Information Management Consultant

A. Objectives

The objective of Information Management consultant is to support the systematic assessment of on-going programme and field monitoring, development and operationalization of MIS systems, data collection, compilation, analysis and visualisation including GIS maps, pictographs and infographics.

B. Background:

UN Agency Bangladesh has a very big programme footprint which requires the use of innovative tools and systems to enhance the systematic monitoring of the programmes for good decision making and timely corrective actions to be taken. Currently, there are several field office and programme monitoring frameworks and tools, which need to be assessed and a comprehensive one developed. 

Related to the high programme footprint, UN Agency Bangladesh produces a wealth of data that requires to be packaged in a compelling way for easy understanding and use by programme staff as well as for advocacy with key stakeholders. In the current COVID-19 emergency response, this work assumes an even greater significance, as it is critical to have an expert who can support swift visualization of data for strategic decision making.

The consultant will be requested to support the systematic assessment of on-going programme and field monitoring, development and operationalization of MIS systems, data collection, compilation, analysis and visualisation including GIS maps, pictographs and infographics. Different materials including strategic documents, reports, frameworks, strategies, among others will need to be designed for various purposes. The office is looking for a national consultant with some innovative Ideas and skills set to visualise our thinking/materials/data in an appealing way. The successful Candidate will be engaged for the duration of 11 months. 

C. Scope of work

The consultants will perform the specific defined task within the timelines in the areas of MIS development and operationalization, formative assessment, data collection, compilation, analysis, data visualisation (design) and dissemination.

D. Tasks and Schedules

Purpose of Activity/Assignment: 

Under the direct supervision of the Chief Planning, Monitoring and Reporting, the consultant will deliver the following tasks:

Development of data systems and assessments 

  • Support the development and operationalization of a UN Agency internal integrated MIS system for the routine monitoring of programme results across the office. 
  •  Conduct a systematic assessment of on-going programme and field monitoring systems and data collection mechanisms, including HACT PMVs.
  • Conduct a SWOT analysis based on the assessment of programme monitoring mechanisms and make recommendation for strengthening programme and field monitoring.

Data collection, compilation and analysis

  • Support data collection and information needed for UN Agency’s routine programme, monitoring and reporting purposes, ensuring compliance and full engagement of all UN Agency partners in the reporting.
  • Develop an indicator-wise master database of the CO RWPs to ensure regularly required information is readily available.
  •  Work closely with UN Agency programmes Sections  and Field Office staff (WASH, Health, Nutrition, Child Protection, Education, Social Protection, Communication, C4D and FO PMOs) on data from the field, such as sector data collection, and any other data source, as relevant, to ensure quality and consistency in data collection and reporting.
  • Support the data analysis of around 5,000 responses from the online survey and report writing based on analysis on the Adolescent and Youth consultation during April/May 2021.
  • Maintain a database of relevant and up-to-date information e.g., population movement, trend, needs assessment, etc. from internal or external sources.

Data visualization (design) & dissemination

  • Develop and/or update a regular package of data visualization products (including maps,
  • Dashboards, infographics and financial/resource analysis) that presents information in a way that is easily understood by various decision makers, individuals and groups. 
  • Develop and/or update data visualization platforms on a regular basis.
  • Support the utilization of effective methods and platforms to standardize and share information (e.g. website, mailing lists, SharePoint sites, Dropbox, hard copies, etc.).
  • Perform other duties as may be required and assigned.

The consultant will be engaged on a variety of assets that may include reports, frameworks, strategies, infographics, digital assets among others. The consultant will be located in the UN Agency Bangladesh office (and work from home during Government’s lockdown) to produce the products in the pre-agreed timeline.

F. Consultancy Costs

  • Consultant will get BDT 1,75,000 per month
  • UN Agency laptop computer will be provided to the consultant. The software to generate maps will be installed in the laptop.
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations.

G. Profile Requirements Qualification Skills

  • Minimum Education required:

Bachelor’s degree in Information Management, Geography, Geographic information system (GIS), Statistics, Planning and Monitoring or any other relevant subject.

  • Knowledge/Expertise/Skills required:
  • A minimum of 2 years’ experience at the national and/or international level in information management, programme management and implementation monitoring, and project support.
  • Strong knowledge in ODK based technology or mobile data collection platforms like Ona, Kobo is required.
  • Required strong knowledge in advance MS Excel, SPSS, Strata, Access and other data management tools.
  • Experience in data management or humanitarian or development field will be assets.
  • Excellent oral and written skills. 
  • Excellent interpersonal skills - culturally and socially sensitive, ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels.
  • Ability to work and adapt professionally and effectively in a challenging environment, ability to work effectively in a multicultural team of international and national personnel.
  • Self-motivated, ability to work with minimum supervision and to work to tight deadlines.
  • Sound security awareness
