A. Objectives

UN Agency Bangladesh wishes to recruit a short-term consultant for the position: National Consultant (Quality improvement learning hub) for coordination and implementation of all Quality Improvement related activities of USAID, FCDO, BMGF and GAC supported projects in 17 districts.

The national Consultant (QIL Hub Co-Ordinator at NIPSOM) will be located at NIPSOM, Dhaka, provide technical assistance and coordination support to NIPSOM team and also coordinate with concerned programmes of the DGHS, DGFP and other partners for the smooth implementation of the Quality Improvement scale-up plan of the MOHFW in 17 districts through UN Agency technical support.

B. Background

UN Agency is a lead partner in providing technical support to the Ministry of Health and Family Welfare for institutional capacity building for quality improvement system at national and sub-national level with an aim to scale-up Quality Improvement system for MNCAH services from existing 7 districts to 15 districts under the stewardship of the MOHFW. A key part of this capacity building is to strengthen institutional capacity and leadership within national and regional institutes, designated as national and regional hubs. These hubs are envisioned as a sustainable structure for quality improvement learning and capacity building within country.

NIPSOM has emerged as a national learning hub with UN Agency support and has over the last one year provided support to 28 learning facilities across 7 districts in the country. UN Agency has further extended this partnership and planned and extension and scale-up of the work done by NIPSOM. In 2020-2021, additional 10 districts and 64 facilities will be supported for quality improvement capacity building with funding support from USAID and FCDO. The work on quality improvement will also be scaled up from the initial focus on maternal and new-born health (MNH) to child health, COVID-19 related work, and oxygen therapy.

With these increased responsibilities at NIPSOM, programme management gains more importance than earlier and requires a full-time person to coordinate the activities at NIPSOM and in learning districts and facilities.

C. Scope of Work

The purpose of this assignment is to support quality improvement work through the national learning hub in designated learning facilities and districts. The work would involve:

  • Existing quality improvement work in 7 districts and 28 facilities
  • USAID supported work in Tangail district hospital and Chattogram Medical College Hospital (in 2 districts)
  • FCDO supported work in 8 new districts and 62 designated facilities.

D. Tasks and Schedules

The assignment is designed for the period of 05 months where the consultant is expected to accomplish the following tasks-

  • Build capacity of NIPSOM as QI Learning HUB for improved coordination among NIPSOM, DGHS, DGFP, QIS and District/Upazila health team for the implementation of the planned QI activities.
  • Strengthen coordination among different programme (MNCAH, MCRAH, HSM, HMIS, NNS, CBHC etc.) of DGHS/DGFP including urban health stakeholders (City Corporations) for soliciting their support through Operational Plans and effective engagement for the execution of Quality Improvement activities in all learning facilities.
  • Coordinate with District Coaches, MNCS officers and IPC monitoring officers in 17 districts for the smooth implementation, monitoring and reporting of the district QI plans.
  • Coordinate with UN Agency national and Zonal Health officers to develop monthly/quarterly work-plan and conduct monthly/quarterly review for the accelerated implementation and progress monitoring of the plan.
  • Capacitate NIPSOM as National Learning HUB and Medical College Hospitals (Mymensingh, Rangpur, Sylhet, Barisal, Rajshahi) as Regional learning HUBs to institutionalize the QI learning network for QI coaching, mentoring, sharing and learning.
  • Capacitate NIPSOM mentors and district QIC for establishing QI facility assessment system in all learning districts and support the NIPSOM faculty in conducting the quarterly QI assessment to the implementing facilities.
  • Arrange/facilitate bi-monthly/quarterly review meetings with the Civil Surgeons and UH&FPOs, UNFPA and other partners.
  • Capacitate NIPSOM for data management including collection, analysis, interpretation and dissemination of health information from routine HMIS/MIS-DGFP, surveys, surveillance and other sources monthly as per guideline. Support district and facility team for data analysis and use data for quality improvement cycles/projects.
  • Prepare regular monthly reports, case studies, analytical reports etc. as required by NIPSOM and UN Agency.
  • Ensure timely fund request, liquidation as per UN Agency HACT rules and end user monitoring for all UN Agency supplies. Support and monitor financial activities on time which includes supporting GOB and other partners for preparing feasible activity plans, budget, tracking fund disbursement and expenditure.

E. Consultancy Costs

Cost of the Consultant:

  • BDT 225,000 per month consolidated (inclusive of all CD/VAT/Taxes and also includes lumpsum travel cost, so consultant will not claim any travel cost in addition to this).
  • Consultants will be located at NIPSOM and report to Director-NIPSOM, DGHS. The second line supervisor will be Health Manager, UN Agency, BCO.
  • Computer, communication, stationery and other office equipment expenses will be borne by the Consultant
  • Travel cost and travel arrangement in the field will be borne by the consultant
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations

F. Qualification requirements

  • Medical background with Masters in Public Health
  • 5+ years of extensive in-country public health experience, specifically in RMNCAH and Quality Improvement
  • More than 2 years of experience in managing/supporting a multi-facility and multi-district quality improvement initiative (within the last five years)
  • Hands on experience in improving quality of care for RMNCAH using PDCA, experiences of on-site coaching, ability to use webinars for coaching and sharing.
  • Understanding of data for improvement (PDCA) at facility level and familiarity with DHIS 2
  • Experience of working in a multi-stakeholder team for a QI initiative.
  • Experience in engaging successfully with district/divisional/national staff of the Ministry of Health/DGHS/DGFP to achieve QI program objectives.
  • Availability and ability to travel extensively to project districts and sites (>50% travel time)
  • Well versed in computer programme and good writing and communication skill.
  • Special priority will be given to those who has experience in working in the same position.
