Objectives: The objective of this ToR is to  hire a  consultant titled, “Children and  Adolescent Club Organizer (ACO)” to provide support for smooth implementation  of child protection (harmful practices and violence against children and women)  and, adolescent empowerment programme such as: Accelerating Protection (APC)  for Children (APC) and Kishor-Kishori Club (KKC) Project under MoWCA in  coordination and collaboration with government DWA and other relevant actors.  The specific objectives are as follows:    
                To organize and  establish community level children and adolescents’ clubs under APC project,  DWA:To collaborate  with APC, KKC, UNFPA clubs, Shishu Academy and build the capacity of those  entities on core child protection, including PSS, case management and positive  parenting as per below.Capacity  building of Children and Adolescents Club members on SAEPTo build  awareness of parents, Community people including CBCPC and local institution.To establish  referral mechanism for wellbeing of children and adolescents.  Description of the major  assignments:  
                Formation /  reactivation of Children and Adolescent Clubs (CACs) through community survey. Collection of  information on all the children and adolescents from APC, under MOWCA to  develop database and assist CRF for collecting information of KKC and UNFPA  clubs.Assist the CRFs  and the ACs in developing the SAEP implement plan in each UN Agency  zone Capacity  development of PLs and adolescents in all the ACs (APC, KKC and UNFPA) Regular  coaching and monitoring-visits to all the clubs in his/her catchment areas     Track the  progress of SAEP implementation as per the monitoring plan shared by APCEstablish  referral mechanism with local community service providers and institutionsBuild awareness  of community people including CBCPC members, and CP actors on CP issues.  The current adolescent population  provides opportunity for demographic dividend in Bangladesh because the  adolescent girls and boys constitute over 23% of the population, a total of at  least 32 million individuals.  The  Government of Bangladesh has strengthened the national legislation and policy  frameworks for children through the Child Policy of 2011 and the National Children  Act of 2013. The country is also a signatory to the UN Convention on the  Elimination of all Forms of Discrimination against Women (CEDAW), and the Convention  on the Rights of the Child (CRC). All these efforts will be directed towards  the realization of the survival, development, protection, and participation  rights of adolescents with equity in Bangladesh.  Adolescence, defined by the United  Nations as the period between the ages of 10-18 years, ushers in the transition  from childhood to adulthood – a period when many critical factors influence the  foundations for adult life. The challenges faced by Bangladeshi adolescents are  multi-sectoral and inter-linked and they require urgent attention. Lack of  convergence, affirmative action and strong leadership at policy level have impacted  shortfalls in terms of enabling environment, supply and demand side related to  adolescent wellness. Adolescent boys and girls continue to face multiple  deprivations of poverty and challenges to prevent and response VAC and ending  child marriage. Girls and boys experience different socialization processes  where a patriarchal societal mind-set plays a key role in making them future  adult females and males. Teenage pregnancies, micronutrient deficiencies, risky  sexual behaviour, sexually transmitted infections and HIV/AIDS, injuries,  tobacco, alcohol or drugs, exposure to mental trauma continue to be concerns  during adolescence.  UN Agency  CP Section has been supporting MoWCA for  implementing the adolescent clubs through the project title “Accelerating  Protection for Children (APC)” for the empowerment of adolescents in all the divisions  of Bangladesh. DWA is operating around 5,000 adolescent clubs named  Kishor-Kishori Club (KKC) and UNFPA clubs. Very recently, UN Agency  and the APC Project agreed to shift the  current implementation modalities/approaches from CSO-partnership to Direct  Implementation through MoWCA and DWA for the sustainability and scalability of  the programme. These ACOs will provide support to APC clubs as well as  collaborate with KKCs, AFHCs and UNFPA clubs for smooth implementation of child  protection (harmful practices and violence against children and women) and,  adolescent empowerment programme at the community level.   This position of ACOs will be recruited  by third party is to contribute to establish adolescent clubs, facilitate to  train peer leaders and adolescents on SAEP, capacitate parents, CBCPC members  and establish referral mechanism as part of empowering adolescents                     B. Scope of Work:  The Adolescent Club Organizer  (ACPs) will closely work with Upazila Women Affairs Officer (UWFO), Child  Rights Facilitators (CRFs), UN Agency  CP  Officers, APC Project at each zone for smooth implementation of EoA programmes  under APC project and Kishor-Kishori Club (KKC) project of MoWCA.
