Logistics Assistant (GS-5)

Duty Station: Cox’s Bazar

Contract Duration: 12 months

Reporting to: Logistics Officer

A. Objectives

The objective of hiring Logistics Assistant is to supports the Logistics unit of supply and Logistics section through providing a range of procedural, administrative, operational support in developing, implementing, executing and monitoring their country program and operations, ensuring timely and effective receipt, distribution and inventory management of UN Organization’s supplies and delivery that is consistent with UN Organization rules and regulations.

B. Background:

UN Organization is a leading humanitarian and development agency working globally of the rights of every child. Child right being with safe shelter, nutrition, protection from disaster and conflict and traverse the life cycle: pre-natal care for healthy births, clean water and sanitation, health care and education. UN Organization has spent nearly 70 years working to improve the lives of children and their families. Working with and of children through adolescence and into adulthood requires a global presence whose goal is to produce results and monitor their effects. UN Organization also lobbies and partners with leaders, thinkers and policy makers to help all children realize their rights – especially the most disadvantaged.

The Efficiency and effectiveness of support provided by the proposed Logistics Assistant to the implementation and monitoring of logistics activities, will facilitate the delivery of supplies, efficiently, dispatching and receiving as per program requests to enable results for the logistics section, which in turn enhances the offices and UN Organization’s capacity in helping the most vulnerable women and children.

C. Scope of work

Within the delegated authority and under the given organizational set-up, the consultant may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

  1. Plan and coordinate with UN Organization program sections, implementing partners and other UN agencies.
    • Prepare a distribution plan in collaboration with logistics and program teams.
    • Work closely with casual workers, transporters for daily activities and upcoming delivery. 
    • Contribute to partner capacity building through partner visit activities and supporting on weak warehouse management areas.
    • Prepare dispatch plans and organize the transportation of supplies to relevant consignees and inform consignees of upcoming deliveries.
  2. Rapid and relevant responses and assistance provided to evolving warehouse needs with a priority on receiving, storing and dispatching supplies on time, as requested:
    • Verify the receipt of goods/services against the associated POs/contract and provide results to Logistics Officer/Specialist.
    • Under the supervision of the Logistics Officer/Specialist, responsible for the receipts and dispatches of all shipments within the warehouse in respect of UN Organization policies, guidelines, standards and procedures.
    • Inspect the quantity and quality of supplies received against the Purchase Orders (PO) or any other relevant documents.
    • Ensure the warehouse is well maintained and kept clean and neat. Ensure fire extinguishers are in the appropriate areas within the warehouse, and that their expiry dates are regularly monitored, and action taken for replacement/ refill when required.
    • Work closely with forklift driver to offload bulky and heavy items in the Warehouse. 
    • Work closely with the laborers and workers hired to support the warehousing operations.
    • Verify and collate material for various kits packing and undertake kit packing of education materials for learning centers;
    • Collect acknowledgement copy (Waybill) from driver and ensure that all relevant information written by the consignee.
  3. Implement sound, accurate supply/logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.
    • Assist in management on daily basis of the inventory of UN Organization managed warehouse(s) through physical count and data entries including in-coming and out-going stock and provide timely stock information.
    • Carry out regular data reconciliation and bring differences to the attention of the supervisor for corrective action.
    • Ensure all stock movements are according to Waybills and records and supporting documents are properly maintained.
    • Perform all the warehouse transactions (i.e. dispatch/receive) in different warehouse as instructed.
    • Prepare stock reports and send it to relevant program sections on a weekly basis, prepare any other reports as required.
    • Carry out regular physical random checks of stock inventory.
    • Participate in full stock counts during mid and yearend inventory counting.
  4. Collaboration and Partnership
    • Based on the monthly plan visit various partners warehouses in the camps areas;
    • Assess the warehouses, stocks, ledgers and tally the stocks;
    • Check the conditions of stocks and storage;
    • Provide basic information session to the storekeepers in the partner warehouse on storage, stacking, bin creation, waybill preparation, goods receipt preparation etc.
    • Ensure partner are install temperature-controlled devise in the warehouse and the temperatures is recorded and monitored.
    • Perform any other logistics related duties.
    • Ensure partner warehouse have enough ventilation.

D. Deliverables and Schedules:

The assignment is designed for the duration of 12 months, where the following task are deliverable and expected:

  • Inspect the quantity and quality of supplies received against the Purchase Orders (PO) or any other relevant documents.
  • Prepare dispatch plans and organize the transportation of supplies to relevant consignees, ensure proper waybills are issued against any dispatch, and inform consignees of upcoming deliveries.
  • Ensure the warehouse is well maintained and kept clean and neat. Ensure fire extinguishers are located in the appropriate areas within the warehouse, and that they expiry dates are regularly monitored, and action taken for replacement when required.
  • Perform random end user spot checks, monitoring for good supply and warehouse management practices, conditions and state of supplies.
  • Carry out regular physical random checks of stock inventory
  • Ensure timely delivery of supplies
  • Participate in full stock counts following the instructions received from supervisors

E. Reporting requirements

The consultant shall be working under Cox’s bazar Supply and Logistics section. The consultant reports to Supply & Logistics Officer/Logistics Officer:

  • Monthly report to Logistics deliverables as stipulated herein.
  • In case of travel to warehouse in Chittagong – trip/mission report should be submitted in line with mission TOR.

F. Consultancy Costs:

Cost of the Consultant:

  • BDT 105,000 per month consolidated (The cost includes consultancy fee and lumpsum travel cost at duty station)
  • Consultant will be located at Cox’s Bazar and report to Supply & Logistics Officer/Logistics Officer Cox’s Bazar
  • Consultant will get fixed remuneration including travel cost in the field. If the consultants are required to travel outside their duty station, prior approval will be required, then travel and DSA costs will be reimbursed at actuals as per E-Zone policy.
  • Computer, communication, stationery and other office equipment expenses will be borne by the Consultant
  • Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations

G. Profile Requirements Qualification Skills:

  • Completion of secondary education preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum 3 years of progressively responsible Logistics supply clerical work experience is required.
  • Years of progressively responsible administrative work of which at least one year is closely related to support of program activities.
  • Fluency in English and in the local language of the duty station is required.
