Field Coordinator - DEVCO

Duty Station: Pekua, Teknaf, Cox’s Bazar Sadar and Maheshkhali Upazillas- Cox’s Bazar, Bangladesh. Each Field Coordinator will be assigned to one of the above Upazilas with travel to unions under the assigned Upazila.

Contract Duration: 6 months

Reporting to: Programme Specialist - DEVCO Coordinator

A. Objectives, Purpose and Expected Results

The purpose of the assignment is to strengthen the results monitoring and data collection of the project at field level, UN Organization is hiring Field Coordinators to track and improve the coordination of field activities and support the implementation of community-based monitoring to strengthen the delivery of integrated services to targeted beneficiaries.

B. Background:

Cox’s Bazar District is currently hosting 860,000 Rohingya refugees, nearly all of whom are living in 34 congested camps in the district. This crisis has created a challenging situation for Bangladesh,
particularly for the communities in Cox’s Bazar District. The Rohingya refugee crisis was one of the
largest and fastest-growing humanitarian catastrophes in recent times. Arriving in Bangladesh in the hundreds of thousands, their needs were massive and ranged from psychosocial support to access to basic social services for water, health, nutrition and education. While the arrival of Rohingya refugees since 25 August 2017 is not the root cause of the problem, their presence has contributed to a vicious cycle which will only get worse without actions with a medium to longer-term vision. This provided an opportunity to practice a new approach to responding to the crisis and the needs of the Cox’s Bazar district simultaneously.

To address these issues, UN Organization, funded by the European Union, started a multi-year programme “Building Rohingya refugee and host community’s resilience in Cox’s Bazar”, to support efforts to address systemic changes required not only to lessen the need for humanitarian aid in Cox’s Bazar District, but also to complement and strengthen existing local development efforts. Over 478,000 children and families will benefit as part of this programme. The project aims to improve access to basic services for the refugee and host communities across four key areas; Nutrition, Water, Sanitation and Hygiene (WASH), Education and Child Protection. The project aims to strengthen existing local development efforts and reduce the need for humanitarian assistance in the future. Building resilience is not only about support to communities to withstand and cope with stress, but also an opportunity for transformation, through empowerment, enhanced livelihoods and changing environments, harmful social norms and behaviours.

The project takes an innovative approach towards integration of services across all four programme areas. Integration will be achieved in two ways: structurally through effective multi-sectoral coordination and geographically by focusing on specific areas Upazilas; Teknaf, Pekua Cox's Bazar Sadar and Maheshkhali and refugee camps 7,15, 8E, 8W and 14

C. Description of Assignment

Under the direct supervision of the Programme Specialist -DEVCO Coordinator, the Field Coordinator will:

1. Support the planning, implementation and coordination of community-based activities.

  • Support the mapping of existing actors and services provided in the framework of DEVCO.
  • Support the field level joint planning and implementation for better integration of DEVCO activities in close collaboration and coordination with field section teams.
  • Work with DEVCO implementing partners on adequate referral and follow-up of beneficiaries at field level.
  • Coordination with District and Upazila administration to support supervision and monitoring activities (from District and upazila to field).
  • Support effective coordination of cross-teams’ efforts among DEVCO implementing partners on beneficiary feedback to create synergies and linkages for integrated service delivery in close coordination with field section teams.
  • In close coordination with the Upazilla Food and Nutrition Security Officer and implementing partners, support continuous verification of the selected/existing beneficiaries and documentation of needs assessments.
  • Support in establishing Community-based Child Protection Committees in both Rohingya and Host community.
  • Assess and support in improving WASH facilities in Schools and Health Centres in catchmentareas.
  • Support in conducting community engagement activities including disseminating awareness-raising messaging and counselling and distribution (education and dignity kits, gardening tools etc.)

2. Provide regular monitoring and oversight of DEVCO activities.

  • Conduct weekly field monitoring of service delivery sites
  • Proactively monitor the situation for children on the ground (e.g. political, economic, social, weather-related, etc), and report on any significant changes during regular monthly reports.
  • Provide concise and action-oriented monthly field monitoring reports including challenges and recommendations
  • Support the implementation of the community-based monitoring activities with guidance from the M&E Officer

3. Provide support in conducting community engagement activities.

  • In close collaboration and coordination with District and Upazila administration and implementing partners, provide support in conducting community engagement activities in the area
  • Provide support in developing key messages and communication materials for the community engagement activities.

4. Support communications and visibility efforts.

  • Ensure the branding of all project sites, equipment and supplies in accordance with EU

requirements.

  • Collect quotes and photos from project beneficiaries for developing social media content and success stories.
  • Facilitate visits from senior management, donors and/or media.

5. Any other related tasks as may be required or assigned by the supervisor.

D. Deliverables

As an active UN Organization team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UN Organization and its beneficiaries in the accomplishment of her/his functions, including:

  • Improved programme implementation, through increased understanding of the situation and response on the ground, with a focus on robust support to the most vulnerable families
  • Improved integration of the DEVCO programme, ensuring that the needs of families are met comprehensively, rather than in siloes.
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment

E. Reporting requirements

Field Coordinators are expected to be in regular contact with the Programme Specialist-DEVCO Coordinator- by phone, whatsapp, text and/or email.
All field monitoring is expected to be documented through online kobo forms.
On a monthly basis, a short report should be submitted along with the invoice covering 1) key updates on the situation of children in the upazilla; 2) key achievements; 3) critical bottlenecks; and 4) new opportunities.

F. Payment Schedule

The Field Coordinator will have regular monthly attendance based on the work plan agreed with the supervisor. The monthly payment will be paid on the basis of the certified attendance and deliverables.

G. Consultancy Costs

Cost of the Consultant:

  • BDT 145,000 per month consolidated (The cost includes consultancy fee and lumpsum travel cost at duty station)
  • Consultant will be located in the designated Upazila with frequent field visit to intervention sites as required and report to the Supervisor.
  • Consultant will get fixed remuneration including travel cost in the field. If the consultants are required to travel outside their duty station, prior approval will be required, then travel and DSA costs will be reimbursed at actuals as per E-Zone policy.
  • Computer, communication, stationery and other office equipment expenses will be borne by the Consultant
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations

H. Qualification requirements

  • Minimum university degree
  • A minimum of two years of related professional experience in social or community development or other related work;
  • Working experience with Local Government Institutions (District or Upazila Administration)
  • Experience with information technology applications (e.g. KOBO, ONA, ODK) desirable;
  • Skills in community assessment and development;
  • Good communication skills to interact successfully with different stakeholders
  • Ability to build strong relationships with local communities, partners and government authorities Language skills Good command of the working English language is required.

I. Administrative Issues

  • Consultant will be located in the designated Upazila with frequent field visit to intervention sites as required and report to the Supervisor.
  • Consultant will get fixed remuneration including travel cost in the field. If the consultants are required to travel outside their duty station, prior approval will be required, then travel and DSA costs will be reimbursed at actuals.
  • Computer, communication, stationary and other office equipment will be borne by the Consultant.
  • Stationery and communication costs will have to be borne by the Consultant;
  • Consultant will be responsible to pay all taxes as per government rules and regulations.
