National Consultant for Implementation support for Covid19 Vaccination (NOB level)

A. Objectives:
The objective of hiring these Consultants are to technical provide support to DGHS for cold chain management, operation and maintenance of Ultra Low Temperature Freezer (ULTF), vaccine & logistics distribution and store maintenance, functioning VLMIS, capacity building and budgeting, and implementation of Covid19 vaccination programme. This consultancy will greatly contribute to leveraging UN Agency’s priority results through DGHS.
B. Background:
Government of Bangladesh developed the National Deployment and Vaccination Plan (NDVP) for planning, deployment, implementation, and monitoring of potential COVID-19 vaccine targeting 80% of population in different phases. GoB is procuring Covid19 vaccines through bilateral arrangement and also receiving vaccines through COVAX Facility. Currently Six COVID-19 vaccines are approved by DGDA for use and four types of Covid19 vaccines (Moderna, Pfizer, AstraZeneca, Sinopharm) are in the system. DGHS is facing challenges for distribution and store maintenance due to shortage of human resources. In addition, country will receive 6.0m doses of mRNA COVID vaccines from Pfizer through the COVAX facility for which storage facility will require minus 70-90 degree Ultra Low-Temperature Freezers (ULTF). Through UN Agency Supply division 26 ULTFs are in process of installation at central EPI store, this will be a new task for which DGHS does not have experiences and additional human resources. Successful Installation of these ULTF also needs extra staff to coordinate with UN Agency and country-level concerned staff of EPI, DGHS. Functioning of vaccine, logistics management information system (VLMIS) needs continuous monitoring and technical guidance. Furthermore, the prioritized target groups for Covid19 vaccine is complex and different from usual vaccination program and hence need special strategic direction and guideline for smooth implementation of activities. Gavi has provided special COVAX technical assistance support to county level for preparedness and planning of Covid19 vaccination program. UN Agency has received the TA fund for providing the technical support for Covid19 vaccination campaign and this ToR has developed for recruitment of four (4) consultants to mitigate immediate gaps for planning, budgeting, capacity building, cold chain, VLMIS, vaccine and logistics management support to DGHS.
C. Scope of work:
The consultants will perform the specific tasks in collaboration with EPI, DGHS and other partners on cold chain management, operation and maintenance of Ultra Low Temperature Freezer (ULTF), vaccine & logistics distribution and store maintenance, functioning VLMIS, capacity building and budgeting, and implementation of Covid19 vaccination programme. The major assignments are:
- Provide technical support to MoH in capacity building, budgeting, and implementation of Covid19 vaccination programme etc.
- Provide support to DGHS on operation and maintenance of ULTFs, cold and freezer room at the Central Level and distribution of Pfizer vaccine
- Provide support in operation and maintenance of WICs and associated Equipment at the District level and updating the cold chain inventories
- Provide support to DGHS for vaccine & logistics distribution, stock maintenance and regular updating central VLMIS
- Technical support for strengthening digital platform for the COVID19 vaccine delivery and vaccination
D. Deliverables and Schedules:
The assignment is designed for the duration of 9 months, where the below tasks are expected:
- Provide support in deployment of different type of COVID-19 vaccine as per National guideline and recommendations following WHO/UN Agency technical notes
- Develop detail budget for deployment plan of different COVID-19 vaccine including different type of campaign and implementation of strategies.
- Support in development of additional training materials as outlined in the training plan and implementation of training plan including facilitation of training in coordination with EPI and DGHS
- Maintain coordination with DGHS, EPI, UN Agency, WHO and other partners for implementation of COVID-19 vaccine deployment plan, budget and capacity development
- Regular coordination with all related stakeholder of any technical issue related to COVID-19 vaccine and cold chain
- Provide support to LDMNCAH in coordination and communication with DGHS and field level, and communicate need-based instruction to field level
- Support in vaccine and logistics customs clearance and distribution and monitor the vaccine and logistics at all level
- Regular participate in planning & coordination meeting and provide regular report to LD MCNAH and UN Agency.
E. Consultancy Costs:
- The Consultant will get BDT 210,000/- per month.
- Computer and Communication will be borne by the Consultant
- Stationery and other office equipment will be borne by the Consultant
- The Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
F. Reporting requirements:
- Monthly activity report which includes
- Progress report on vaccination implementation status
- Report on regular coordination meeting, issues and mitigation
- Report of deployment plan of different COVID-19 vaccine including different type of campaign and implementation of strategies.
- Training support, budget preparation,
- Quarterly review meeting report
- Final report on findings, work carried out, and recommendations.
G. Profile Requirements & Qualification Skills
- Bachelor’s Degree in medicine, public health, health research, health policy and/or management, health education, epidemiology or other health related sciences is required.
- A minimum of 5 years of professional work experience in public health planning and management and/or in relevant areas of maternal and child health program particularly work experience immunization programme, and implementation of supplementary immunization activities.
- Working experience and familiarity with the health programme of Ministry of Health and Family Welfare, international organization or any other agencies will be an asset.
