A. Objectives:
The main objective of hiring a Nutrition Consultants is to provide support to ensure the implementation of zonal activities under the Rolling Work Plan (RWP) 2022-2023, with a special focus on maternal and child nutrition at the community level including prioritized evidence generation activities in support of programme scale-up.
B. Background:
While Bangladesh has achieved significant reductions in child Stunting in the past two decades, stunting reduction needs to be accelerated if the country is to meet the SDG 2030 and WHA 2025. The 2nd National Plan Action for Nutrition 2027-2025 (NPAN2) has specific targets for stunting reduction. Additionally, the reduction of other forms of malnutrition such as wasting, underweight, micronutrient deficiencies, and overweight need to be accelerated. Poor maternal and adolescent nutrition are thereby still pressing public health problems in Bangladesh and contribute to poor nutrition outcomes among children. The National Nutrition Services Operational Plan, Institute Public Health Nutrition (NNS-OP, IPHN), has prioritized interventions to accelerate the reduction of stunting and other forms of malnutrition through specific interventions to improve Maternal, Infant & Young Child Nutrition (MIYCN) and adolescent nutrition.
UN Agency Bangladesh has just embarked on its new Country Programme 2022-2026. Nutrition prioritized actions have been aligned with government priorities for nutrition as reflected in its 8th Five Year Plan, the health sector programme including NNS-OP, UN Agency’s Nutrition Strategy 2020-2030, and the UN Sustainable Development Cooperation Framework (UNSDCF). In supporting the Government’s priorities, the UN Agency Nutrition programme aims to generate evidence on best practices of maternal nutrition to support scale-up, through increased community-based engagement using existing platforms, including the integration of Growth Monitoring and Promotion (GMP) into EPI sessions, the use of multiple micronutrient supplements (MMS) for pregnant and lactating women, innovation to care for pregnant women and prevent low birth weight (LBW), as well as a demonstration of integrated early childhood care and development (ECCD) for 0-3yr through Primary Health Care (PHC). Besides these, UN Agency works with the Ready- Made Garments (RMG) sector to improve maternal care and practices at the workplace, and with the Ministry of Local Governance, Rural Development and Cooperatives (MoLGRD) to improve nutrition services through strengthened urban Primary Health Care (PHC).
These initiatives, including their integrated evidence generation activities, are part of key activities under the 2022-2023 Joint Rolling Workplan between UN Agency and the Government of Bangladesh (NNS, IPHN, Ministry of Health and Family Welfare (MoHFW) and will require intensified support at the district level. Therefore, UN Agency will recruit 6 nutrition consultants who will work closely with sub-national government counterparts under the direct supervision of the Zonal Nutrition Officer in their respective geographical areas with overall technical guidance from programme managers at Dhaka level.
C. Scope of work:
In their designated Division, each Nutrition Consultant will work closely with the ZNO and sub- national government authorities and officials, including the Divisional Director of Health, Family Planning, DSHE, and LGD during the planning, implementation, and monitoring, and reporting. Nutrition consultants will work closely with the Civil Surgeon office and District Administration. Nutrition consultants, under the supervision of Zonal Nutrition Officers and guidance from the relevant Nutrition Specialists in BCO monitor the implementation of MIYCN interventions in respective field offices.
D. Tasks and Schedules
The assignment is designed for the duration of 12 months with below key tasks and responsibilities:
I. Maternal, Child, and Adolescent Nutrition
a) System Strengthening
- Facilitate consultative workshops at respective districts to inform the development of the operational plan on maternal nutrition (Sylhet: Sunamganj, Netrokona; Gazipur City Corp; Khulna: Narail; and Chattogram: Noakhali)
- Monitor field testing of community outreach standardized package and SBCC materials targeted at key influencers (family members, elected leaders, etc. (Sylhet: Sunamganj, Netrokona; Gazipur City Corp; Khulna: Narail; and Chattogram: Noakhali)
- Support nutrition supply chain management assessment and gap analysis (Sylhet:Sunamganj, Netrokona; Gazipur City Corp; Khulna: Narail; and Chattogram: Noakhali)
- Support and assist ZNO in selected RMG factories in Gazipur to ensure implementation and monitoring 7 standards for factories to improve nutrition services for pregnant and lactating women (Gazipur City Corp, Chattogram City Corp)
- Support the implementation of the adolescent nutrition programme in schools with a specific focus on IFA supplementation for adolescent girls in schools
- Support RTMR for Vitamin A Plus Campaign
b) Community-level support
- Participate and support in capacity building exercise of community workers on community outreach tools (Sylhet: Habiganj; Khulna: Bagerhat; Chattogram: Noakhali; Mymensingh: Netrokona)
- Monitor community workers in using community outreach tools and document challenges and lessons learned (Sylhet: Habiganj; Khulna: Bagerhat; Chattogram: Noakhali; Mymensingh: Netrokona)
- Monitor community mobilization activities to ensure community awareness of the importance of antenatal care, IYCF, and maternal nutrition, as well as nutrition services, and promote engagement with community outreach program (Sylhet: Habiganj; Khulna: Bagerhat; Chattogram: Noakhali, Mymensingh: Netrokona)
- Monitor integration process of GMP into EPI platforms at targeted areas (Sylhet: Habiganj; Khulna: Bagerhat)
- Monitor MMS trial process (participate in capacity building exercise, monitor community outreach tools, and document challenges and lessons learned, supply-gap analysis) in Bhola (Barisal) and Kurigram in Rangpur
- Support monthly narrative reporting of RCT, by the RCT Coordinator on multi-sectoral efforts to improve complementary feeding in urban areas (Sylhet City Corp)
II. Governance
- Support organization of District Nutrition Coordination Committee meetings in the respective districts
- Strengthening divisional level capacity to support the districts to use Nutrition Information System and capacity for evidence-based planning and actions for responsive services
III. Wasting
- Support health facility assessment for SAM unit to identify gaps on the capacity of care providers, availability of supplies and equipment
- Conduct intensified visits to low-performing SAM facilities
- Support to establish SAM model facility (in two disaster prone districts – tbd)
IV. Donor Mission/visit
- Assist Field Office in preparation of donor mission and important GOB/ UN Agency visits

E. Consultancy Costs:
- Each consultant will get 216,000 BDT per month (consolidated).
- Each consultant will be entitled to 1.5 days of leave per month and total of 10 days of emergency leave
- Office place, the working station will be in the Divisional Director of Health office.
- Computer and communication will be bear by the Consultant.
- Stationary and other office equipment will bear by the Consultant.
- Travel cost and travel arrangement in the field, will be bear by the consultant.
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
F. Qualification requirement of the company/institution/organization
- University degree in Nutrition, Public Health or any relevant field
- At least 3-4 years of work experience in community nutrition/ public health required
- Demonstrated competency in working with people
- Strong data management and analytical skills
- Strong computer skills
- Experience in planning and coordination
- Knowledge of health systems important
- Efficient in communication-Bangla and English (oral and written)
- Willingness to locate to the district of assignment and field travel frequently, including hard to reach and remote areas
