National HMIS Consultant- COVID-19 data management

A. Objectives:

The objective of hiring national HMIS Consultant- COVID 19 data management is to provide technical support to DGHS, MoH&FW for real-time COVID-19 Health Management Information System (HMIS) through supporting all COVID-19 HMIS platforms, capacity building of national and sub-national MIS staff and monitoring of COVID-19  data ( daily COVID-19 situation, Hospital  Readiness and Patient Information, COVID-19 Vaccination and Logistic Information etc.) for timeliness, completeness and accuracy, regular analysis for data-driven pragmatic response and support enhancements all COVID-19 real-time dashboards.

B. Background:

The Government of Bangladesh’s current sector programme on the health and nutrition sector (HNSP 2017-2022) has prioritized health systems approach for evidence generation and health & nutrition programming based on the availability of quality routine health services data through Management Information System (MIS). Ministry of Health and Family Welfare (MoH&FW) has been using the web-based MIS system “District Health Information System (DHIS2)” from national to community level for reporting, analysis and use of health service delivery administrative data. UN Agency views routine HMIS as a critical entry point for equity-based programming and district health systems strengthening approach through facilitating enhanced data availability, integration, quality, and use, at subnational levels including the point of care.

Bangladesh is currently facing an increase in the number of COVID-19 cases over the last few weeks since early April 2021. This is being the second wave of COVID-19 and there is increasing concern on this rise in cases as well as the country’s capacity towards effectively responding to the pandemic. The real-time data generation and analysis around covid-19 are very critical for timely response to tackle the pandemic.

Since the beginning of the pandemic in early March 2020 in Bangladesh, UN Agency has been supporting the Directorate General of Health Services and the Management Information Systems (MIS) department towards developing DHIS2 surveillance and aggregated system for reporting. A database and application were developed in DHIS2 for individual case tracking of COVID positive cases from lab sample testing through case-management to the outcome. Under this system, the sample collectors enter the data through an app, and the labs  further provide the results, while sending the data to the central server and the health authorities in the area to inform the case and provide support, including isolation advise, telemedicine and referral. This enables to act on each lab result, and provide support to the positive cases, as well as facilitate the contact tracing. 

A COVID-19 dashboard has also been developed with the guidance of DG, DGHS and is updated daily to presenting information on COVID 19 response (http://103.247.238.81/webportal/pages/covid19.php). This portal displays the data from the laboratory about the positive cases, daily number of people in quarantine and isolation as well displays the number of health facilities where COVID-19 patients are managed and provides an overview of the stock availability of the health facilities. The Supply Chain Management data is managed through a separate system, e-LMIS and has been made interoperable with the coronavirus data dashboard. About more than 95% of the health facilities report daily the stock data, and support CMSD and DGHS to plan for distribution of supplies. Currently UN Agency Bangladesh has been supporting MIS, DGHS for collecting, analysis and displaying hospital’s detail information with bed-occupancy so the people in need to hospitalization can get hospital information in real-time and communicate with hospitals for admission. More information is required to understand the oxygen availability, oxygen infrastructure and rational use of oxygen in the facilities.

In this context, it is an urgent need to supplement technical assistance on quality evidence generation by improvement of COVID-19 data-generation and data-management. 

C. Scope of work

The consultant will perform the specific tasks in collaboration with Directorate MIS, DGHS, Directorate Hospital of DGHS, MOHFW and UN Agency HSS team.

The specific scope of work as follow:

  • Support enhancement DHIS2 surveillance system and aggregated reporting from all COVID-19 HMIS platforms working with MIS and HISP Bangladesh and extract data for analysis.
  • Capacity building of national and sub-national MIS staff for report generation, monitoring and analysis for enhancing local-level use of evidence.
  • Monitoring of COVID-19 data (daily COVID-19 situation, Hospital Readiness and Patient Information, COVID-19 Vaccination and Logistic Information etc.) for timeliness, completeness, and accuracy.
  • Regular analysis of all COVID-19 related data for data-driven pragmatic response.
  • Support enhancements all COVID-19 real-time dashboards lodged in DGHS platforms.
  • Enhancing data systems and data analytics for evidence-based monitoring, decision making and resource allocation towards oxygen security.
  • Enhancing data systems and data analytics for evidence-based monitoring, decision making and resource allocation towards COVID-19 vaccination program.
  • Support entry and data analysis of Health Facility Readiness Assessment and report writing.
  • Regular coordination with MIS, DGHS for technical assistance, capacity building, system enhancement, data-analysis and data-driven decision making.

E. Consultancy Costs

  • Consultant will get 216,000 BDT per month.
  • Computer and communication will be borne by the Consultant
  • Stationary and other office equipment, will be borne by the Consultant
  • Travel cost and travel arrangement in the field, will be borne by the consultant
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.

F. Profile Requirements Qualification Skills

  • Have bachelor/master’s degree preferably in computer science, Statistics, or IT background.
  • At least three years working experience in health-related MIS or M&E field with GOB
  • Knowledge and technical experience of DHIS2.
  • Demonstrated experience of data analysis using Excel/Stata/SPSS, data validation.
  • Strong skills to use data visualization tools such as Table, Power BI click data and others.
  • Extensive experience of working on mHealth/eHMIS initiative.
  • Understanding and experience on the health and Nutrition Indicators
  • Experience in a UN organization is an asset.
  • Fluency in English required. Knowledge of another UN Language is an added advantage.
  • Strong skills on coordination and liaison with government, NGO and related stakeholders.
