Reporting to: WASH Specialist, WASH Section, UNICEF Cox’s Bazar, Bangladesh

A. Background

The humanitarian situation for Rohingya refugees in Bangladesh remains dire, with 975,350 1 refugees living 33 congested camps of Cox’s Bazar and Bhasan Char and completely dependent on humanitarian assistance. Of the total refugee population, 52% are children. As of 31 Jan 2024, the Government of Bangladesh has relocated 32,574 Rohingya Refugees to Bhasanchar to decongest the camps in Ukhiya and Teknaf Upazillas. As the current political situation in Myanmar remains unstable, new influx of refugees is expected. The UN estimated a possible scenario of 60,000 new arrivals in 2024. Any new influx of refugees will further aggravate the precarious conditions of Rohingyas and cause a collapse of the already fragile basic social services and economic situation of Cox’s Bazar District. The district is one of the worst-performing districts in almost all child-related indicators and one of the most vulnerable to disasters and climate change in Bangladesh. Climat-related hazards continue to erode the investment in WASH, compromising the overall public health and resilience of the host community and refugees. WASH related diseases continue to be a challenge every year. In 2023, more than 40 % of the Rohingya refugees had scabies and an increase in diarrheal and vector borne diseases such dengue was reported. The Standardized Expanded Nutrition Survey (SENS) 2022 and 2023 evidently revealed worsening and stagnating trends on child wasting (15.4 per cent critical level), and chronic malnutrition has remained very high (41 per cent) and unchanged for the past two years. COVID-19 has worsened the precarious vulnerability levels in Cox’s Bazar and creating new challenges to advancing inclusive, equitable, and sustainable WASH services. This is further complicated by the declining funding situation for Rohingya operations across all the humanitarian sectors.

UNICEF is responsible for providing WASH services for more than 270,000 refugees in eight camps and Bhasan Char. UNICEF also supports delivery of a comprehensive WASH programme in host communities in 9 Upazilla to ensure social cohesion and peace-building among refugees and host communities. In the 8 camps, UNICEF is currently managing more than 25,000 WASH assets (including 15,000 latrines, 6000 bathing facilities, 4000 hand pumps, 80 water distribution networks, 75 FSMs and 25 solid waste management systems and several complaint and feedback centers and a huge network of volunteer and community structures) through 6 partners. UNICEF is the sector lead in Bhasan Char and has established a sector coordination mechanism in addition to supporting WASH service delivery in 30 occupied clusters, groundwater monitoring and water quality across the entire island.

In 2025, UNICEF WASH responsibility will further increase from 8 to 15 camps in Cox’s Bazar, 50% of the Rohingya refugees. IOM and UNHCR have requested UNICEF as sector lead to take over additional camps for WASH service delivery as they are scaling down their WASH programme for Rohingya refugees due to funding constraints. The increase presents a huge demand for data. UNICEF needs a robust WASH Information Management System that is responsive to needs and changing dynamics of the WASH programme evidence generation, advocacy and resource mobilisation. UNICEF is seeking the services of an Information Management Consultant to support the WASH programme of Cox’s Bazar Field Office.

B.  Objectives, Purpose and Expected Results

The objective of this consultancy is to support WASH programme to have a robust data and information management system to support and guide WASH programme planning/designing, implementation, monitoring and evaluation for Cox’s Bazar Rohingya Response and District WASH programme. The expected results and deliverables include:

  1. Data from UNICEF WASH partners is regularly collected, especially monthly ONA reports, consistently reviewed for accuracy, stored in a way that allows comparability and compatibility and is available for regular and ad-hoc analyses to support decision-making as appropriate.
  2. Data and information are verified following regular field visits (utilizing at least 25% of the consultant’s time).
  3. Infographics and other forms of visualization are available for easy comprehension and use of WASH data – this will include routine development and update of dashboards.
  4. Accurate and reliable data is available for donor proposals, reports, updates, program reports, briefing notes and Sitreps.
  5. Capacity of WASH partners, including DPHE, strengthened for effective data and information management and reporting

C.  Key Tasks and Responsibilities

Under the direct supervision of the WASH Manager, the consultant will work in close collaboration with other staff members and technical specialists within the WASH Team and other sections as appropriate, responsible for the development, planning, implementation, monitoring and evaluation of UNICEF’s WASH programme plans and results for Rohingya Refugees and host population of Cox’s Bazar and Bhasan Char. The post will be based in Cox’s bazar.

D. Description of Assignments

1. Ensure data from UNICEF WASH partners is regularly collected, especially monthly ONA reports and consistently reviewed for accuracy and stored in a way that allows comparability and compatibility and is available for regular and ad-hoc analyses to support decision-making as appropriate.

  • Maintain/streamline monthly & weekly collection of reports from partners; work with partners to identify issues with regards to reporting and devise ways to solve them together with WASH team and partners;
  • Collaborate with partners to agree on data sharing frequency, format, and other considerations.
  • Utilize digital tools and platforms, where possible, to streamline data collection and storage.
  • Support innovative technological approaches for monitoring and tracking WASH services delivery in the camps.

2. Compile and analyse data collected from UNICEF WASH partners and present the findings through visualizations.

  • Gather data from UNICEF WASH partners, including project details and progress reports
  • Develop interactive dashboards that allow users to explore the data and gain insights through customized views and filters.
  • Present the analysis and visualizations to UNICEF staff and partners.

3. Provide program data inputs for donor proposals, reports, updates, program reports, briefing notes and Sitreps.

  • Provide data input for various reports, including the Humanitarian Performance Monitoring (HPM) report, Situation Report (Sitrep), and Cumulative Emergency Response (CER) report.
    Support mapping/linking of donor funding to WASH activities in blocks and ensure data for the reports are consistent.

4. Ensure timely submission of WASH monthly data to PMR for the Office Humanitarian Performance Monitoring reporting.

  • Ensure partners have provided their monthly report for ONA reporting.
  • Review the report from partners and ensure consistency.
  • Share WASH update for PMR to include in HPM reporting.

5. Conduct regular comparative analysis and visualization of Third-Party-Monitoring Partner Data and Implementing Partner Data

  • Summarize the entire analysis processinto a comprehensive report, including data collection, preparation, metric calculation, visualization development, and analysis.
  • Present the report in a clear and concise manner, including visualizations, key findings, insights, and actionable recommendations.

6. Develop and produce dashboards for WASH key thematic areas, including Water quality, effluent and CFRM.

  • Review data and develop dashboards on key performance indicators in line with the WASH Sector
  • Support establishing dashboards on key thematic areas such as water quality, FSM and CFRM

7. Provide technical assistance to the partners for data and information management.

  • Build the capacity of partners on information management and data through training, coaching, meetings, and orientation sessions.
  • Monitor the implementation of IM initiatives in camps and host communities and advise on areas for improvement.

8. Support analysis of data from any WASH assessment/ surveys

  • Support any specific WASH assessment in assessment tools development.
  • Support compilation of data from assessment/study
  • Analysis of data from the field

9. Support DPHE to establish IM systems for district WASH coordination

  • Support DPHE in establishing 5Ws for the WASH sector development partners.
  • Prepare a contact list for partners.
  • Support in setting up reporting mechanisms.
    Compile monthly meeting minutes of the sector.

10. Provide support to BCO WASH section with tasks related to information management particularly for the WASH sector.

  • Provide technical assistance to WASH Cluster partners and stakeholders in achieving consistency and comparability in their needs assessments and analyses by developing and/or adapting existing Information Management (IM) tools.
  • Gather, disseminate, and maintain current data on WASH Cluster partners and stakeholders, encompassing their capabilities and interventions. This includes comprehensive information on Who, What, Where, Whom, and When (5W).
  • Facilitate the establishment and management of a system for mapping and monitoring emergency WASH supplies.

11. Conduct regular field visits to verify data dedicating at least 25% times and carry out any other responsibilities as required by section.

E.  Payment

The consultant will get BDT  DT 225,000.00 maximum per month, DSA 300,000.00 BDT Lumpsum DSA (to be paid at actual).

F. Administrative issues:

  1. For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
  2. UNICEF will provide the consultant with computer/laptops/printers/office space.
  3. The contractor/consultant will be responsible for paying all taxes as per government rules

G. Qualification requirement of UNICEF

  1. Have Bachelor/Master’s degree, preferably in Geography and Environment or have Social Science background.
  2. 5 years of experience in a related field that involves working with national and international organizations is required.
  3. Experience with Open Data Kit and mobile data collection an asset.
  4. Relevant experience with GIS in humanitarian context
  5. Demonstrated experience of data analysis and Visualization using Excel/Power BI/Tableau.
  6. Previous Working Experience in the Rohingya Refugee Context.
  7. Experience in a UN organization is an asset.
  8. Fluency in English is required. Knowledge of another UN Language is an added advantage.

H. Language Requirements

▪ Fluency in Bangla and good English communication skills are required.
