A. Objectives:
This consultancy will assess the quality and impact of UN Agency Bangladesh implementing partner’s PSEA training materials, developing a collection of ‘best example’ materials which align with the UN, UN Agency and IASC standards for PSEA. The consultancy will also monitor the extent to which partners are implementing their PSEA policy and procedures as outlined in their policy documents and PSEA Action Plan.
B. Background:
In 2019, UN Agency acted as the first UN Champion Agency for PSEA. In 2020, UN Agency Bangladesh began the process of assessing all implementing partners for their capacity in PSEA.
A PSEA Self-Assessment tool, designed to be applicable to any implementing partner globally, was used to measure partner’s capacities in areas such as organisational management, serious incident reporting, victim assistance and referrals, and other PSEA standards. The assessment process for partners in Bangladesh has revealed that current civil society implementing partners have a range of capacity and risk levels. Due to the universal nature of the tool, in-depth qualitative assessment of each partner’s, PSEA policy and procedures has been a challenge. Another challenge has been determining the extent to which partners are implementing stated policies on a regular basis. This consultancy intends to fill those knowledge gaps.
C. Scope of work
This consultancy will collect information on PSEA assurance – in other words, the quality and status of the 6 standards - on the part of each civil society partner. This includes the nature and content of partner’s PSEA training, as well as measuring the extent to which this training has been extended to all staff. This consultancy will also measure, through audit tools, interviews with members of senior management, field-level staff, and community beneficiaries, the extent of implementation and adherence to the partner’s own PSEA policy and procedures. These findings will help inform a capacity assessment, which will support UN Agency Bangladesh to provide implementing partners with more tailored, effective capacity-building and institutional support.

- Work with PSEA Coordinator and focal points to select a sampling of partners to assess.
- Arrange times to meet (potentially only online) partners.
- Develop an assessment tool in line with UN Agency, UN and IASC standards for PSEA.
- Meet with a selection of staff from each of the participating agencies.
- Collect a sampling of materials from participating agencies.
- Conduct simple KAP surveys with staff.
- Conduct research with communities (FGDs, individual consultations)
- Prepare a capacity/gap analysis and quality assessment of partners
- Prepare a review of partner’s implementation of their policy and procedures
- Conduct an online presentation of the research findings to select UN Agency staff.
- Develop a written report with findings, highlighting ‘best practice’ materials, and outlining the estimated quality of the material. This should include an assessment of the absorption of the materials by select staff (KAP survey findings) and the extent of policy implementation within the partner organisation and in communities.

E. Consultancy Costs
- Consultant will get BDT 225,000 per month. Other costs, including communication equipment, PC etc. are to be borne by the consultant.
- Consultant will be home-based and reporting on a regular basis to the PSEA Coordinator
- Stationary and other office equipment, will be borne by the Consultant
- Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.
F. Profile Requirements & Qualification Skills
- Qualifications can include a Masters, PhD in the discipline of Social Sciences, Human Resources, Education, Social Work, Community Development.
- Firm understanding of SEA and prevention of SEA, ideally within the humanitarian/development context
- Experience conducting KAP surveys, training needs assessments, capacity gap analysis
- Solid understanding of the Bangladesh aid sector (ideally both humanitarian and development)
