Supply Assessment Consultant

Reporting to: Technical Supervisor- Chief, Supply & Logistics Section
A. Background
UNICEF Bangladesh, in collaboration with the Department of Public Health Engineering (DPHE) of the Government of Bangladesh and other implementing partners, has established a long-term partnership to enhance emergency preparedness and response. Relief items are strategically stored at DPHE Central, Districts, and Sub-Districts level stores to cater to the needs of affected populations. Other supplies are provided to implementing partners for distribution during emergencies. However, due to prolonged storage, some items may have expired, deteriorated, or stored in humid conditions due to inadequate infrastructure and monitoring mechanisms. In addition, most warehouses lack a proper inventory management system to track movement of supplies from receipt to distribution and replenishment. DPHE through UNICEF support is also in the process of profiling all the inventory locations, establishing a real time platform for inventory information dissemination thereby ensuring that UNICEF, and by extension other agencies and NGOs can visualize real-time stock status across the supply chain. This information will continue to be very critical in ensuring reduced emergency response time, backed with adequate prepositioned inventory, thereby mitigating the risk to affected populations.
B. Objectives and Expected Results
The consultant will conduct a comprehensive assessment of the inventory status at DPHE Central, Districts, and Sub-Districts level stores and implementing partners warehouses. The consultant will be responsible for evaluating the condition of stored items, facilities status, checking expiry dates, and providing a detailed report. Based on logistics capacity gaps identified, the consultant will provide and document on - the - spot training of DPHE personnel, undertake a stock count and upload the information into DPHE Inventory Management platform. The findings from this assessment will inform future decision-making processes, including the identification and removal of expired supplies, replacement with new supplies, warehouse space optimization, and recommendations for improving storage conditions. The consultant will also train the relevant DPHE warehousing staff on the new digital inventory management app and upload all inventory data online during the mission to each of the warehouse.
C. Key Tasks and Responsibilities
The consultant will:
- Visit each DPHE Central, Districts, and Sub-Districts level store and other IPs stores (a total of 33 locations at divisional, district and sub-districts level, location details to attach in annex) to assess the current inventory.
- Conduct a thorough inspection of stored UNICEF relief items, noting their condition and expiration dates. Pictures may be attached to enhance visualization.
- Develop a comprehensive report detailing the status of supplies, highlighting expired items, and providing recommendations for their removal and replacement.
- Collaborate with DPHE officials, IPs and relevant stakeholders to gather additional information and insights.
- Propose strategies for improving storage conditions to prevent future issues related to item expiration and humidity along with facilities conditions.
- Present the findings and recommendations to UNICEF Bangladesh, IPs and DPHE in a clear and concise manner.
- Prepare a visit report including warehouse assessment and inventory count elements after each site visit.
- Provide a tracking ledger of findings and recommendations to monitor progress, with short, medium, and long- term milestones clearly articulated.
- Train the relevant DPHE warehousing staff on the new digital inventory management app.
- Upload all inventory data online during the mission to each of the warehouse.
D. Deliverables
- Provide a comprehensive report of the inventory status at 35 DPHE Central, Districts, and Sub-Districts level stores and include implementing partners warehouses.
- Ensure upload of reliable and relevant data into the DPHE inventory Management System.
- Provide recommendations on (i) the identification and removal of expired supplies, and replacement with new supplies, and (ii) improving storage conditions of the warehouses.
- Provide recommendations on the appropriate prepositioning of supplies based on accessibility to affected area and available storage space.
- DPHE warehouse staff training with elaborate areas of training and numbers trained. This should be signed by DPHE in-charge.
E. Qualification Requirement
- At least bachelor’s degree in business administration/ social sciences from any recognized university.
- Minimum of 3 years of experience in supply chain management and logistics, with a focus on humanitarian assistance.
- Expertise in conducting inventory assessments, particularly in challenging environments.
- Knowledge of health and hygiene-related relief items is desirable.
- Strong analytical and reporting skills.
- Ability to work collaboratively with government officials and other stakeholders.
- Excellent communication skills in English and Bengali.
- Previous experience in similar activities with the UN or INGOs will be an added advantage.
Language Requirement:
- Fluency in Bangla and good English communication skills are required.
F. Administrative Issues
- Consultant will get 225,000 BDT per month
- For payment to the consultant by service provider (i.e. E-Zone) in due time, the Supervisor will forward the certified attendance sheet and/or confirmation of receiving expected deliverables for the respective period.
- Stationery and other office equipment costs will be borne by the consultant.
- The consultant will be responsible for paying all taxes as per government rules.
