Objectives The purpose of the consultancy is to support the  project on “Installation, commissioning and maintenance of Liquid Medical  Oxygen (VIE) System in 30 selected hospitals of Bangladesh to improve oxygen  supply for management of COVID patients” The consultants will provide technical  support to DGHS and UN Agency for the oversight of the timely implementation of  the physical and mechanical works for Liquid Medical Oxygen (VIE) project in 30  hospitals as per the agreed implementation plan, ensure quality assurance  process maintained and followed throughout the project as per national  protocol, standards,  ensure optimum  safety and regulatory compliance in accordance with the government’s regulatory  requirement, relevant codes and as per the standard medical/industrial  practices and maintaining due diligence process. The consultant will also  provide technical oversight of the LMO system at assigned hospitals including  on-site monitoring, trouble shooting, quality assurance including capacity  building of the facility team for the maintenance of the LMO system.  B. Background The unprecedented nature of COVID-19 pandemic has posed a great  risk for overwhelming the health facilities/hospitals of Bangladesh with large  numbers of COVID cases. Most of the severe and critical COVID cases would  require high flow oxygen support and the requirement of oxygen for the  projected number of cases at district, divisional and tertiary level hospitals  may far exceed the current capacity. The burgeoning number of COVID cases has  already over stretched the case management capacity of the designated hospitals  which have been further accentuated by the inadequate oxygen supply at all  level of hospitals. In alignment with the National COVID-19 Preparedness and response  Plan and as one of the strategic priority for COVID case management, DGHS has  already assessed the facilities in terms of oxygen capacity and developed a  plan for further strengthening the oxygen supply system in all designated  hospitals who will be managing COVID/Non-COVID cases. In the context of current  situation and urgency, DGHS prepared a list of facilities for installation of  Liquid medical oxygen (LMO) system or alternative oxygen generating systems and  also increasing capacity of the existing LMO system with extended outlets to  surge the oxygen supply capacity of all hospitals within shortest possible time  period. Following a request from Ministry of Health and Family Welfare, UN  Agency has undertaken the project with World bank funding on “Installation,  commissioning and maintenance of Liquid Medical Oxygen (VIE) System in 30  selected hospitals of Bangladesh to improve oxygen supply for management of  COVID patients”. To implement this very critical and emergency project, UN  Agency will hire competent and qualified Bio-medical engineers with relevant  experiences to provide site supervision services, including safety compliance  and quality assurance for the Installation, commissioning and maintenance of  Liquid Medical Oxygen (VIE) System in selected thirty (30) hospitals of Bangladesh  to improve oxygen supply for management of COVID patients. C. Scope Of Work The consultant will perform the specific tasks  in collaboration with DGHS, MOHFW and implementing agencies to establish a very  highly technical endeavour Liquid Medical Oxygen (VIE) System in 30 hospitals,  which require very specific kind of technical knowledge, experiences and  expertise of a Bio-Medical Engineer who can understand the scope of the work,  provide technical support and oversight to the implementing agencies and  partners for the execution of the LMO (VIE) as per the agreed standard and  specifications and over-sight and also support UN Agency/DGHS to ensure quality  assurance and due diligence of the whole process. NB: Two consultant would be hired considering  the huge scope and current urgency of the project due to surge in oxygen  needs  amid increasing case load of  COVID19 cases in all secondary and tertiary level hospitals and large numbers  of hospitals located at different geographical areas (District/Division). This  is a very critical and emergency project of the MOHFW and to be executed in the  shortest possible time as directed by the MOHFW within 30th September 2021 with  a maintenance period of 6 month to be completed by March 2022. Thus 30  hospitals would be divided, and each consultant would be assigned with 8-10  hospitals for the technical oversight and quality assurance of the  Installation, Testing & Commissioning and certification of completion of  new Liquid Medical Oxygen (VIE) System and or expansion of existing LMO system  on a turn key basis including maintenance support and capacity building of the  National Electro Medical Equipment Maintenance Workshop and Training Center  (NEMEMW) for managing the LMO system during and beyond the implementation  period.                 The  consultants will get BDT 225,000.00 per month as a consolidated package which  includes lumpsum travel cost, however any additional travel cost could be paid  on an actual basis based on agreed assignment list.Computer and  communication will be borne by the Consultant Stationery and  other office equipment will be borne by the Consultant Consultant  will be responsible to pay all taxes as per government rules and regulations.  E-Zone will make statutory deductions towards income tax as per government  rules and regulations. G.  Profile  Requirements & Qualification Skills 
                Have Biomedical Engineering degree;A minimum of 03 years of relevant working experience in  Bio-medical engineering field or similar project, particularly in establishing  Liquid Medical Oxygen (VIE) System or similar work experiences in medical gas  line development;Previous working experiences on Liquid Medical Oxygen (VIE) system  with Ministry of Health, Bangladesh or any private sector entities and  familiarity with the system would be preferred;Working relationship with the Ministry of Health and GOB high  officials, UN Agency or WHO would be an added advantage.
