MNCH Consultant at NOA Level

Duty Station: Patuakhali, Bangladesh

Reporting to: Zonal Health Officer, Barishal

A. Objective

The objective of MNCH consultant is to supplement capacity of United Nation Agency to support field level MNCH activities in Patuakhali district. S/He will provide technical assistance to local DGHS/DGFP for implementation of Global Affairs of Canada supported ImSRHR&MNH project implementation, monitoring and mentoring for DEPB implementation. S/He will also coordinate with the UNFPA, save the children and other NGO partners supporting implementation of this project to achieve the result for this project.
 
The overall purpose of the assignment is to support Patuakhali district to strengthen the monitoring and support District Health Managers implementing DEPB following GAC work plan. The incumbents will carry out the activities outlined in this TOR in United Nation Agency supported project activities in Patuakhali district.

B. Background

United Nation Agency is implementing "Improving sexual, reproductive health and rights including maternal and new-born health in Bangladesh" in five hard to reach districts (Shirajganj, Jamalpur, Moulavibazar, Patuakhali and Rangamati) supported by Global Affairs Canada (GAC). Every district has developed yearly work plan based on existing information to improve RMNCH service and issues. They will go through extensive exercise to find the real bottlenecks and immediate solution of the problem through local funding. Each sub-district will have a separate plan along with the district plan. Both Health and FP section will be involved during the planning process. The fund is released through directorate office quarterly to the civil surgeon as per the approved plan. The health managers are supposed to monitor the process and report every quarterly.

Currently the central team is supported by the zonal Health officers for implementation of this project. But their support is not sufficient since they are involved with overall divisional health activities which involves other responsibilities. Also, much of the intense field support will be required during first one or two years of the project. To improve the efficiency of the funding and implementation, it is important to conduct rigorous monitoring of progress and revised the plan as per need. At national level, the Line Directors are highly involved in planning and little attention to monitoring in the field. The previous experiences show that intense follow-up of any plan gives more strength to the program and improve many bottlenecks in the field. It is anticipated that Government mechanism for regular local level coordination and planning will be established by the end of that period (2022). As mentioned, these five districts are very hard to reach and fall behind on most of the health indicators, to monitor the implementation is a challenge. In this respect, consultants with time bound outputs are deemed more appropriate for these tasks. It is hoped that, after a year of intense support, capacity of stakeholders will be increased, and linkages well established at various tiers. 

C. Scope of work

The consultant will perform the specific defined task with time line in collaboration with DGHS, DGFP, UNFPA and other partners in the assigned districts. The consultant will report to supervisor every month focusing on the progress of the overall indicated activities. S/He will ensure timely quality accomplishment of DEPB implementation at the facilities; Quality Improvement initiative and NGO supported activities in the community level. S/He will also coordinate with country office and other MNCH consultants in other districts to share the progress as required.

D. Tasks and Schedules

The assignment is designed for the period of 11 months where the consultant is expected to accomplish the following tasks-

1.   Overall:

  • Provide technical support to establishing/strengthening linkages and coordination/collaboration between health system, local government, community and other partners.
  • Support and facilitate GO and partner NGOs to increase utilization of quality RMNCH services at the facility, outreach and household level
  • Ensure timely fund request and liquidation for the district
  • Field monitoring of all district to ensure proper implementation of RMNCH activities including spot checking.
  • Use information to monitor and analyse impact of local level funding, update planning and targets and inform national strategies
  • Preparation and dissemination of technical reports, DEPB for GAC, bulletins, and other publications, including web portal and release of information

2.   DGHS/Facility level

  • Support smooth and timely implementation of planned activities for increasing capacity of GO-NGO providers. This includes planning/supporting/conducting planned activities/orientation
  • Support implementation of identified modalities for Planning and implementation based on DEPB and GAC work plan
  • Provide technical support to district, upazila and union health managers and service providers to improve quality of MNCH services through timely, planning, monitoring, timely procurement-supply-distribution of logistics, equipment and drugs. It includes monitoring of SCANU, NSU, EmONC services in the facilities.
  • Orient, Facilitate and monitor the QI activities as per EMEN standard
  • Arrange/facilitate review meeting with the Civil Surgeons and UH&FPOs, UNFPA and other partners quarterly.
  • Participate in collection, analysis, interpretation and dissemination of health information from routine HMIS/MIS-DGFP, surveys, surveillance and diverse contextual information sources monthly as per guideline.
  • Support and monitor the notification, reporting, data collection and analysis of MPDSR

3.   NGO/Community level

  • Support partner NGOs to carry out planned activities in coordination with Zonal Health officer, Zonal C4D officer and BCO colleagues.
  • Support and strengthen linkage with local government
  • Supervise and monitor quality and timely implementation of NGO activities

4.   Others

  • Overall quality assurance of programme as per United Nation Agency guideline
  • Coordinate and collaborate with UNFPA divisional health team, NGOs and other partners for joint implementation of GAC project
  • Coordinate regularly with Zonal office, BCO team for guidance, support and feedback
  • Ensure effective and efficient use of GAC budget support at local level
  • Participate in various programme meeting and activities as suggested
  • Prepare regular monthly plans and reports including other reports as required by zonal office and BCO
  • Support and monitor financial activities on time which includes supporting GOB and NGOs for preparing feasible activity plans, budget, tracking fund disbursement and expenditure, following up on timely disbursement of SOE as per HACT.

E. Reporting and Deliverables Requirements

The consultant to report to the Health Officer, Barishal and will provide following deliverables:

  • Quarterly EMEN facility assessment for DH and two UHC completed by national assessor team
  • Two EMEN refresher training completed
  • Quarterly EMEN coaching visit to all facilities by EMEN coaching team
  • Quarterly NGO progress review meeting completed along with UNFPA and other partners
  • 100% death notification and review done including MPDSR data analysis
  • 100% MIS reporting on EMEN in DHIS2
  • 100% facility initiated and reporting on KMC in DHIS 2
  • Quarterly MPDSR sub-committee meeting held
  • Maternal and newborn services in facilities monitored in at least three upazila and report shared
  • Monthly progress review meeting held on ImSRHR&MNH project

F. Take-home pay

Cost Consultant: BDT 160,000 per month consolidated  for 11 months
*The cost includes consultancy fee and lump sum travel cost

G. Profile Requirements, Qualifications, Skills

  • Have MBBS degree with preferably MPH
  • At least 3 years working experience in health-related project, LLP and DEPB with GOB and NGOs with extensive field work
  • Preference will be for expertise and knowledge on EmONC, Essential newborn care, SCANU & NSU, quality improvement
  • Experience of working at community level and participatory approach is desirable
  • Well versed in computer programme and well oriented in DHIS2
  • Experience of performing M&E functions in a maternal, newborn and child health programme will be an added advantage
  • Ready to travel at least 60% of the time

H. Administrative Issues

  • Consultant will be located at Patuakhali and report to Health Officer, Barisal. The second line supervisor will be Health Specialist, Dhaka
  • The consultant will get BDT 160,000 per month for 11 month as a consolidated package, which includes lump sum travel cost, so consultant will not claim any travel cost in addition to this.
  • Computer and communication will bear by the Consultant
  • Consultants should find own working space in Civil Surgeon office of Patuakhali;
  • Stationary and other office equipment, will be borne by the Consultant.
