National Project Personnel (Programme Associate)
Organizational Setting
FAO in collaboration with the government, UN-organizations, and development partners began serving both the host communities and Rohingya population in building their livelihoods and skill development opportunities in Cox’s Bazar from October 2017. As continuation of the crisis response intervention, the European Union (EU) funded EU-FAO PROACT Project titled ‘Resilience Strengthening through Agri-Food Systems Transformation in Cox’s Bazar will be promoting economic inclusion and strengthening local supply chains and markets, as well as development of private sector partnership across the sub-sectors of crop production and fisheries.
The PROACT project contributes in improving households’ nutrition in introducing nutrition sensitive activities and develop opportunities for host communities to economically benefit from markets created by the presence of Rohingya. In addition, the project continues FAO’s commitment to environmental rehabilitation and economic support for the local communities. The restoration of environmental balance to the targeted area is a core commitment in creating sustainable livelihoods.
Reporting Lines
The NPP is an SC 05 under the overall guidance and Supervision of the FAO Head of Sub-Office and the Team Leader, Cox’s Bazar, Bangladesh and the direct supervision of the Organizational Development Specialist, the incumbent(s) will be responsible for implementing and quality assurance of the project activities. S/he will ensure timely and effectively implementation of the project activities at Sub-district level and provide day-to-day programmatic support to the Organizational Development Specialist and the Team Leader.
Technical Focus
The incumbent will be responsible to ensure quality of field activities performed by the implementing partners’ staff and collection of data and information in identifying programmatic gaps and opportunities. S/he will ensure mainstreaming of Accountability to Affected Populations (AAP) principles, donor compliance, visibility, disaster mainstreaming, gender, and other crosscutting issues.
Tasks and responsibilities
- Contribute in developing Sub-district level monthly and annual work plan that focus the programme goal, objectives and targeted results;
- Work closely with the partners’ staff at Sub-district level for programme management and collection, analysis and contribute in timely updating the project progressing tools;
- Monitor the field activities, form farmers groups-Farmers Field School (FFS) and support the implementation of the FFS, effectively and efficiently;
- Support integration and mainstreaming of Accountability to Affected Populations (AAP) principles and crosscutting themes, such as gender equity and protection throughout activities planning and implementation;
- Conduct farmers’ needs’ assessment and facilitate the development of training curricula and modules with support from line agencies as appropriate;
- Oversee and coordinate all assessment activities in designated sub-district, ensuring communication, reporting, and finalization of activities;
- Organize and implement distributions of inputs to beneficiaries along with government and the implementing partners;
- Submit in a timely manner weekly and monthly work plans and request to Programme management staff for approval and action;
- Oversee and manage allocated budgets for each activity, performing necessary reconciliations with finance as required;
- Provide feedback to programme management as to bottlenecks in the field in coordination, quality of inputs, beneficiary satisfaction, programme performance and any other information, which support the programme improvement and sharing of knowledge;
- Develop skill development training modules and guideline and conduct Training of Trainers, beneficiaries’ training, service providers’ training and capacity building of other stakeholders as appropriate;
- Establish and maintain professional relationships with technical partners (suppliers, civil society, and GOB) to effectively and efficiently deliver technical support and inputs at the field level;
- Plan and monitor the timeliness of activities and prepare Sub-district wise progress report and submit to the Organizational Development Specialist;
- Provide technical assistance to the Organizational Development Specialist on improved farming practices, market information and extension services for the farmers;
- Liaise regularly with government organization and private sectors for market development and establish farmers’ linkages with the aggregation centres and local market
- Actively participate in coordination meetings and update stakeholders on ongoing work at sub-district level;
- Perform other related duties as assigned by the Organizational Development Specialist and the Team Leader.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Bachelor's degree required, postgraduate degree preferred in agricultural science, business management, Statistics, Development Studies or related discipline with expertise in field level programme management and coordination;
- Minimum Five (5) years of professional work experiences in programme planning, implementation, quality assurance and reporting;
- National of Bangladesh.

Technical/ Functional Skills
- Working knowledge of English is essential;
- Ability to use standard software such as MS Word, MS Excel and MS PowerPoint.

- Excellent verbal and written communication skills required;
- Ability to work independently and with minimum supervision;
- Self-motivation, willingness to learn and strong work ethics in a multi-disciplinary team environment.
- Skills in development of training modules and provide training to the partners’ staff on farmers’ organizational development, farm production and market development.
Duration: 12 months (with possibility of extension)
Duty station: Bangladesh-Coxs Bazaar
