FHI 360 is currently accepting expressions of interest from qualified candidates for a Technical Advisor-Grants position on a USAID-funded program in Bangladesh. The Activity is entitled the Bangladesh America Maitree Activity. The Bangladesh America Maitree Activity will advance broad-based, inclusive, and more sustainable development through local partnerships that complement the Mission’s CDCS goal and development objectives. This activity will (1) establish a grant-making mechanism managed by a local organization to provide funding to qualifying local recipients through a local, competitive process; and (2) increase the organizational capacity of recipient organizations to compete for grants and implement development interventions; and (3) build the capacity of local organizations to collaborate with each other, build networks, and develop local solutions to development problems.
Availability of the position is contingent upon successful award of the project to FHI 360.
Overview:
Provides technical and operational leadership on the creation of grant making systems that are in line with USAID rules and regulations. Responsible for sharing best practices in organizational grant making and contribute to the organizational knowledge base through participation in forums and technical networks. Share new knowledge/evidence and best practices through collaboration with relevant departments. May be required to coordinate and work with a diverse group of organizations and partners. Assesses current technical, managerial and operational efficiencies at the program levels as appropriate. Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. May evaluate proposal design and protocol development to ensure design is sound and based upon evidence-based practice.
Key Responsibilities:
- Advise on USAID granting rules and regulations.
- Support the design and implementation of staff training on topics that may include’ quality control, USAID rules and regulations, and efficient granting process and procedures)
- Develop and deliver trainings on discrete topics for partners to be flowed down to grantees.
- Serve on Grants Evaluation Board as requested.
- Review and advising on selected program interventions as needed.
- Collaborate with partner organizations on designing organizational capacity strengthening modules for different levels of grantee capacity.
- Assess partners current grant-making operations and both recommend and produce a step-by-step action plan with recommendations for changes. Then support the operationalization of the action plan, including follow up reviews of changes made.
- Support the creation/strengthening of local organizational network development and collaboration, pulling on lessons learned from FHI 360’s work around the world. (e.g., designing mentorship activities between organizations)
- Provide technical contributions in organizational development approaches based on FHI 360’s global expertise tools and methodologies.
- Analyze project data and performance and advise program management on performance challenges.
- Contribute to written performance reports for the donor and other interested parties.
- Work with grantees and partners to ensure accurate information flow, including guidance and support on grantee data collection, measurement, and reporting.
- Work with Short Term Technical Advisors (STTA) both local and international to expand existing capacity development tools and resources (e.g., Implementation Tips for USAID Partners).
- Be responsive to the Bangladeshi context and ensure all organizational training materials are available in Bangla.
Minimum Requirements:
- Master's degree or its international equivalent in social science, international development, monitoring and evaluation, or a related field preferred; or a bachelor’s degree and two additional years of work experience.
- Minimum of 10 years of related work experience, with experience managing and implementing granting programs for USAID donor-funded programs
- Proven interpersonal and communication skills and the ability to lead multidisciplinary teams.
- Experience building capacity of local organization granting systems.
- At least 5 years of experience working with USAID rules and regulations.
