in outbreak preparedness, health systems strengthening, and donor-funded program implementation.
  • Proven ability to engage with government counterparts, USG, and civil society partners.
  • Strong analytical, writing, and facilitation skills.
  • Fluency in English and Bangla required.

Deliverables/Milestones & Due Dates:

  1. Bi-weekly check-in call with the Portfolio Director to provide concise summaries of key updates and progress, emerging opportunities, and recommend action steps (Due: bi-weekly)
  2. Submission of monthly report detailing completed tasks, accompanied by supporting documentation, as applicable (Due: at the end of each month – 1 September and 31 December 2025).

Payment Terms, Schedule, and Invoicing Instructions for Consultant Fees:

  • In addition to other conditions and limitations in this Agreement, each payment to Consultant will be subject to FHI 360’s prior receipt of corresponding funds from FHI 360’s client or funder. FHI 360 will normally pay Consultant for properly invoiced amounts for completed and accepted work within 15 business days after FHI 360’s receipt of such funds.
  • The consultant will invoice FHI 360 at a rate that does not exceed what is specified in this agreement.
  • The total amount that FHI 360 will pay the consultant for the work described in the agreement is the amount shown
  • On the cover page of the agreement. This amount will be based on the approval of the deliverables listed in the scope of work section.
  • Invoices must reference the FHI 360 Purchase Order Number and must include Consultant’s full name and address as registered in the FHI 360 vendor portal or in GFAS when paid locally.
  • Submit invoices to the FHI 360 Technical Monitor for payment processing no later than thirty (30) calendar days after the month in which the work was performed.
  • FHI 360 will only approve the invoice and make the payment after verifying that the deliverables meet the quality standards and expectations of FHI 360.
