A. Objectives:
The overall purpose of the assignment is to support BNNC Office in strengthening multisectoral nutrition information management, monitoring and reporting for operationalization and effective implementation of NPAN2 both at national and sub-national level.
B. Background:
Bangladesh has made remarkable progress in improving the nutrition status of its population; between last two Multiple Indicator Cluster Surveys, under-5 stunting reduced from 42% in 2012-13 to 28% in 2019 and wasting from 9.6% to 8.4%. There has also been significant improvement in other nutrition sensitive sectors. The importance of multisectoral approach to address malnutrition is emphatically underscored in the National Nutrition Policy (NNP) 2015 and the Second National Plan of Action for Nutrition 2016-2025 (NPAN2). Aligning with the SUN movement, ICN2, SDG, WHA and other international commitments, NAPN2 aims to reduce all forms of malnutrition from the country. The implementation of NPAN2 involves 22 nutrition relevant ministries that turned it into a genuine example of multisectoral programming for nutrition.
BNNC Office supports 22 ministries that are responsible for implementing the nutrition activities identified in NPAN2. It facilitates the ministries and their associated departments to prepare annual nutrition workplan as well as to review and monitor the progress of implementation of the planned activities. At sub-national level, District and Upazila Nutrition Coordination Committees (DNCC & UNCC) are the multisectoral coordination and governance structures for nutrition and are considered extended bodies of BNNC. DNCCs and UNCCs are responsible for developing local level multisectoral nutrition plans and monitor its implementation progress. For facilitating this process, BNNC has developed a package consisting of low cost, evidence-based and implementable nutrition interventions (Multi-sectoral Minimum Nutrition Package – MMNP) in line with the national level sectoral work plan. BNNC Office also advocates for making the MMNP available and fully implemented by various government line departments as well as other partners including NGOs and civil societies working at district, upazila and below. BNNC Office is envisioning to update regularly the existing District Nutrition Profile as it is considered as one of the mandatory tools and source of multisectoral nutrition information, especially for setting up of baseline and targets for multisectoral indicators, in the planning process at upazila and district level.
The monitoring of implementation progress of the NPAN2 is one of the core functions of BNNC Office. From the onset of NPAN2 implementation, BNNC Office produces NPAN2 Monitoring Report each year which systematically presents the concurrent nutrition situation, progress of 25 priority indicators and provides recommendations for future directions. The NPAN2 monitoring report is prepared and published with technical assistance of the BNNC’s Monitoring, Evaluation and Research (ME&R) platform and other partners as well. The ME&R platform also performs other functions related to information and knowledge management of BNNC Office. Additionally, BNNC Office is striving to establish a multisectoral nutrition information hub, Nutrition Information Platform (NIP); and maintains an informative website that hosts a number of apps and digital platforms for multisectoral nutrition planning and monitoring as well as for overseeing the functionality of DNCC and UNCC.
Since the beginning, BNNC Office has been discharging these functions related to information management, monitoring and reporting with technical and human resource support from the partners, particularly from NTEAM/NI which will come to end by October 2021. In this context, the Director General of BNNC Office has requested UN Agency to provide a technical human resource support to continue its functions and build capacity of BNNC Officials related to multisectoral nutrition information management, monitoring and reporting.
C. Scope of Work:
The Scope of Work of this assignment includes following tasks/areas of involvement that are expected to be performed as guided by BNNC Office by the incumbent consultant:
- Provide technical support to establish functional multi-sectoral Nutrition Information Platform (NIP) as proposed in the concept paper for revitalization of BNNC
- Assist BNNC Office in establishsment of interoperable sytem for financial tracking for nutrition.
- Support to improvise and update the mutisectoral Nutrition Profile routinely
- Facilitate BNNC Office in monitoring of the implementation of ‘Mult-sectrol Minimum Nutriiton Package’ at district and Upazila level
- Support BNNC Office in mapping of nutrition partners across the country
- Build capacity of BNNC officials in administering and operating the web-based system for multi-sectoral nutrition planning and monitoring at central and sub-national level
- Orient sectoral focal points, UNCC and DNCC members and relevant staff on web-based system for sectoral nutrition planning and monitoring at central level
- Facilitate BNNC Office to functionalize Monitoring, Evaluation and Research platform and track the progress of the implementation of actions agreed by the paltform
- Support BNNC Office to operationalize the web-based system to monitor the functioning of DNCC and UNCC
- Track, analyse and report on the DNCC/UNCC functionality, implementation of MMNP and district nutrition plan
- Assist BNNC in development, maintenance and wider circulation of web-based content, social media content, documentary etc. and maintain/update BNNC’s Website regularly.
- Support BNNC Office for producing annual monitoring reports of NPAN2 and knowledge management products
- Facilitate BNNC Office to organize various meetings, workshops, events and perform other relevant duties as assigned by DG, BNNC
D. Deliverables and Schedules:

E. Consultancy Cost:
- The Consultant will get BDT 2,25,000 per month.
- The Consultant will be located at Dhaka.
- Travel and DSA; other cost communication equipment, PC etc. are bear by the consultant
- Office place, working station will be in BNNC, Dhaka, with frequent field visit to CXB
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
F. Profile Requirements Qualification Skills:
Education:
- Masters’ degree in Management Information System/ Computer Science/ Information and Communication technology/ Nutrition/ Public health/ Social Science/ Statistics/ other relevant discipline,
- Diploma/Certificate course in computer science, ICT/IT, GIS etc. will be added value
Work Experience:
- At least 5 years working experiences in information management, monitoring, evaluation and research, especially in government health, nutrition, food security programmes with in-depth knowledge and understanding of multisectoral nutrition programmes, coordination mechanism and institutional arrangement in Bangladesh
- Experience in production of technical, analytical documents and materials, including monitoring report, policy briefs
- Proven experience in monitoring and evaluation of nutrition programmes
Skills and Competencies:
- Strong computer skills (MS Office package, Database Systems)
- Expertise in statistics and MIS systems and software. Familiar with MIS and reporting systems of government ministries and department related to nutrition
- Strong skills in analysis, critical thinking, reporting and presentation
- Highly skilled in developing communication materials, web-based content, apps, data collection and visualization tools etc.
- Familiar with UN working environment
- Fluent in Bangla and English (spoken and written)
