Finance and Administration Manager
For Kindernothilfe Country Office

A. About Kindernothilfe:

Kindernothilfe e.V. (German for “supporting children in need”) is a non-governmental, non-profit International Child Rights Organisation which has been supporting vulnerable and marginalized children and youth in different parts of the world. Our global head office is located in Duisburg, North Rhine-Westphalia, Germany. Kindernothilfe is among the largest NGOs for development cooperation in Germany.
 
Kindernothilfe (KNH) is a development partner to organizations in 36 countries in Asia, Sub-Saharan Africa, Europe and Latin America and the Caribbean. We began working in Bangladesh following the independence of the country. We partner with national and local organizations through a Child Rights Approach with the aim of protecting and promoting the rights of marginalized children regardless of sex, race, ethnic origin, creed or religion. We work for community development using the Self-Help Group Approach and other specific strategic modalities to empower women and address child rights violations. The KNH-supported projects in Bangladesh usually focus on geographical areas of high incidence of child poverty and marginalization.

B. The Finance and Administration Manager:

The Finance and Administration Manager is responsible for overall management of financial operations of the country office, leading the monitoring of implementing partners’ financial management, providing necessary technical support and capacity building, and assisting country management in the regular decision-making process. The Finance and Administration Manager’s role is to ensure that
a) all financial policies and procedures of the organization are properly implemented at the country office level,
b) the relevant national laws/policies/regulations are followed and national compliance requirements are adequately met, and
c) the mandatory financial requirements of KNH are duly met by the implementing partner organizations.

The ideal candidate would be a person with a deep commitment to be of service to marginalised children, women and underprivileged communities in Bangladesh, and of unquestioned integrity. The candidate would also need to be self-disciplined and self-regulated in her/his work, flexible, and the able to work with diverse teams.

The Finance and Administration Manager will report to the Country Coordinator. S/he will work in a multifunctional team, which works closely with the Asia Department and the Controlling Department of Kindernothilfe in Germany, as well as with the other country offices of Kindernothilfe in the Asia region.

This is a full-time Dhaka-based position, with frequent field visit requirements (more than 50% of the time). It may also require travel to countries other than the home country.

C. Job responsibilities:

Tasks at Country office level:

  • Manage the overall financial operation of country office, including all financial transactions, payments and required documentation;
  • Ensure implementation of all financial policies, procedures and strategy of the organization;
  • Maintain books of accounts in double entry system for each financial year;
  • Ensure timely fund reconciliation;
  • Maintain banking procedures, cheque books, cheque requisitions, bank payments and withdrawals. Maintain liaison and coordination with bank for regular financial operations;
  • Develop and maintain systems and procedures to ensure proper operation and segregation of duties of internal controls, in coordination with the KNH Controlling Department if needed;
  • Coordinate with audit firm, prepare adequate documentation and address the requirements for the smooth audit process of the KNH Bangladesh office. Facilitate the audit process as a focal person of the Country team.
  • Assist country management in preparations of annual budgets, necessary revisions, annual planning and operational planning of the country office;
  • Prepare and update spending plans for all planned activities, in coordination with designated budget holders. Track budget utilization, prepare budget versus actual utilization reports and advise relevant staff on utilization status.
  • Contribute to the developments of relevant policies and strategies at country level;
  • Ensure that the relevant national laws and policies are followed, and government regulations and compliance requirements related to financial matters are satisfied;
  • Ensure archiving of financial and accounts related documents as per statutory requirements;
  • Inform country management about new developments, changes or updates in the national financial rules, regulations, policies, guidelines and priorities in Bangladesh;
  • Prepare financial monitoring report after each visit and submit it to country management;
  • Prepare quarterly financial updates, bi-annual and annual financial reports / financial statements of country office, and submit them to country management;
  • Assist country management in preparing need-based reports and any other documentation. Also assist in documentation of best practices and learning;
  • Orient office staff and management on the financial policies and procedures, including the requirements and regulations of the Co-Financing projects;
  • Participate in regular meetings at Country office, and other relevant meetings, trainings, workshops and forums (both in-person and online) organized by country office or partners at the national and local level, or by KNH at regional or international level;
  • Represent the Country Office in the regional forums of KNH related to Finance and Administration, and contribute to the developments of relevant policies and practices in the Asia region.
  • Ensure the overall management of administrative operations of the country office.
  • Streamline administration policy manual and its implementation in the country, in coordination with the relevant regional forums and KNH Headquarters.
  • Support the Country team in organizing events;
  • Assist the Kindernothilfe team in various works related to the organization’s mandate, as assigned by the Country Coordinator;

Tasks at Partner/Project Level:

  • Monitor financial management, accounting and controlling systems of the partners/projects through regular monitoring visits. Identify deviations, weaknesses, compliance gaps and risks in financial management, accounting systems as well as internal controls of partners/projects, and provide recommendations to the partners for further improvement to ensure that an adequate standard of financial management is maintained;
  • Provide guidance to all partners on financial requirements regarding accounting, budgeting and financial reporting;
  • Communicate the amendments in KNH requirements with the partners, and orient them on changes in country level relevant financial policies and procedures in Bangladesh;
  • Advice Country Coordinator on areas for capacity building of the partner/project teams, and take lead in capacity building through trainings / workshops; 
  • Provide orientation to new partners on KNH mandatory financial requirements, related regulations and guidelines; 
  • Conduct Organizational Financial Assessment of new partners as well as the existing partners, as and when needed;
  • Review and scrutinize the quarterly financial reports, annual financial reports and audit reports of the KNH-funded projects, submitted by the partners;
  • Review the partners’ budgets for new projects and conduct (financial) proposal discussions with partners;
  • Review the partners’ budgets of ongoing projects and provide feedback.
  • Provide guidance to partners/project teams in the preparation of annual financial statements, budgets, audited financial reports and other financial reports, and provide feedback for further improvements. Coordinate with partners to ensure timely financial reporting;
  • Review the project audit reports submitted by the partners, provide feedback and follow-up on the implementation of recommendations (of KNH and external auditors).

D. Qualification, experience and competency:

  • MBA or Master’s degree in Finance / Accounting is essential;
  • At least six to eight years of working experience in overseeing and leading financial management and compliance systems at international organizations in the development sector in Bangladesh;
  • Minimum three years of working experience in a similar role in international NGOs;
  • Demonstrated experience of financial monitoring of projects and financial reporting;
  • Experience of capacity building on financial and administrative management;
  • Experience of managing international donor funded projects or co-financing projects will be an advantage; 
  • Experience and understanding of relevant GoB compliances for INGOs in Bangladesh;
  • Advanced knowledge and understanding of financial management, accounting, internal controls, planning and budgeting, as well as administrative management;
  • Proficiency in written and spoken English and Bengali languages;
  • Experience of using accounting software, standard spreadsheet and database programes;
  • Ability to work independently, take initiative, manage multiple and competing priorities, meet deadlines and carry out complex tasks. S/he also needs to have demonstrated problem-solving skills and analytical ability; 
  • High standard of professional integrity;
  • Willingness to travel extensively to the project locations across the country by public transport, and ability to work in emergency situation;

An attractive monthly remuneration will be offered to the selected candidate, based on qualifications and relevant experience.
